So you can imagine how difficult it is to predict schedules and events regarding projects that are fluid and require flexibility to keep the momentum moving forward. Therefore, in order to keep you up to date on current events, I ask that you regularly visit the Village website www.village-npb.org. On our website, there is a section dealing with the new clubhouse at the NPB Country Club, and a section dealing with the Village Master Plan. I can tell you that no final decisions will be made on either project until the Charrette process is complete. The Charrette process, which is open to ALL residents, will begin on Saturday, January 30, 2016 at 9am (all day session) in the Village Council Chambers, and continue throughout the week, ending with an evening meeting on Friday, February 5, 2016 starting at 6pm. SAVES HEARTS TOO YOUNG TO DIE After almost a decade of field experience, we know that "Hands-Only CPR" saves lives. Most people don't know that one of the first great saves was on a racquetball court in North Palm Beach. The victim collapsed while playing and lay motionless with no palpable pulse. His playing partner directed another person to call 911 and he began vigorous chest compressions. When NPBFR arrived, they found the heart in ventricular fibrillation; quivering, but not pumping blood. CPR Continued while the defibrillator charged ... "All Clear" and one single shock stopped the chaotic fibrillation. Slowly the heart started beating normally once again. Not one single artificial breath was administered! There was plenty of oxygen already in the blood, but only a friend was pumping it around the body. The patient awakened en route to the hospital and was talking normally on arrival TO THE PBGMC ER A Cardiac catheter inserted 15 minutes later opened an occluded coronary artery and the gen- tleman left the hospital two days later. That "Miracle" has been repeated numerous times in this community over the past few years. Hundreds of cardiac arrests have occurred; But every one that survived with no heart or brain damage, had bystander CPR ongoing when Rescue arrived! If you see someone collapse or find them unresponsive: 1) Gently Shake and shout "Are You alright?" If no response... 2) Direct someone to call 911 or call yourself 3) Lay victim flat on their back and begin compressing hard and fast on the middle of the chest That is all there is to it! YOU become a HEART, pumping blood to critical organs like the heart and brain. There is no way to do it "wrong". A person in cardiac arrest will die without CPR. Each one minute delay decreases the chance of survival by 10 %. We have >50% return of circulation in cardiac arrest victims in this community, one of the highest in the country YOU can make that incredible statis- tic even better. Lend a hand! Lend two hands! Save a life; save a heart too young to die. The North Palm Beach Police Department would like to help residents operate their vehicle safely on the roadway in the event that traffic lights are out due to weather. When a traffic light at an intersection is non-operative, it is essential to remember that the intersection should be treated as any other intersec- tion where a complete stop is required. Florida State Statute 316.1235 states that “the driver of a vehicle approaching an intersection in which the traffic lights are inoperative shall stop in the manner indicated for approaching a stop intersection”. Once coming to a complete stop, vehicles are to proceed through the intersection with caution. The North Palm Beach Police Department works with various media outlets to relay information regarding inoperative traffic lights to citizens when they are reported. This is designed to minimize any potential hazard as well as give citizens enough warning to seek an alternate route when possible. While we take these steps to prepare the motoring pub- lic, it is also im- portant to know that the police are unable to monitor each intersection when a traffic light is inoperative. Village Clerk I hate to talk trash, but there are a few things about our trash, garbage, bulk items & vegetation that apparently need to be “cleaned up”. The first thing is a glossary defining the above, which I have added below. Next, what is the schedule and what affect does a holiday have on the schedule? Lastly, where should the items be placed for pick up by Public Works employees? The “normal” schedule for pick up is as follows: Monday, Wednesday, Friday - Garbage, Trash & Bulk Items Tuesday and Thursday– Vegetation Thursday—Recycling The scheduled pick up that falls on a Village Holiday will simply not be done, and the normal schedule will resume for the rest of the week. For example, Christmas Day, Friday, December 25, 2015 is a Village Holiday, therefore there will be no garbage, trash or bulk item pick up on the holiday, until the next regularly scheduled day, which is Monday, December, 28, 2015. For the complete schedule of holidays for December 2015 through December 2016 (see Village Website for further info) Regarding pick up location: For garbage—Side of your house For trash, bulk items, recycling, & vegetation—on the swale in front of your house. I hope this clears up any confusion. GLOSSARY OF TERMS: Garbage—anything that fits into your bathroom, kitchen, or exterior garbage can. Trash— too large for your garbage can, but one person could carry it to the curb (i.e. chair, microwave oven etc.). Bulk Item—too large for garbage can, but two people could carry it out to the curb (i.e. refrigerator, mattress, dresser etc.). Vegetation— is defined in Section 14-31(a) of our Village Ordinances as “yard waste shall include grass clippings, leaves, shrub trimmings, palm fronds and tree limbs. Yard waste shall not include dirt, rocks and similar materials removed from property utilizing mechanical equipment or other waste resulting from land clearing activities.” TRASH TALK—from Village Manager Jim Kelly North Palm Beach Hosts PBC Municipal Clerks Association The Village Clerk’s office is proud to announce the election of Deputy Village Clerk Jessica Green (left) as President of the Palm Beach County Municipal Clerks Association. Jessica was sworn in on October 22nd for the 2015-2016 term. Former Mayor Judy Pierman (right) was the keynote speaker, and Mayor Gebbia, Councilmember Mark Mullinix, and Village Manager Jim Kelly were on-hand to offer their support. The PBC Municipal Clerks Association represents 38 cities, and is dedicated to the preservation, promotion, education and professional recognition of Municipal Clerks. Congrats Jessica! What are you are going to do to keep the kids busy when they are off school for Winter Break? We have the answer to your problems - Winter Camp with NPB Rec! Sign the kids up for two weeks’ worth of games, trips and fun! This camp, for youth 9-15 yrs, meets at the NPB Community Center from 9:00 am – 4:00 pm. (Drop off 8-9am, and pick up 4-5pm). You can have the evening out and we will entertain the kids with indoor activity, games, pizza, and fun!! The cost is $17/$15(RDF)/child. Kids Night Out is from 6:00-10:00 pm and scheduled for Dec. 11. Kids are guaranteed to have a great time! Heritage Parade – now is the time to start planning for the April 2 Heritage Parade! Since we will be celebrating the 60th Anniversary of the Village, our goal is 60 floats/units in the Heritage Parade. We need your help!! Tree Lighting Ceremony Dec. 2nd - 7:00 pm The Village of North Palm Beach welcomes in the holiday season with a Tree Lighting Ceremony. Join us at Veteran’s Park, 501 US Hwy 1 on Dec. 2nd at 7:00 pm. Entertainment will be provided by the Bright Futures Chorus and the Palm Beach Children’s Chorus, both under the direction of David Saurez.
