Vice Mayor McIntyre reconvened the Recessed Regular ROLL CALL
Session of July 22, 1976 at 7:31 p.m. All members
of the Council were present.
President Pro Tem Marks gave the invocation and INVOCATION
Councilman Love led the Council and the public in the & PLEDGE
Pledge of Allegiance to the Flag. OF ALLEGIANCE
The Regular Session of July 22, 1976 was recessed until PURPOSE OF
this date for the purpose of discussion concerning citizen RECESSED REGULAR
complaints relative to turbidity and lack of pressure in SESSION
the water system provided by the Palm Beach County _
Utilities Company.
Mr. Don Shephard, Consulting Engineer for Palm Beach
County Utilities Company, and Mr. Dick Bertsche,
Operations Manager for the utility company, appeared
before the Council to discuss the recent problems
which the Village was experiencing. Also present
at the meeting was Mr. Frank Gargiulo, Palm Beach
County Health Department Engineer.
Mr. Bertsche informed the Council that the Village s
problems began on July 17 when a service pump broke
down at the North Palm Beach plant, resulting in low
water pressure. When water was pumped in from other
plants in the system, sediment from the seldom used
lines flowed out of the home faucets. Mr. Bertsche
told the Council that the average demand for water
was exceeded during the time when the pump broke
down and the utility company was not prepared for
the increase. However, Mr. Bertsche added that all
storage tanks in the system (seven and one-half __
million gallons) are now at normal levels.
Mr. Shephard said the company recognized a potential
problem in 1973 and knew that something had to be done
about it quickly. He said that the utility planned
to complete its new 10 million gallon plant now in
construction on Hood Rood around September 1976, but
that delays in the delivery of equipment and approval
of zoning requests set back the completion date to
December 1976. He also told the Council the utility
was experiencing delays in the approval of its new
wells for the Hood Road plant by the Flood Control
District.
When the Council questioned the quality of the water,
Mr. Frank Gargiulo, Palm Beach County Health De-
partment Engineer, told the Council that adequate
pressure has been maintained to assure that the water
is safe for consumption.

Council, on motion of Councilman Moore, seconded by
Councilman Marks, all present voting aye, the meeting
was adjourned at 8:48 p.m.
