Mayor Marks called the regular session to order at 7:30- ROLL CALL
p.m. All members of the Council were present.
Father Charles Sullivan gave the invocation and Vice Mayor INVOCATION AND
Moore led the Council and the public in the Pledge of PLEDGE OF
Allegiance to the Flag. ALLEGIANCE
Mayor Marks, on behalf of the Village, presented a Chaplain PRESENTATION
Badge to Father Charles Sullivan., Chaplain of the North OF CHAPLAIN
Palm Beach Department of Public Safety. Father Sullivan BADGE 1b FATHER
has been a devoted friend and spiritual leader to the members SULLIVAN
of the North Palm Beach Public Safety Department for the past
ten years.
Mayor Marks, on behalf of the Village, presented a Certificate
of Appreciation to O'Neil Mims, an employee of the Public
Services Department, for twenty years service.

held August 18, 1980
t The Council took no action on the Country Club Advisory
Board's motion to pass a resolution reflecting that the
board was unanimous in its disagreement with the new rate
structure and the fact that no notice was given to members
of the board of the meeting of the Council when the rate
structure was established. It was the consensus of the
Village Council that this was not a recommendation for
Council action.

Vice Mayor Moore caved that we accept the Country Club
Advisory Boardts recommendation that the Monday morning
open swim for residents be t~+~nated because of the poor
turnout. 'Phe motion was seconded by President Pro Tem
Valente and all present voted aye.
Councilwoman Nolan moved that Resolution No. 40-80 entitled:

be adopted. The motion was seconded by Cotmcilm~ Brown.
Vice Mayor Moore moved to amend Resolution No. 40-80
as follows: Tn Section 2, after the word "ftmds" add,
"by services in-kind." The motion was seconded by
President Pro Tem Valente and all present voted aye.
Thereafter Council voted on the miain motion which passed
unanimously. Therefore, Resolution No. 40-80 was adopted
as amended.
On motion of Vice Mayor Moore, seconded by President Pro
Tem Valente, all present voting aye, proposed Resolution
No. 41-80 entitled:
' A RESOLUTION OF THE VILLAGE COUNCIL OF 1WRTH PALM
BEACH, FLORIDA, REPEALING SECTION 2 OF RESOLUTION
N0. 11-80, AND APPOINTING A NEW MEMBER AND AN
ALTERNATE DER TO THE BOARD OF DIRECTbRS OF THE
FLORIDA RISK MANAGEMENT ASSOCIATION
(FIRMA)
was read in full and adopted as read as Resolution No.
41-80.
Vice Mayor Moore moved that the pay $8,000.00 (to Howard
Osterman for the hearings held to fight or appeal Seacoast
Utilities' request for increased rates) from Account No.
0602-519-99.12 ($30,000 Emergency Reserve Ftmd). The
motion was seconded by President Pro Tem Valente and
all present voted aye.
There being no further business to come before the
Council, on motion of Councilwoman Nolan, seconded by
Vice Mayor Moore, all present voting aye, the meting
adjourned at 8:30 p .m.
