OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
HELD
THURSDAY, JANUARY 26, 1978
Present: M. C. Love, Jr., Mayor

Mayor Love called the Regular Session to order at 7:30
p.m. All members of the Council were present.
Vice Mayor Marks gave the invocation and Councilman
Kazimir led the Council and the public in the Pledge
of Allegiance to the Flag.
On motion of Councilman Moore, seconded by Councilman
Brown, all present voting aye, the following minutes
were approved as written:

Mayor Love, on behalf of the Village, presented Letters
of Commendation to two citizens, Mr. Paul Bradley and Mr.
James Fought, for their heroism on November 22, 1977 in
the apprehension of a kidnapper.
Mayor Love, on behalf of the Village, presented awards
to winners of the Christmas Decoration Contest who were
present to receive them. The checks will be mailed to
those winners who were not in attendance.
Councilman Brown moved that we accept the Minutes of
Recreation Advisory Board Meeting held January 10, 1978,
and the Minutes of Regular Meeting of Planning Commission
held January 10, 1978; and that we send the Minutes of
the North Palm Beach Country Club Advisory Board Meeting
held January 17, 1978 back to the board for correction.
The motion was seconded by Councilman Kazimir and all
present voted aye.
Councilman Brown moved that we grant the one-half hour
increase on all preferential starting times with the
provision that the administration has the authority
to send off golfers to fill in with non-tournament
players when there are vacancies at the first or the
tenth tees. The motion was seconded by Councilman
' Moore and all present voted aye.
Councilman Moore moved that the Palm Beach County
Amateur Qualifying and Palm Beach County Open tourna-
ments be denied unless members are allowed to play
without greens fees and with normal cart fees at com-
parable courses, and that Village residents are allowed
to play at the rate which they would have payed at the
North Palm Beach Country Club. The motion was seconded
by Councilman Brown and all present voted aye..

Vice Mayor Marks moved that we approve the expenditure APPROVAL OF
for repair of the Barton American 1,000 gallon pumper EXPENDITURE -
in the amount of $3,235.00 to be expended from Account BARYON AMERICAN
No. 11-201. The motion was seconded by Councilman PUMPER
Kazimir and all present voted aye.
Councilman Moore moved that we approve the existing MOTION TO
Village logo which never has been officially accepted. APPROVE EXIST-
The motion was seconded by Vice Mayor Marks and failed ING LOGO
3-2, with Mayor Love, Councilman Brown and Councilman FAILED
Kazimir opposed.
Councilman Brown moved that we take the existing EXISTING LOGO
Village logo, clean it up and bring it back to the TO BE REDONE
Village Council. The motion was seconded by Vice & BROUGHT BACK
Mayor Marks and all present voted aye. TO COUNCIL
Councilman Moore moved that we approve the examination APPROVAL OF
of the financial statements of the Village by Carpenter, EXAMINATION
May & Bremer in an amount not to exceed $1,000.00 to be OF FINANCIAL
expended as follows: $500.00 from Account No. 01-245 STATEMENTS
and $500.00 from Account No. 51-520.10. The motion
was seconded by Councilman Brown and all present voted
aye.
Councilman Moore moved that we place on tonight's work- MOTION DIED
shop session agenda the letter from Seyfarth, Shaw, FOR LACK OF
Fairweather & Geraldson (regarding labor relations) so A SECOND
we can discuss it. The motion died for lack of a second.
' Councilman Kazimir moved that we place on the regular NON AGENDA
session agenda at this time the matter of the attorneyis ITEM PLACED
fees (to represent the Village of North Palm Beach in ON AGENDA
its collective bargaining negotiations with the Palm
Beach County Police Benevolent Association concerning
the VillageTS Public Safety Department). The motion
was seconded by Councilman Brown and all present voted
aye.
Vice Mayor Marks moved that we appoint a co-attorney for -CO-ATTORNEY
labor relations, Mr. Peter J. Hurtgen, at the rates APPOINTED FOR
quoted (in his letter of December 27, 1977), the funds LABOR RELATIONS
to be expended from Account No. 06-218. The motion was
seconded by Councilman Brown and all present voted aye.
There being no further business to come before the ADJOURNMENT
Council, on motion of Vice Mayor Marks, seconded by
Councilman Kazimir, all present voting aye, the meeting
was adjourned at 8:15 p.m. ___
