held Thursday, April 28, 1977

Mayor Love called the Regular Session to order at 7:35
p.m. A11 members of the Council were present.
Mayor Love gave the invocation and Councilman Brown led
the Council and the public in the Pledge of Allegiance
to the Flag.
0n motion of Councilman Brown, seconded by Councilman
Moore, all present voting aye, the following minutes
were approved as written:

Mayor Love read and signed Proclamation on Soil Steward-
ship Week - May 15-22, 1977.

On motion of Councilman Kazimir, seconded by Councilman
Moore, all present voting aye, the minutes of the North
Palm Beach Library Board meeting held April 21, 1977
were accepted by the. Council.
Vice Mayor Marks moved that we approve the recommendation
of the Tennis Advisory Board that one high school with
the largest representation from the Village be allowed
to use the tennis facility at_the North Palm Beach Country
Club (for their practice and home matches). The motion
was seconded by Councilman Brown and all present voted
aye.
Councilman Moore moved that we decline the .recommendation
of the Tennis Advisory Board concerning the change in
the daily fee structure. The motion was seconded by
Vice Mayor Marks and passed 4 to 1, with Councilman
Brown opposed.
Vice Mayor Marks moved that we defer the recommendation
of the Tennis Advisory Board concerning the installation
of permanent walks and the pouring of the patio in
front of the Pro Shop until the next budget session.
The motion was seconded by Councilman Moore and all
present voted aye.

Councilman Brown moved that the Tennis Club rules attached TENNIS CLUB
to the minutes of the Tennis Advisory Board meeting held RULES ADOPTED
April 12, 1977 be adopted. The motion was seconded by
Vice Mayor Marks and all present voted aye.
Councilman Brown moved that we accept the recommendation MOTION DIED
contained in the minutes of the Country Club Advisory FOR LACK OF
Board meeting held April 20, 1977 that we advertise the A SECOND
clubs facilities, services and activities in the Village
Newsletter and the WeekDay newspaper. The motion died
for lack of a second.
Vice Mayor Marks moved that the above recommendation of CC AD. BD.
the Country Club Advisory Board be declined. The motion RECOMMENDATION
was seconded by Councilman Moore and all present voted DECLINED
aye.
Vice Mayor Marks moved that proposed Resolution No. 25-77 MOTION TO
entitled: ADOPT PROPOSED
RES. 25-77
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, SUPPORTING AND URGING THE PASSAGE
OF SENATE-BILL #41 FILED BY SENATOR WARREN HENDERSON,
FOR CONSIDERATION BY THE 1977 FLORIDA LEGISLATURE,
WHICH BILL PROVIDES PRIMARILY THAT IDENTIFICATION
STICKERS SHALL BE ISSUED TO CERTAIN PERMANENTLIT
DISABLED PERSONS WHETHER OR NOT THEY OWN OR OPERATE
MOTOR VEHICLES FOR PURPOSES OF PARKING PRIVILEGES;
AND, FURTHER, THE SAID VILLAGE COUNCIL HEREIN PRO-
POSES SEVERAL AMENDMENTS TO SENATE BILL #41; AND
AUTHORIZES AND DIRECTS THE VILLAGE CLERK TO FORWARD

CERTIFIED COPIES OF THIS RESOLUTION TO THE PERSONS
AND GOVERNMENTAL ENTITIES AS THE MAYOR SHALL DIRECT
be adopted. The motion was seconded by Councilman Brown.
Vice Mayor Marks moved to amend proposed Resolution No. PROPOSED RES.
25-77 by striking any reference to the Tom Lewis Bill. 25-77 AMENDED
The motion was seconded by Councilman Brown and all
present voted aye.
Thereafter Council voted on the main motion which PROPOSED RES.
passed unanimously. Therefore, proposed Resolution 25-77 ADOPTED AS
No. 25-77 was adopted as amended as Resolution No. AMENDED AS

Vice Mayor Marks moved that we modify the contract with MOTION RE FRINGE
our Golf Professional, Peter Finlayson, to reflect an BENEFITS FOR-

salary of $8,18~F.00. The motion was seconded by Council-
man Brown and failed 2-3, with Mayor Love, Councilman =
Kazimir and Councilman Moore opposed.

Councilman Brown moved to amend the motion to increase MOTION TO AMEND

2-3, with Mayor Love, Councilman Kazimir and Councilman
Moore opposed.
Thereafter Council voted on the main motion which passed MAIN MOTION

Councilman Moore moved that we contribute X100.00 to be CONTRIBUTION
expended from Account No. 51-285, Council Contingency, TO PBGHS
to the Palm Beach Gardens High School Band Parent BAND PARENT
Association. The motion was seconded by Vice Mayor ASSN.
Marks and all present voted aye.
Vice Mayor Marks moved that we approve the request of OLD PORT COVE
Old Port Cove to construct an erosion control structure EROSION CON-
in the Intracoastal Waterway, as presented in the lay- TROL STRUCTURE
outs by Old Port Cove at our workshop session of April APPROVED
28, 1977. The motion was seconded by Councilman Brown
and passed 4-l, with Councilman Moore opposed.
Councilman Moore moved that we authorize the Mayor to
execute that certain Lease Agreement for Use of School
Facilities at the North Palm Beach Elementary School
for the summer recreation program of the Village.
The motion was seconded by Councilman Brown and all
present voted aye.

Vice Mayor Marks moved that we approve the contract AUTHORIZATION
bettioeen Paul Scollan and the Village of North Palm TO EXECUTE
Beach for entertainment at the North Palm Beach CONTRACT WITH
Country Club for the period April 22, 1977 through PAUL SCOLLAN
October 1, 1977 and authorize the Mayor to execute
said contract. The motion was seconded by Councilman
Kazimir and passed 4-1, with Councilman Moore opposed.
Vice Mayor Marks moved to read the letter from Joe Hamzy MOTION TO READ
' to Mayor Love (dated May 5, 1977) into the record. The J. HAMZY'S
motion was seconded by Councilman Kazimir and failed LETTER INTO

Councilman Moore moved that we send a Mailgram (con- MOTION TO

The motion was seconded by Vice Mayor Marks. TO COMMITTEE
Councilman Kazimir moved to amend the motion to have the
Village Manager, at his discretion, attend the hearing
(on Senate Bill 1043, scheduled for Monday, May 16, 1977
in Tallahassee),-the funds to be expended from Account No.
51-285, Council Contingency. The motion was seconded by
Councilman Moore and all present voted aye.
Thereafter Council voted on the main motion which passed
unanimously.
Councilman Moore moved that we authorize the Village
Manager to make the owner of these signs (American
Agency) comply with existing ordinances. The motion
was seconded by Councilman Kazimir and passed 3-2, with
Vice Mayor Marks and Councilman Brown opposed.
' There being no further business to come before the
Council, on motion of Councilman Kazimir, seconded by
Councilman Moore, all present voting aye, the meeting
was adjourned at 9:15 p.m.
