ROLL CALL
Mayor Gebbia called the meeting to order at 7:09 p.m. at the North Palm Beach Community Center.
All members of Council were present. All members of staff were present, except the Village Attorney,
who arrived later in the meeting.
BOATS AND RV PARKING
Discussion was held concerning Section 18 -35(6) of the Village Code of Ordinances governing the
parking of recreational, boating and camping equipment on residential properties within the Village.
Mayor Gebbia noted the Council had previously approved a six -month moratorium on enforcement
of Section 18 -35(6) of the Code in order to review and evaluate whether any changes were needed.
Community Development Director Denise Malone gave a presentation. Mrs. Malone reviewed
the history of the boats, trailers, and recreational vehicles code, discussed current code provisions,
provided the total number of state registered boats and RVs in the Village, and detailed the
storage spaces available at Anchorage Park. Mrs. Malone displayed aerial and street -side photos
depicting observed parking conditions of boats, trailers, and RVs on residential lots. Mrs. Malone
reviewed a comparison of code provisions in other municipalities. Mrs. Malone discussed
recommendations and important topics of consideration, as follows:
1. Definitions
2. Village Registration — License or Decal
3. Illustrations for Code Provisions
4. Location — Rear of Side Yard
5. Height not to exceed height of principal building
6. Boat and Trailer considered one piece of equipment
7. Boat measurements not to include the trailer
8. Boats must rest on a boat (wheel) trailer
9. No dry storage or stacking onsite
10. More uniform screening standards — acceptable hedge and fence material and dimensions (height)
11. Screened from view as viewed from eye level
12. Parking on stabilized, hardened, durable surface such as asphalt, paving stones, shell rock or concrete
13. Kept in clean, neat, presentable manner and usable at all times
14. No major repairs or overhauling on site
Council discussion and comments from the public ensued.
