Mayor Love called the Regular Meeting to order at 8:05 .ROLL CALL
p.m. All members of the Council were present.
Councilman Marks gave the invocation and Vice Mayor INVOCATION &
Heraty led the Council and the public in the Pledge of PLEDGE OF
Allegiance to the Flag. ALLEGIANCE
On motion of Councilman Marks, seconded by Councilman APPROVAL OF
McIntyre, all present voting aye, the minutes of Regular MINUTES _
Meeting held Thursday, October 9, 1975 were approved as
written. --
During Statements from the Public a number of persons -STATEMENTS
discussed pro and con the termination of Mr. Lawrence FROM THE
J. RobbinsT employment with the Village of North Palm PUBLIC
Beach.
On motion of Vice Mayor Heraty, seconded by Councilman MOTION TO
McIntyre - 4 to 1, with Councilman Marks opposed - RESPOND TO
that we respond to the letter (Lawrence J. RobbinsT MR. ROBBINS'
letter dated October 21, 1975) at this time. LETTER OF

Mayor Love read the Public Statement from the North PUBLIC STATEMENT
Palm Beach Village Council, a copy of which is attached FROM NPB VILLAGE
to the minutes of this meeting. COUNCIL READ
BY MAYOR LOVE
Vice Mayor Heraty moved that he be able to read his VICE MAYOR
statement which he prepared. The motion was seconded HERATYrS
by Councilman Greeley and all present voted aye. His STATEMENT
statement is as follows:
For the record, in response to former Village
Manager, Lawrence J. Robbins letter of October
21, 1975 and to the residents of the Village of
North Palm Beach, the reason for termination of
Mr. Robbins was totally from lack of communication
and cooperation between Mr. Robbins and some members
of the present Village Council. There was no wrong-
doing in any way by Mr. Robbins that I have found to
be true. I wish Mr. Robbins the best in his pursuit
of employment elsewhere..
Vice Mayor Heraty moved that we allow Councilman Marks COUNCIIMAN
to speak his piece. The motion was seconded by MARKS ALLOWED
Councilman Greeley and all present voted aye. TO SPEAK

On motion of Vice Mayor Heraty, seconded by Councilman ACCEPTANCE OF
McIntyre, all present voting aye, the following minutes MINUTES

On motion of Councilman McIntyre, seconded by Councilman $500 DONATED
Marks, all present voting aye, that North Palm Beach TO SCIENCE-
donate $500.00 to the Science Museum, the funds to be MUSEik4
expended from Account No. OS-500.
Councilman Marks moved that we direct the Acting Village .ACTING MGR.
Manager to take care of the ficus tree problem. The DIRECTED TO
motion was seconded by Vice Mayor Heraty and passed RESOLVE FICUS
4 - 0, with Councilman Greeley abstaining due to his TREE PROBLEM
position of Acting Village Manager.
' On motion of Councilman Marks, seconded by Councilman SWALE ORDINANCE
McIntyre - 4 - 0, with Councilman Greeley abstaining TO BE ENFORCED
due to his position of Acting Village Manager - that
we enforce the Swale ordinance.
On motion of Vice Mayor Heraty, seconded by Councilman RES. 57-75
Marks - 4 - 0, with Councilman Greeley abstaining due ADOPTED
to his position of Acting Village Manager - proposed

BEACH, FLORIDA, ESTABLISHING AN ESCROW ACCOUNT AT
THE FIRST AMERICAN .BANK OF NORTH PALM BEACH, FLORIDA,
FOR THE SOLE PURPOSE OF CQMPLYING WITH THE APPLICATION
FOR MATCHING LIBRARY FUNDS AND SETTING FORTH MONIES TO
BE PLACED IN THE ESCROW ACCOUNT, THE DISPOSITION OF SAID

