Mayor Love called the Regular Session to order at
7:30 p.m. All members of the Council were present.
Mayor Love gave the invocation and Vice Mayor Marks
led the Council and the public in the Pledge of
Allegiance to the Flag.
On motion of Councilman Moore, seconded by Councilman
Brown, all present voting aye, the Minutes of Regular
Session held Thursday, August 25, 1977 were approved
as written.
On motion of Vice Mayor Marks, seconded by Councilman
Kazimir, all present voting aye, the Minutes of Zoning
Board of Adjustment Meeting held August 23, 1977 were
accepted.
On motion of Councilman Brown, seconded by Councilman
Kazimir, all present voting aye, Bill No. 278 entitled
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET
FOR THE FISCAL YEAR 1976-77 BY APPROPRIATION
TRANSFERS

was placed on second reading and read by title alone.
On motion of Vice Mayor Marks, seconded by Councilman
Brown - 4 to 1, with Councilman Moore opposed - Bill No.
278 was adopted as Ordinance No. 17-77. -
On motion of Councilman Brown, seconded by Councilman
Kazimir - 4 to 1, with Councilman Moore opposed.- Bill
No. 279 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY
LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF
NORTH PALM BEACH ON JANUARY 1, 1977; FIXING THE TOTAL
VALUATION THEREON AND THE TAX MILEAGE RATE THEREON
FOR SAID TAX YEAR; ADOPTING BUDGETS FOR THE FISCAL
YEAR OCTOBER 1, 1977 TO SEPTEMBER 30, 1978, BOTH
INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL
FUND, INCLUDING DEBT RETIREMENT AND FOR THE NORTH
PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING

Marks, all present voting aye, proposed Resolution No. ADOPTED
41-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, DECLARING THE INTENTION OF THE --
VILLAGE COUNCIL OF NORTH PALM BEACH TO APPLY TO THE
LOCAL GOVERNMENT COMPREHENSIVE PLANNING ACT ASSISTANCE
FUND PROGRAM FOR FINANCIAL ASSISTANCE IN COMPLETING THE ---
ELEMENTS OF PLANS REQUIRED BY THE LOCAL GOVERNMENT COM-
PREHENSIVE PLANNING ACT OF 1975
was read in full and adopted as read as Resolution No.
41-77.
On motion of Vice Mayor Marks, seconded by Councilman RES. 42-77
Brown, all present voting aye, proposed Resolution No. ADOPTED
42-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE BID OF BJORN ENTERPRISES,
INC. FOR FENCING MATERIAL IN THE AMOUNT OF $6,684.83
FROM ACCOUNT NO. 71-411.12
was read in full and adopted as read as Resolution No.
42-77.
Councilman Kazimir moved that we authorize the Mayor to TRAFFIC CONTROL
execute that certain agreement between Palm Beach County AGREEMENT -
' and the Village of North Palm Beach for traffic control NORTI-ILAKE BLVD.
at the intersection of Northlake Boulevard and U. S. & U. S. 1
Highway 1. The motion was seconded by Councilman Brown
and all present voted aye.
Vice Mayor Marks moved that we move from the workshop ITEM MOVED
session agenda to the regular session agenda at this FROM WORKSHOP
time the Proposed Traffic Signal Installation - Northlake SESSION AGENDA
Boulevard and Entrance/Exit to Twin City Ma11 and First TO REGULAR
American Bank. The motion was seconded by Councilman SESSION AGENDA
Brown and passed 3 to 2, with Councilman Moore and
Councilman Kazimir opposed.
Councilman Brown moved that we entertain First American MOTION DIED
Bankrs proposal and the County Ts proposal to install FOR LACK OF
a traffic light at the west bank entrance and the A SECOND
second Mall entrance intersection, at no expense to
the Village. The motion died for lack of a second.
Vice Mayor Marks moved that we request the Florida REQUEST TO
Department of Transportation to conduct a thorough D.O.T. TO
study of the egress and ingress to that facility and CONDUCT STUDY
rework the whole area prior to granting approval for
any traffic signal along that highway. The motion
was seconded by Councilman Moore and passed 4 to 1,
with Councilman Brown opposed.
There being no further business to come before the .ADJOURNMENT
Council, on motion of Councilman Moore, seconded by
Vice Mayor Marks, all present voting aye, the_meeting
was adjourned at 8:30 p.m.
