Mayor Love called the Regular Session to order at 7:30 ROLL. CALL
p.m. All members of the Council were present except
Councilman Moore.
Councilman Kazimir gave the invocation and Vice Mayor
Marks led the Council and the public in the Pledge of
Allegiance to the Flag.
On motion of Councilman Watt, seconded by Councilman
Kazimir, all present voting aye, the following minutes
were approved as written:

Vice Mayor Marks asked that all present stand for a
moment of silent prayer for Charles, the departed son
of Councilman Al Moore.
On motion of Vice Mayor Marks, seconded by Councilman
Watt, all present voting aye, Bill No. 264 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ARTICLE V, SECTION 3(h), OF THE
PROVISIONS OF CHAPTER 31481, LAWS OF FLORIDA,
EXTRAORDINARY SESSION 1956, AS AMENDED, BY CHANGING
PURCHASING REGULATIONS
was placed on second reading and read by title alone.
On motion of Councilman Kazimr, seconded by Councilman
Watt, all present voting aye, Bill No. 264 was adopted
as Ordinance No. 4-77.
On motion of Vice Mayor Marks, seconded by Councilman
Watt, all present voting aye, Bill No. 266 entitled:
' AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING THE NORTH PAIM BEACH BUDGET FOR
THE FISCAL YEAR 1976-77 BY INCREASING THE ANTICIPATED
REVENUE OF THE GENERAL FUND AND BY APPROPRIATING MONEY
FOR THE PURCHASE OF A NEW AWNING AT THE SENIOR CITIZENS

BOARD, FOR THE REASON THAT THE NEED FOR SAID
BOARD HAS TERMINATED

On motion of Vice Mayor Marks, seconded by Councilman RES. 10-77
Kazimir, all present voting aye, proposed Resolution ADOPTED
No. 10-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, SETTING FORTH THE PROCEDURE FOR
NOMINATION AND ELECTION OF MAYOR, VICE MAYOR,
PRESIDENT PRO TEM OF THE VILLAGE COUNCIL, AND THE
APPOINTMENT OF MEMBERS OF ALL ADVISORY BOARDS TO THE
VILLAGE COUNCIL AND THE BOARD OF ADJUSTMENT OF THE
VILLAGE OF NORTH PALM BEACH
was read in full and adopted as read as Resolution No.
10- 77.
On motion of Councilman Watt, seconded by Councilman RES. 11-77
Kazimir, all present voting aye, proposed Resolution ADOPTED
No. 11-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, AMENDING RESOLUTION N0. 409-69
BY CHANGING THE PURCHASING REGULATIONS CONCERNING
COMPETITIVE BIDDSNG
was read in full and adopted as read as Resolution No.
11-77.
On motion~of Councilman Kazimir, seconded by Councilman RES. 12-77
Watt, all present voting aye, proposed Resolution No. ADOPTED
12-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, URGING THE FLORIDA STATE LEGISLATURE
TO CONSIDER AMENDING THE VARIOUS STATUTES CONCERNING
THE ALLOCATION AND DESCRIPTION OF PARKING SPACES FOR
HANDICAPPED PERSONS SO AS TO MINIMIZE THE LOSS OF
GENERAL PARKING SPACES COVERED BY SAID STATUTES
was read in full and adopted as read as Resolution No_
12-77.
Councilman Watt moved that we authorize the Mayor to CONTRACTUAL
execute that certain agreement between the Village~of AGREEMENT WITH
North Palm Beach and Peter Finlayson for services as GOLF PRO TO BE
Golf Professional at the North-Palm Beach Country Club. EXECUTED
The motion was seconded by Councilman Kazimir and all
present voted aye.

Councilman Watt moved that we approve the expenditure of AUTHORIZATION
$9,381.00 to Cornelius, Johns on & Clark, Inc, for the FOR PAYMENT -
payment of 1975-76 WorkmeriTs Compensation - $7,588.00 1975-76 WORIC-
to be expended from Account N o. OS-278 and $1,793.00 to MBNrS COMPEN-
be expended from Country Club accounts as follows: SATION

The motion was seconded by Vice Mayor Marks and all present
voted aye.
Councilman Kazimir moved that we approve the expenditure .AUTHORIZATION
of $10,395.00 to Carpenter, May & Bremer for payment FOR PAYMENT -
of the annual audit - $6,895.00 to be expended from ANNUAL AUDIT
Account No. 01-245, and $3,500.00 to be expended from
Country Club Account No. 51-245. The motion was
seconded by Councilman Watt and all present voted aye.
Vice Mayor Marks moved that we designate the parcel of NAMING ST.
land owned by the Archdiocese of Miami and leased to CLARE'S TRACT
the Village of North Palm Beach (St. Clare's tract) ALLAMANDA PARK
as a Village park and name it Allamanda Park. The
motion was seconded by Councilman Watt and all present
voted aye.
There being no further business to come before the ADJOURNMENT
Council, on motion of Councilman Watt, seconded by
Vice-Mayor Marks, all present voting aye, the meeting
was adjourned at 8:10 p.m.