Vice Mayor Heraty moved that we appoint Gary C. Thomas MOTION TO
as the Treasurer of the Village of North Palm Beach. APPOINT
The motion was seconded by Councilman Marks. The TREASURER
motion failed 4 to 1, with Mayor Love, Councilman FAILED --
Greeley, Councilman Marks and Councilman McIntyre
opposed.
On motion of Vice Mayor Heraty, seconded by Councilman AUTHORIZATION
McIntyre, all present voting aye, that we table the TO SELL SURPLUS
authorization to sell surplus Village and Country Club EQUIPMENT
equipment at public auction until three weeks from TABLED
tonight (Council?s Regular Meeting of November 13,
1975).
On motion of Councilman Greeley, seconded by Vice Mayor ISSUE. OF PUR-
Heraty, all present voting aye, that we remove the issue CHASING GOLF
of purchasing golf carts from the_ table. CARTS REMOVED
FRCM THE TABLE
On motion of Councilman Greeley, seconded by Councilman RES. 61-75
Marks, all present voting aye, proposed Resolution No. ADOPTED
61-75 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE BID OF ROSS PRODUCTS,
INC. FOR 60 3-WHEEL ELECTRIC GOLF CARTS IDT THE AMOUNT
OF $61,740 FROM THE RESERVE OPERATION FUND OF THE
COUNTRY CLUB BUDGET

On motion of Councilman Marks, seconded by Vice Mayor
Heraty - 4 - 0 - with Councilman Greeley abstaining
due to his position of Acting Village Manager - that
we confirm the Village Managerts appointment of Mr.
Alden Smith as Temporary Club Manager.
On motion of Vice Mayor Heraty, seconded by Councilman
Marks - 4 - 0 - with Councilman Greeley abstaining due
to his position of Acting Village Manager - that we
table Council authorization to purchase miscellaneous
golf course sprinkler equipment until_ Councilis Regular
Meeting of November 13, 1975.
On motion of Vice Mayor Heraty, seconded by Councilman
McIntyre, all present voting aye, that we approve the
dates for WGA tournaments for 1976 as submitted.
On motion of Councilman Marks, seconded by Vice Mayor
Heraty, all present voting aye, that we approve the
schedule for MGA tournaments as submitted.

On motion of Councilman Marks, seconded by Vice Mayor
Heraty, all present voting aye, that we place the
purchase of Anchorage Park back on the agenda at this
time.
On motion of Vice Mayor Heraty, seconded by Councilman
Marks, all present voting aye, that we withdraw from
the contract to purchase Anchorage Park property due
to the clouds on the title.
On motion of Vice Mayor Heraty, seconded by Councilman
Marks, all present voting aye, that we pay $1,500.00
at this time to Mr. R. M. Arsenicos, Architect, the
funds to be expended from the Library Capital Improve-
ment Account No. 10-404.1.
On motion of Councilman Marks, seconded by Councilman
McIntyre, all present voting aye,_that we pay our Palm
Beach County Municipal League dues of $300.00 for the
period October 1, 1975 to September 30,-1976.
On motion of Councilman Greeley, seconded by Vice Mayor
Heraty, all present voting aye,_that we place the dump-
ing of waste material on our agenda.
Councilman Greeley read letter to him from C. R. O~Meilia
concerning the Solid Waste Authority Meeting to be held
on October 28, 1975 at 7:30 p.m, in the West Palm Beach
City Hall Commission Room.

PUBLIC STATEMENT _._ _
NORTH PALM BEACH VILLEIGE COUNCIL .__
This is to acknowledge receipt of a letter addressed to the Village Council_
from Mr. Robbins dated October 21, 1975 which needs a public response.
First, any question of Mr. Robbins being employed by the Village o£ North Palm
Beach has been fully decided and is not open for further consideration.
Second, Mr. Robbins employment with the Village of North Palm Beach was not
terminated due to any ?`charges" of illegal acts by him., This Counc?1 has
never accused him of any crimes. During Council discussions of Mr. RobbinsT
performance, individual Council members sought answers to_questions that con-
cerned them, and in compliance with Government in the Sunshine all questions
were asked in public meetings. These cortiments made._by this Council cannot be
construed as t'charges" of illegal acts against Mr. Robbins.
Third, all proceedings concerning this matter were carried_on toward the_end
that North Palm Beach be governed by the-best administration that the elected _.
officials of North Palm Beach could employ based on oiar judgment. These
actions and remarks concerning Mr. Robbins were not motivated by any personal.
malice. Any conclusions to the contrary were certainly neither intended nor
expected.
And last, we trust that this closes this matter .and that Lvlr. Robbins may s2ek
employment elsewhere with no concern that he left North Palm Beach with arty
'charges" pending against him.
