05-23-1974 VC REG-M MINUTES OF REGULAR MEETING OF THE ' VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 23, 1974 Present: Walter N. Colbath, Jr., Mayor M. C. Love, Jr., Vice Mayor William A.' Greeley, Councilman Ronald L. Heraty, Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J,. Robbins, Village Manager- Dolores R.; Walker, Village Clerk Mayor Colbath called the Regular-Meeting toy order of RO~,L CALL 8:08 p.m. All members of the Council were present except Councilman Heraty, who arrived at 8:15 p.m. Vice Mayor Love gave the invocation-and Councilman INVOCATION & Greeley led the Council and the public in the-Pledge PLEDGE OF of Allegiance to the Flag. ALLEGIANCE On motion of Vice Mayor Love, seconded by Councilman APPROVAL OF Greeley, all present voting aye, the minutes of MINUTES Regular Meeting held Thursday, May 9,-1974 ware approved as written. On motion of Councilman Slater, seconded by; Councilman 6/6/74 Greeley, all present voting aye, that the Council WORKSHOP Workshop Meeting scheduled for June 6; 1974, be moved MEETING MOVED to May 30, 1974. ' Councilman Slater moved that Bill No. 201 entitled: MOTION TO TABLE BILL 201 DIES AN ORDINANCE OF THE VILLAGE COUNCIL OFINORTH PALM FOR LACK OF A BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE VILLAGE SECOND OR NORTH PALM BEACH CODE BY AMENDING TH£ ORDER OF BUSINESS TO BE TRANSACTED AT MEETINGS OF THE VILLAGE COUNCIL be tabled. The motion was seconded- by Councilman Greeley and passed 4 to 1, with Councilman Slater opposed.- BILL°201 PLACED ON 2ND .READING Vice Mayor Love moved that Bill No. 201 be adopted as MOTI.ON TO ' Ordinance No. 6-74. The motion was seconded by Council- ADOPT-BILL 201 man Heraty. AS.ORD. 6-74 1 Councilman Heraty moved that Bill No. 201 be amended. as follows: That Item 6 be amended to read "P~titions and Communications"; Item 7 to read "Statements; from the Public"; and Item 8 to read "Reports of Special Committees and Recommendations of Advisory Boards". The motion was seconded, by Councilman Greeley and all present voted aye. i BILL -201 AMENDED Councilman Greeley moved to amend the previous motion PREVIOUS to amend the main motion as follows: That "Statements MOTION from the Public" appear immediately after Item 5, AMENDED "Report of Mayor". The motion was seconded; by Council--, man Slater and all present voted aye. Thereafter Council voted on the main motion. which passed unanimously. Therefore, Bill No. 201 was adopted as amended as Ordinance No. 6-74. i Bill No. 202 was advertised in the Palm Beach Post- -- Times on Sunday, May 5, 1974. On motion of Councilman Heraty, seconded by: Councilman Greeley, all present voting aye, .Bill No: 202 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, APIENDING CHAPTER 16 OF THE VILLAGE OF NORTH PALM BEACH CODE, THE FIRE PREVENTION CODE, BY ADOPT - ING THE 1970 EDITION OF THE FIRE PREVENTION CODE_ RECOMMENDED BY THE AMERICAN INSURANCE ASSOCIATION- was placed on second reading and read by title only. On motion of Councilman Heraty, seconded by,Vice Mayor Love, all present voting aye, Bill No. 205 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SETTING FORTH THE PLANNED USE;OF FUNDS RECEIVED UNDER THE STATE AND LOCAL FISCAL ASSISTANCE ACT OF 1972, INCLUDING AN ESTIMATE OF INCOME TO BE RECEIVED AND THE SPECIFIC AMOUNTS AND PURPOSES FOR WHICH THE VILLAGE INTENDS TO-SPEND THE,FUNDS WHICH IT EXPECTS TO RECEIVE FOR THE FIFTH ENTITLEMENT PERIOD ENDING JUNE 30, 1975 was placed on first reading and read by title only. On motion o£ Councilman Greeley, seconded Iiy Councilman Slater, all present voting aye, proposed Resolution No. 39-74 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OI; NORTH PALM BEACH, FLORIDA, APPOINTING MEMBER TO THE VILLAGE BEAUTIFICATION COMMITTEE RESOLUTION 38-74 ADOPTED RESOLUTION 39-74 ADOPTED was read in full and adopted as read as Resolution No. 39-74. On motion of Councilman Greeley, seconded by Vice Mayor -- Love, all present voting aye, that we transfer $2,270.00 from North Palm Beach Country Club Account 10 to Account 4.
