THURSDAY, FEBRUARY 10, 1977

Mayor Love called the Regular Session to order at 7:30 p.m. ROLL CALL
All members of the Council were present.
Mayor Love gave the invocation and Councilman Moore led INVOCATION
the Council and the public in the Pledge of Allegiance & PLEDGE OF
to the Flag. ALLEGIANCE
On motion of Vice Mayor Marks, seconded by Councilman .APPROVAL OF
Moore, all present voting aye, the Minutes of Regular MINUTES
Session held Thursday, January 27, 1977 were approved
as written.
Mayor Love, on behalf of the Village, presented a plaque PRESENTATION
to form@r Director of Public Safety, Richard P. Wille, OF PLAQUE
in recognition of his many years of dedicated service
to the Department of Public Safety.
On motion of Councilman Moore, seconded by Councilman ACCEPTANCE OF
Watt, all present voting aye, the following minutes MINUTES
were accepted by the Council:

Meeting held January 20, 1977
Minutes of Regular Meeting of Community Appearance
Board held February 1, 1977
Minutes of Special Meeting of Recreation Advisory
Board held January 18, 1977
Vice Mayor Marks moved that Fred Speaker Park would be a MOTION MADE
good name for the tract of land being leased from St. & WITHDRAWN
Clare's Church. The motion was seconded by Councilman
Moore. After discussion, Vice Mayor Marks withdrew his
motion and Councilman Moore withdrew his second.
Councilman Kazimir moved that we name the tract of land MOTION DIED
being leased from St. Clare's Church Allamanda Park. FOR .LACK OF
The motion died for lack of a second. A SECOND
Councilman Watt moved that we table the recommendation REC. AD. BD.
of the Recreation Advisory Board that the land being RECONY~IENDATION
leased from St. Clare's Church be designated as a park TABLED
and named by the Village. The motion was seconded by
Councilman Kazimir and all present voted aye.

Concerning the recommendation of the Recreation Advisory
Board that cost estimates be obtained relative to the
St. C1areTs Church property, Councilman Kazimir moved that
we get a cost estimate on placing a baseba]1 field there
that includes a backstop, sod and irrigation. The motion
was seconded by Vice Mayor Marks.
Vice Mayor Marks moved that the motion be amended as
follows: That this be brought back to us at the Council
Workshop of Thursday, February 17, 1977. The motion
was seconded by Councilman Kazimir and all present
voted aye.
Thereafter Council voted on the main motion which passed
unanimously.
Councilman Moore moved that we adopt Plan 4A which was
recommended by the Recreation Advisory Board as the plan
for Osborne Park. The motion was seconded by Vice Mayor
Marks and all present voted. aye.
Councilman Watt moved that we approve the recommendation
of the Planning and Zoning Advisory Board that the twenty
foot alley right-of-way of Lots 11 and 12, Fairhaven
Addition be abandoned. The motion was seconded by Vice
Mayor Marks and all present voted aye.
On motion of Councilman Watt, seconded by Councilman
Moore, all present voting aye, Bill No. 263 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING SECTION 45-36 (F) OF THE VILLAGE
OF NORTH PALM BEACH CODE BY PROHIBITING HOME 000U-
PATIONS TO BE CARRIED ON IN ANY DWELLING STRUCTURE
was placed on first reading and read by title alone.
On motion of Councilman Watt, seconded by Councilman
Moore, all present voting aye, proposed Resolution No.
5-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, DIRECTING THE VILLAGE CLERK TO PUBLISH
NOTICE OF THE GENERAL ELECTION TO BE HELD ON MARCH 15,
1977; NAMING THE TIDE AND PLACE WHERE SUCH ELECTION
SHALL BE HELD; APPOINTING THE ELECTION OFFICIALS FOR
THE GENERAL ELECTION AND RUN-OFF ELECTION; DECLARING
THE OFFICES TO BE FILLED AT SUCH ELECTION
was read in full and adopted as read as Resolution No.
5-77.
On motion of Vice Mayor Marks, seconded by Councilman
Kazimir - 4 to 1, with Councilman Moore opposed -
proposed Resolution No. 6-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, AUTHORIZING THE MAYOR AND VILLAGE
CLERK TO ENTER INTO AN ABANDONMENT OF EASEMENT IN
LOTS 11 AND 12, FAIRHAVEN ADDITION TO THE VILLAGE
OF NORTH PALM BEACH
was read in full and adopted as read as Resolution

On motion of Councilman Watt, seconded by Vice Mayor Marks, RES. 7-77
4 to 1, with Councilman Moore opposed, proposed Resolution ADOPTED
No. 7-77 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE BID OF PIONEER MEDICAL
DIVISION, AQUONICS, INC. FOR TELEMETRY COMMUNICATIONS
SYSTEM IN THE AMOUNT OF $28,042.20 TO BE EXPENDED AS
FOLLOWS: $27,928.00 FROM ACCOUNT N0. 12-408 (1975-76
BUDGET) AND $114.20 FROM ACCOUNT N0. 12-408 (1976-77
BUDGET)
was read in full and adopted as read as Resolution No.
7-77.
Vice Mayor Marks moved that we approve the replacement of AWNING AT
the north awning at the shuffleboard courts in an amount SHUFFLEBOARD
not to exceed $800.00 to be expended from anti-recession CTS. TO BE
funds. The motion was seconded by Councilman Kazimir REPLACED
and all present voted aye.
Councilman Moore moved that we place on the agenda at NON-AGENDA
this time action concerning a reward for conviction ITEM PLACED
for vandalism. The motion was seconded by Vice Mayor ON AGENDA
Marks and passed 4 to-1, with Mayor Love opposed.
Councilman Moore moved that a reward of $50.00 be offered REWARD OFFERED
by the Village of North Palm Beach, Florida for information BY VILLAGE -
leading to the arrest and conviction of the party or parties, VANDALISM
or the arrest and adjudication of delinquency of any juven-
ile, or any of them responsible for vandalism and damage
' to Village owned property from January 1, 1977 until this
reward is cancelled by official action of the Village
Council of North Palm Beach, Florida. Said reward shall
be paid upon conviction of the criminal or adjudication
of delinquency of a juvenile. In the event that more
than one person provides such information, the final
determination as to-which person or persons shall be
eligible to receive part or all of this reward shall
be left to .the Village Council of North Palm Beach,
Florida. The maximum amount of reward for each con-
viction or adjudication of delinquency shall be $50.00.
The motion was seconded by Councilman Kazimir and passed
4 to 1, with Mayor Love opposed.
Vice Mayor Marks moved that cve schedule a special work- SPECIAL WORK-
shop for the purpose of discussing recreation for 7:00 SHOP SCHEDULED
p.m. on Thursday, February 17, 1977. The motion was FOR 2/17/77
seconded by Councilman Moore and all present voted aye.
There being no further business to come before the ADJOURNMENT
Council, on motion of Vice Mayor Marks, seconded by
Councilman Moore, all present voting aye, the meeting
was adjourned at 8:45 p.m.
