THURSDAY, OCTOBER 26, 1978

Mayor Moore called the Regular Session to order at 7:30
p.m. All members of the Council were present.
Vice Mayor Kazimir-gave the invocation and Councilman
Marks led the Council and the public in the Pledge of
Allegiance to the Flag.
Councilman Marks, during the discussion of the Minutes
of Regular Session held Thursday, October 12, 1978,
moved that we put back on the agenda tonight the item that
all non-members of the country club pay higher green fees
except that resident social members may pay the lower
green fees a maximum of twelve times per year. The
motion was seconded by Vice Mayor Kazimir and passed 3-2,
with Councilman Brown and Councilwoman Love opposed.
Vice Mayor Kazimir moved that the Minutes of Regular
Session held Thursday, October 12, 1978 be approved
' as corrected. The motion was seco nded by Councilman
Brown and all present voted aye.
Councilman Marks left the meeting to make a telephone
call before the vote on the above motion was taken.
He left at 7:40 p.m. and returned at 7:43 p.m.
Councilman Brown moved that we send back to the Country
Club Advisory Board for recommendation and study the
item that all members of tennis teams must have a club
membership, but that in the meantime we let it continue
as it was before we passed that motion on October 12,
1978. The motion was seconded by Councilman Marks.
Councilman Brown withdrew the above motion and Council-
man Marks withdrew his second.
Vice Mayor Kazimir moved that we remain with our previous
vote except that when both the A and the B Teams are
playing, then outside players be recruited on those
two days only. The motion was seconded by Councilman
Brown and failed 2-3, with Vice Mayor Kazimir and
Councilman Brown for, and Mayor Moore, Councilman
' Marks and Councilwoman Love opposed. Therefore,
the previous recommendation of the Country Club
Advisory Board; i.e., that all members of tennis
teams must have a club membership remains.
On motion of Councilman Marks, seconded by Council-
woman Love, all present voting aye, the Minutes of
Regular Meeting of North Palm Beach Country Club
Advisory Board held October 17, 1978 were accepted
by the Council.

On motion of Councilman Brown, seconded by Councilman LIBRARY BD.
Marks, all present voting aye, Council accepted the RECOMMENDATION
recommendation of the Library Board that the Village ACCEPTED
continue reciprocal agreements with the following mun-
icipalities having a public library: Boca Raton,
Boynton Beach, Delray Beach, Lake Park, Riviera Beach
' and West Palm Beach.
Councilman Brown moved that we authorize the Mayor to MAYOR AUTHORIZED
execute the reciprocal agreements with each of the six TO EXECUTE RE-
municipalities. The motion was seconded by Vice Mayor CIPROCAL AGREE-

Marks, all present voting aye, Bill No. 293 entitled: PLACED ON

AN ORDINANCE ADOPTING AND ENACTING A NEW CODE
OF ORDINANCES OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA; ESTABLISHING THE SAME; PROVIDING FOR THE
REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN;
SAVING FROM REPEAL CERTAIN ORDINANCES RELATING TO
CERTAIN SPECIFIC SUBJECTS OF VILLAGE REGULATION;
THE MANNER OF AMENDING SUCH CODE OF ORDINANCES;
A PENALTY FOR THE VIOLATION THEREOF; AND PROVIDING
WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE

On motion of Vice Mayor Kazimir, seconded by Council- BILL 293

TO THE BOUNDARIES OF SAID MUNICIPALITY TO THE

was placed on first reading and read by title alone.
Councilman Marls moved that Resolution No. 43-78 en- RES. 43-78
titled: ADOPTED
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, REQUESTING THE STATE OF FLORIDA
DEPARTMENT OF TRANSPORTATION TO ERECT "NO STOPPING
OR STANDING" SIGNS ALONG THE ENTIRE LENGTH OF STATE
ROAD N0. 703 IN THE VILLAGE OF NORTH PALM BEACH
be adopted as read. The motion was seconded by Council-
man Brown for discussion only. The motion passed 4-l,
with Mayor Moore opposed.
On motion of Councilman Brown, seconded by Council- RES. 44-75

Councilman Marks moved that we recess the meeting until _ RECESS
9:20 p.m. The motion was seconded by Councilwoman Love
and passed 4-1, with Councilman Brown opposed. The
meeting was recessed at 9:10 p.m. and was reconvened
at 9:20 p.m.

Vice Mayor Kazimir moved that we place on the regular
session agenda at this time the purchase of police
vehicles. The motion was seconded by Councilwoman
Love and all present voted aye. This matter was dis-
cussed, and it was agreed that the Village Manager
would research the purchase further.
Councilman Marks moved that we permit all Village
residents to play golf at the North Palm Beach
Country Club as many times as they want to at the
regular resident greens fee. The motion was
seconded by Vice Mayor Kazimir for discussion only
and passed 3-2, with Mayor Moore, Vice Mayor Kazimir
and Councilman Marks for and Councilman Brown and
Councilwoman Love opposed.
There being no further business to come before the
Council, on motion of Councilwoman Love, seconded
by Councilman Marks, all present voting aye, the
meeting was adjourned at 9:45 p.m.
