THURSDAY, FEBRUARY 24, 1977

Mayor-Love called the Regular Session to order at 7:30 ROLL CALL
p.m. All members of the Council were present.
Vice Mayor Marks gave the invocation and Councilman INVOCATION &
Watt led the Council and the public in the Pledge of PLEDGE OF
Allegiance to the Flag. ALLEGIANCE
On motion of Councilman Moore, seconded by Vice Mayor APPROVAL OF
Marks, all present voting aye, the following minutes MIN[JTES

On motion of Vice Mayor Marks, seconded by Councilman ACCEPTANCE OF
Watt, all present voting aye, the following minutes MINUTES

Concerning the recommendation of the Recreation Advisory VILLAGE MGR.
Board that a feasibility study be made for site. locations TO INVESTIGATE
for the purchase of twenty or more acres for future AVAILABILITY
recreational needs, Vice Mayor Marks moved that we in- OR PROPERTY
struct the Village Manager to investigate the availability IN VILLAGE
of property within the Village. The motion was seconded
by Councilman Watt and all present voted aye.
Concerning the recommendation of the Library Board for HOURS FOR NEW

The motion was seconded by Councilman Kazimir and passed ED
4-1 with Councilman Moore opposed.
Councilman Watt moved that we approve the Library Board's MOTION TO
recommended policy for use of the Multi-purpose room and APPROVE LIBRARY
Conference Room. The motion was seconded by Councilman BOARD'S POLICY

Vice Mayor Marks moved to amend the motion as follows:
That we delete (c) under Rules and Regulations and
change the hours to be consistent with the library
operation. The motion was seconded by Councilman
Kazimir and all present voted aye.
Councilman Moore moved to amend the motion by removing
(g) and (h) under Rules and Regulations as written in
the original policy and substituting a new (g) as
follows: These rules and regulations may be modified
or waived in an individual case at the discretion of
the Village Manager. The motion was seconded by
Councilman Watt and all present voted aye.
Thereafter Council voted on the main motion which
passed unanimously. Therefore, the Library Boards
recommended policy for use of the Multi-purpose
Room and Conference Room was approved as amended.
Councilman Moore moved that the Library Board's recom-
mendation that dedication of the new facility take
place in May if project is completed or, if not com-
pleted before summer, that official dedication take
place in October be tabled. The motion was seconded
by Vice Mayor Marks and all present voted aye.
On motion of Councilman Moore, seconded by Councilman
Watt, all present voting aye, Bill No. 263 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING SECTION 45-36 (F) OF THE VILLAGE
OF NORTH PALM BEACH CODE BY PROHIBITING HOME
OCCUPATIONS TO BB CARRIED ON IN ANY DWELLING
STRUCTURE
was placed on second reading and read by title alone.
On motion of Councilman Moore, seconded by Vice Mayor
Marks, all present voting aye, Bill No. 263 was adopted
as Ordinance No. 3-77.
On motion of Vice Mayor Marks, seconded by Councilman
Kazimir, all present voting aye, Bill No. 264 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ARTICLE V, SECTION 3(h), OF THE
PROVISIONS OF CHAPTER 31481, LAWS OF FLORIDA,
EXTRAORDINARY SESSION 1956, AS AMENDED, BI'
CHANGING PURCHASING REGULATIONS
was placed on first reading_and read by title alone.
Vice Mayor Marks moved that we .authorize the Mayor to
execute the agreement between the Village of North
Palm Beach and Peter Finlayson for services as Golf
Professional at the North Palm Beach Country Club.
The motion was seconded by Councilman Kazimir.
Councilman Moore moved that the agreement between
the Village of North Palm Beach and Peter Finlayson
for services as Golf Professional at the North Palm
Beach Country Club be tabled. The motion was seconded
by Councilman Watt and all present voted aye.

Vice Mayor Marks moved that we authorize the Village Manager
to seek bids for the development of the park on Alamanda
Drive and to establish a planned expenditure of $38,000
from Federal Revenue Sharing Funds, Account No. 71-411.10.
The motion was seconded by Councilman Kazimir and all
present voted aye.
Vice Mayor Marks moved that we recess this meeting until
Monday, February 28, 1977 at 7:00 p.m. so that we can
at that time authorize the Village Manager to interview
architects. The motion was seconded by Councilman
Moore and all present voted aye.
There being no further business to come before the
Council, the meeting was recessed at 8:28 p.m.
