03-04-1971 VC PH1-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 4, 1971 ' Present: Thomas R. Bell, Mayor Ronald B. Cadby, Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence_J. Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Bell called the public hearing to order at 7:30 ROLL CALL p.m, and asked the Clerk to call the roll, all members being present. Clerk read legal notice of public hearing which was LEGAL NOTICE published in the Palm Beach Post on February 17, 1971 READ and posted as required by Village Charter. Clerk read Bill No. 115 entitled: BILL 11.5 READ BY TITLE AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, ONLY f FLORIDA, AMENDING CHAPTER 45 OF THE VILLAGE OF NORTH PALM BEACH CODE BY CREATING A NEW ZONING DISTRICT TO BE DESIGNATED R-C-1, RESIDENTIAL- ' COMMERCIAL DISTRICT by title only. Mayor Bell stated that the purpose of this public hearing PURPOSE OF was to hear the pros and cans concerning Bill No. 115. PUBLIC HEARING The Chair then asked for comments relative to Bill No. 115. Councilman Privett stated that he would recommend a COMMENTS ON change in this proposed ordinance which would limit BILL 115 density to 15 units per acre. He said he also would suggest that apart from the property in question, that we limit the density to 15 units per acre all over the Village but that this, of course, would require,a separate ordinance. Attorney Luke Taylor stated that any further re- strictions to the R-C-1 Zoning District would ham- string the developers of this property, and that if the Council chose to enforce further restrictions, he would discuss it with the property owners, Mr. and Mrs. Waters, and intimated that they would seek de- annexation of the property. Mayor Bell instructed the Clerk to note in these min- PUBLIC HEARING utes that the second public hearing on Bill No. 118 ON BILL 118 which was scheduled to begin at 7:45 p.m. this evening. DELAYED will be delayed due to the fact that the first public hearing on Bill No. 115 consumed more time than was. anticipated.
