Mayor Colbath called the Regular Meeting to order at ROLL-CALL
8:00 p.m. All members of the Council were present.
Vice Mayor Love gave the invocation and Councilman
Slater led the Council and the public in the Pledge of
Allegiance to the Flag.
On motion of Councilman Heraty, seconded by Councilman
Greeley, all present voting aye, the minutes of Regular
Meeting held Thursday, February 13, 1975 were_.approved
as written.

On motion of Councilman Heraty, seconded by Vice Mayor ACCEPTANCE OF ,
Love,-all present voting aye, the minutes of Recreation MINUTES
Advisory Board Meeting held February 11, 1975 were. - _ ,__ __
accepted by the Council. -
On motion of Councilman Heraty, seconded by Councilman P & Z AD. BD.
Greeley, all present voting aye, that the recommendation RECOMMENDATION
of the Planning and Zoning Advisory Board concerning TABLED
parking-requirements-for banks, businesses and professional
offices in CA District and offices in Cl and C2 Districts
be tabled.-
On motion of Councilman Heraty, seconded by Vice Mayor BD. OF-GOV.
Love - 3 to 1, with Councilman Slater opposed and RECOMMENDATION
Councilman Greeley abstaining due to his position as TABLED
Country Club Manager - that the recommendation of
the Board of Governors that Council appropriate money
for a qualified engineer to study the problem of drainage _ '--'

same be tabled until we get the design from Mr. Slater. ---
and the recommendations from Mr. C. R. O'Meilia.
On motion of Councilman Heraty, seconded by Councilman LIBRARY BD. _
Greeley, all present voting aye, that the recommendation RECOMMENDATION
of the Library Board that part of funds now allocated TABLED
for completion of the basement of the Library be used __
in engaging an architect to work with the Village
Manager, Library Director, and Library Board in com-

piling a set of plans of the first floor area be
tabled until we get the architect's estimate.
On motion of Councilman Heraty, seconded by Council- REC. AD. BD.

that a Tennis Club Advisory Board be adopted as soon
as possible to handle the club problems, until-Council's
regular meeting of Thursday, March 13, 1975.
On motion of Councilman Slater, seconded by Councilman TRANSFER_OF
Greeley, all present voting aye, that we transfer .FUNDS
$1,24F0.00 from Account No. OS-500 fo Account No.
14-404.
On motion of Councilman Heraty, seconded by Councilman RES. 9-75
Slater, all present voting aye, proposed Resolution ADOPTED
No. 9-75 .entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE BID OF S. A. WEISBERG,
INC., N. MIAMI, FLORIDA, FOR STORAGE BUILDING FOR
PUBLIC WORKS COMPLEX IN THE AMOUNT OF $29,240.00
was read in full and adopted as read as Resolution No: --
9-75.
On motion of Councilman Heraty, seconded by Councilman COUNCIL AUTHORIZA-
Slater,-all present voting aye, that we authorize the TION RE PALM BEACH
Village-Attorney to intervene in the rate hearing process COUNTY UTILITIES, INC
and hire whatever experts we are going to need to fight RATE INCREASE
the rate increase of Palm Beach County Utilities, Inc.
and that we pay our fair share. _ __
On motion of Councilman Heraty, seconded by Councilman LEASE WITH ROSS
Slater - 4 -_0;., with Councilman Greeley abstaining PRODUCTS, INC.
due to his position as Country Club Manager - that we
authorize the Mayor to sign a three month lease with
Ross Products, Inc., Boca Raton, Florida, and the
same be held until Mr. Robbins has had a chance to -
make our=position clear to Pargo. - _
On motion of Councilman Heraty, seconded by Councilman
Slater - 3 to 1, with Vice Mayor_Love opposed, and
Councilman Greeley abstaining due to_his position as
Country Club Manager.- that we return the management
of the North Palm Beach Country Club to the Village
Manager upon the hiring of a Director of Country Club
Activities, which individual will be hired-with the
consent of the Council, and that management of the
Club continue under Mr. Greeley until that time.
Councilman Heraty moved that the Village Attorney
draft a new ordinance to create a five-man Country
Club Advisory Board, repealing the ordinance present-
ly in existence, and that this five-man advisory
board be appointed by the Village Council. The
motion was seconded by Vice Mayor Love.
' Vice Mayor Love moved to table the previous motion
until we can discuss the tennis aspects of our plan.
The motion was seconded by Councilman Heraty and
passed LF - 0, with Councilman Greeley abstaining due
to his position as Country Club Manager.

Councilman Heraty moved to take from the table the
motion relating to tabling the recommendation of the
Recreation Advisory Board concerning a Tennis Club
Advisory Board until Council's regular meeting of
Thursday March 13, 1975. The motion was seconded
by Councilman Slater and all present voted aye.
On motion of Councilman Slater, seconded by Council-
man Heraty, all present voting aye, that we establish
a three-man Tennis Advisory Board separate :and apart
from the Recreation Advisory Board.
On motion of Councilman Heraty, seconded by Council-
man Slater, all present voting aye, that we table
any decision on the makeup of the Country Club Ad-
visory Board.
There being no further business to come before the
Council, on motion of Vice Mayor Love, seconded by
Councilman Heraty, all present voting aye, the
meeting was adjourned at 9:45 p.m.
