Mayor Love called the Regular Session to order at 7:33 p.m:
All members of the Council were present.
Councilman Kazimir gave the invocation and Vice Mayor
Marks led the Council and the public in the Pledge of
Allegiance to the Flag.
On motion of Councilman Moore, seconded by Vice Mayor
Marks, all present voting aye, the minutes of Regular
Session held Thursday, January 13, 1977 were approved as
written.
Mayor Love, on behalf of the Village, presented plaques
to former Councilman Mervin H. McIntyre and former
Municipal Judge George Baldwin in recognition of their
service to the community.
Mayor Love, on behalf of the Village Council, read and
presented a letter of corrmiendation to Patrolman George
Warren for meritorious performance of duty on the
afternoon of January 4, 1977.

Mayor Love, on behalf of the Village, presented awards PRESENTATION
to winners of the Christmas Decoration Contest who were OF CHRISTMAS
present to receive them. The checks will be mailed to DECORATION

Mayor Love read and signed Proclamation on National PROCLAMATION -

On motion of Councilman Moore, seconded by Vice Mayor ACCEPTANCE

On motion of Vice Mayor Marks, seconded by Councilman RES. 4-77
Kazimir, all present voting aye, proposed Resolution ADOPTED
No. 4-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE ANNUAL CONTRACT LET
BY PALM BEACH COUNTY FOR SLURRY SEAL AT THE RATE
OF $.3189 PER SQUARE YARD TO J & B SLURRY SEAL "°° _
COMPANY IN THE AMOUNT OF $2,400.00 TO BE EXPENDED FROM
ACCOUNT N0. 4-156 (IMPROVEMENT REVENUE BOND CONSTRUCTION
FUND) AND $14,000.00 FROM ACCOUNT NO. 71-405.10 (CAPITAL
IMPROVEMENT PROGRAM)
was read in full and adopted as read as Resolution No.

Councilman Watt moved that we approve payment in the amount APPROVAL OF
of $1,500.00 to be expended from Account No. 01-245, Council ..-PAYMENT -
Professional Fees, to Municipal Code Corporation for recod- MUNICIPAL
ification of Village ordinances. The motion was seconded -CODE CORP.
by Councilman Kazimir and all present voted aye.
Councilman Moore moved that we do away with `give away"
type fund programs. The motion was seconded by Councilman
Watt and failed 1-4, with Mayor Love, Vice Mayor Marks,
Councilman Kazimir and Councilman Watt opposed.
On motion of Councilman Kazimir, seconded by Vice Mayor
Marks, 2-3, with Vice Mayor Marks, Councilman Moore and
Councilman Watt opposed, proposed Resolution No. 5-77
entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, REQUESTING. THE STATE OF FLORIDA,
DEPARTMENT OF COhYMUNITY AFFAIRS, TO INCLUDE NORTH
PALM BEACH IN ITS APPLICATION TO THE U. S. DEPART-
MENT OF HOUSING AND URBAN DEVELOPMENT FOR LOCAL
PLANNING ASSISTANCE FUNDS BEGINNING JULY 1, 1977
was read in full and failed 2-3.

Councilman Kazimir moved that we approve changing our budget. BUDGET
transfers to division level rather than line item level. TRANSFER
The motion was seconded by Vice Mayor Marks and passed 4-l, POLICY
with Councilman Moore opposed.
Vice Mayor Marks moved that we not enter into the Inter- MOTION TO NOT
local Agreement between the Village of North Palm Beach ENTER INTO
and Palm Beach County. The motion was seconded by Council- INTER-LOCAL
man Moore and failed 2-3, with Mayor Love, Councilman Kazimir - AGREEMENT
and Councilman Watt voting nay and Vice Mayor Marks and WITH COUNTY
Councilman Moore voting aye. FAILED
Councilman Kazimir moved that we authorize the Mayor to MOTION TO
execute the replacement Inter-local Agreement between the AUTHORIZE
Village of North Palm Beach and Palm Beach County. The MAYOR TO EX-
motion was seconded by Councilman Watt. ECUTE INTER-
LOCAL AGREE-
MENT WITH
COUNTY
Vice Mayor Marks moved that this item be tabled. The
motion was seconded by Councilman Moore and failed 2-3,
with Mayor Love, Councilman Kazimir and Councilman Watt
opposed.
Thereafter Council voted on the main motion which passed
3-2, with Vice Mayor Marks and Councilman Moore opposed.
Vice Mayor Marks moved that we place on the next regular
agenda (Thursday, February 10, 1977) the question of in-
centive to residents to stop vandalism in the Village.
The motion was seconded by Councilman Kazimir and passed
4-l, with Mayor Love opposed.
There being no further business to come before the Council,
on motion of Vice Mayor Marks, seconded by Councilman
Moore, all present voting aye, the meeting was adjourned
at 9:20 p.m.
