Mayor Privett called the regular meeting to order at ROLL CALL
8:02 p.m. and asked the Clerk to call the roll, all
members being present except Councilman Martin who was
on vacation.
Mayor Privett gave the invocation and Councilman Rhodes led INVOCATION
the Council and the public in the, Pledge of Allegiance to & PLEDGE OF
the Flag. ALLEGIANCE
On motion of Vice Mayor Cadby, seconded by Councilman
Slater, all present voting aye, the minutes of public
hearing held Thursday, June 10, 1971; and the minutes
of regular meeting held Thursday, June 10, 1971 were
approved as written.
Mayor Priveif referred to letter he had received from
Palm Beach County stating they were proceeding with the
installation of a fence at Prosperity Farms Road across
the Earman River.
Mayor Privett stated that he and Vice Mayor Cadby attended
the Palm Beach Gardens Planning and Zoning Commission meet-
ing on June 22, 1971, and gave the commission some back-
ground regarding the ten acres o£ land annexed and then
deannexed from the Village. Palm Beach Gardens has set
a public hearing on this for Tuesday, August 3, 1971.
On motion of Vice Mayor Cadby, seconded by Councilman
Rhodes, all present voting aye, the minutes of special
meeting of the North Palm Beach Country Club held May
25, 1971; and the minutes of Planning and Zoning Ad-
visory Board meeting held June 8, 1971 were accepted.

On motion of Vice Mayor Cadby, seconded by Councilman RESOLUTIONS
Rhodes, all present voting aye, that we move consideration MOVED UP ON
of Resolutions up to this portion of the agenda. AGENDA
Mr. M. C. Love, Chairman of the North Palm Beach Country REQUEST TO
Club Board of Governors, approached the Chair and requested POSTPONE
that the Council postpone adoption of the Country Club ADOPTI.ON OF
Rules and Regulations until such time as the Board of CC RULES &
Governors and the Country Club Manager could meet with REGULATIONS
the Council and discuss these rules and regulations --
further.

Vice Mayor Cadby made a motion that we postpone consideration MOTION TO
of the proposed Resolution on the Country Club Rules and POSTPONE CON-

That we postpone consideration of the proposed Resolution TO SAME
on the Country Club Rules and Regulations for one month.
Motion was seconded by Councilman Rhodes. All present
voted aye; therefore, Vice Mayor CadbyTs original motion
as amended passed ~E - 0.
Therefore, the Rules and Regulations of the North Palm
Beach Country Club will be placed on Council`s workshop
meeting agenda for July 15,.1971 and also on Council's
regular meeting agenda for July 22, 1971.
On motion of Vice Mayor Cadby, seconded by Councilman RES_ 16-71
Slater, all present voting aye, proposed Resolution No. ADOPTED
16-71 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF. NORTH PALM
BEACH, FLORIDA, ADOPTING A FISCAL POLICY FOR THE
VILLAGE OF NORTH PALM BEACH
was read in full and adopted as read as Resolution No.
16-71.
' On motion of Vice Mayor Cadby, seconded by Councilman
Slater, all present voting aye, that we postpone con-
sideration of acceptance of the Village and: the North
Palm Beach Country Club financial statements for the
period ending May 31, 1971 for two weeks.

NORTH PALM BEACH CODE BY REGULATING MOTOR VEHICLE
AND BICYCLE TRAFFIC IN PUBLIC PARKS AND AT THE
NORTH PALM BEACH COUNTRY CLUB
was placed on second reading_and read by title alone.
Vice Mayor Cadby made a motion that Bill No'. 126 be MOTION TO
adopted as Ordinance No. 8-71. Motion was seconded ADOPT BILL
by Councilm an Slater. 126 AS ORD.

Vice Mayor Cadby made a motion that Section 25-36(1) PROPOSED
of proposed Ordinance No. 8-71 be amended as follows: ORD. 8-71
AMENDED
"(1) Prohibited in certain areas. Ride a
bicycle in any area where signs have been erected
by order of the Director of Public Safety speci-
fically prohibiting bicycles being ridden in that
area. Wherever convenient bicycles should be
ridden on paved vehicular roads or paths designated
for that purpose.. T'
Motion was seconded by Councilman Rhodes.

Thereafter Council voted on the main motion which passed
4 - 0. Therefore, proposed Ordinance No. 8-71 was adopted
as amended as Ordinance No. 8-71 by unanimous vote of the
Council.
' On motion of Councilman Slater, seconded by Vice Mayor
Cadby, all present voting aye, Bill No. 130 entitled:

DELINQUENT COUNTRY CLUB ACCOUNTS TO THOSE ACCOUNTS

On motion of Vice Mayor Cadby, seconded by .Councilman
Rhodes, all present voting aye, Bill No. 131 entitled:

FLORIDA, AMENDING CHAPTER 10.5 OF THE VILLAGE OF
NORTH PALM BEACH CODE BY :CNCREASING THE PENALTY
ON DELINQUENT COUNTRY CLTJB ACCOUNTS TO ONE AND
ONE-HALF PERCENT AND BY LIMITING PENALTIES OF
DELINQUENT COUNTRY CLUB ACCOUNTS TO THOSE ACCOUNTS
OF TEN DOLLARS OR MORE
was placed on first reading and read in full.
On motion of Vice Mayor Cadby, seconded by .Councilman
Rhodes, all present voting aye, that we authorize the
Village Manager to issue a purchase order to Glasgow
Equipment Service, Inc. in an amount not to exceed
$910.00 for two L4,000 gallon underground gas tanks.
On motion of Vice Mayor Cadby, seconded by Councilman
Slater, all present voting aye, that we authorize the
Treasurer to disburse $300.00 to the Riviera Beach -
Lake Park Jaycees to use for fireworks on July 4th.
There being no further business to come before the
Council, on motion of Vice Mayor Cadby, seconded by
Councilman Rhodes, all present voting aye, the meeting
was adjourned at 10:15 p.m.
