Village Manager Letter from Village Manager Jim Kelly Dear Residents, On June 23, 2014, just under one year ago, I started working as your Village Manager. While time seems to have flown by so fast, we were able to start and/or accomplish many projects to help our Village provide the best services and amenities to you. One of the first priorities given to me by the Council was to come up with a plan to replace our existing Clubhouse at the Country Club. I held a community fact-finding meeting on September 19, 2014 to get input from our residents regarding the services and amenities they expect at their Country Club. (The full list is on the Village web page). Some ideas were implemented immediately, while others were seasonal or dependent on a new facility or amenities. Our Country Club Tavern/Restaurant is open from 7am to 7pm , seven days a week. Last month the Tavern/Restaurant brought in more revenue than our banquet events, which is a positive sign that more people are frequenting our Restaurant. The food is great, so if you have not yet come in this year, please do. We have issued a Request for Qualifications (RFQ) to solicit services of an architect to design a new clubhouse, water park, new deck for the pool, an exercise room and an all-purpose room. We expect the Clubhouse to be at least two stories with, among other things, a banquet facility on the top floor and a Tavern/Restaurant, golf shop and locker rooms on the first floor. The pool deck needs to be replaced, and we hope to redesign it to provide more shaded areas and a deck layout that is more amenable to Barbeques, parties for children and families, and other social activities. This summer the Olympic-size pool will be open and available to the public for more general swimming activities. The current kiddie pool is obsolete and was slated to be torn up for installation of a new kiddie pool. However, based upon resident requests, the kiddie pool will now be replaced by a water park for children. Until then, the kiddie pool will be operational for one last summer. This fiscal year we are performing detailed surveys of our storm water drainage system, our streets, and our sidewalks. This will enable us to develop a short and long range capital budget to maintain, repair or replace the infrastructure of our Village. We have also been transitioning our trash trucks to front end loaders so that we can more efficiently collect trash from our commercial customers and multi-family units. We are currently seeking grants for Anchorage Park that will be used to repair and enhance the sea wall, add more walking paths, more shaded areas, a small under- ground water fountain kiddie area, more green space, and an amphitheater. The ball fields at Osborne Park and the Community Center are being treated to gradually kill the weeds and repair bare spots with new turf. Additionally, we are in the process of refurbishing the dugouts. Finally, the curtain partition in the Community Center gym has been replaced. If you drive on Northlake Boulevard, I hope you have noticed the improvements we have made to our medians. We are now working on the medians for US 1, and restoring the shrubbery and plants along Prosperity Farms Road in accordance with the original site plans from the beautification project started in 2005. Last, but certainly not least, this month we celebrate Father’s Day. My dad passed away two years ago just shy of his 89th birthday. Everything I said about my mother in last month’s newsletter was supported by my father, because they worked as a team in raising us. However, while Mom would have been happy to have us go to college close to home, my dad encouraged us to leave our “comfort zone” and strike out on our own. My older brother went to Notre Dame, my middle brother went to Providence College and I went to Duquesne University. This helped all three of us take control of and responsibility for our lives. I will always be grateful for a Dad who knew that a little freedom would go a long way! Happy Father’s Day to all “Dads” out there! Sincerely, Jim Kelly P.S. While the predictions show low activity for this hurricane season, it only takes one to ruin our day. So take some time to prepare for the worst, and we will all hope for the best! Letter from Village Manager Jim Kelly—Continued Library The theme for the Summer Reading Program 2015 is “Every Hero Has a Story” The program is open to young people, ages 5 thru 12. Sign up begins June 2nd. Pick up your reading log, book bag, and activity schedule at the Summer Reading Desk in the Children’s Department. All programs are free but some have limited space. The Summer Reading Pro- gram runs through the last week of July. We have some great programs lined up this year. June Learning Programs Tuesdays at 2 PM: 6/9 Chemistry Magic Show – Due to the high demand for even more chemistry, we’ve designed another show to “wow” your students with even more cool chemistry experiments! This program will show students how chemical reactions are truly magical while explaining the science behind them. 6/16 Meteorite Lab – Students will use magnifying glasses to examine meteorites from around the world. We will also do an experiment to show how craters are formed. Finally, each student will get to take a genuine meteorite home with them! 6/23 Magnet Lab – The invisible forces from magnets will be observed as students get to experiment with a variety of different magnets. Then students will assemble their own floating magnet demo that they get to take home. 6/30 Junior Florida Fossil Dig – As an introduction to the animals that once lived here in Florida during the Ice Age, in this lab, students search for fossils like shark teeth, stingray barbs, turtle shell and bone using screens to filter out the sand. Everything they find they get to keep. Mayor Gebbia proclaimed the week of April 12 – 18, 2015 as National Library Week in the Village of North Palm Beach. Betty Sammis, Library Director and Cathy Graham, Friends of the Library Vice President, were present to receive the proclamation. What is the National Flood Insurance Program (NFIP)? The NFIP is a Federal program enabling property owners in participating communities to purchase insurance protection against losses from flooding. This insurance is designed to provide an insurance alternative to disaster assistance to meet the escalating costs of repairing damage to buildings and their contents caused by floods. Participation in the NFIP is based on an agreement between local communities and the Federal Government that states if a community will adopt and enforce a floodplain management ordinance to reduce future flood risks to new construction in Special Flood Hazard Areas, the Federal Government will make flood insurance available within the community as a financial protection against flood losses. The Village of North Palm Beach participates in the National Flood Insurance Program (NFIP), which makes federally backed flood insurance available for all eligible buildings, whether they are in a floodplain or not. What Flood Zone Is My Property In? The Village Library and Community Development Department maintain a complete section that has information covering all areas of flood protection, building construction and flood insurance. Flood zone maps are available for inspection also. If you need to know what flood zone your home is in or obtain a copy of an elevation certificate (If on file), please call the Community Development Department, Village Planner at 561-882-1156, Email: jnentwick@village-npb.org or go to www.floodsmart.gov. What Should I Know When Preparing My House For Hurricane Season? The Village Council passed an Ordinance in 2009 which includes an amendment to section 14 - 31, limiting the amount of yard waste the Village will remove from a residential property on any scheduled yard waste collection day. Branches, tree limbs, shrub clippings, and palm fronds shall be limited to one pile not exceeding 8 cubic yards, measuring approximately 4 feet wide by 15 feet long by 4 feet tall. If yard waste placed for collection exceeds the allowable limit, property owners shall be required to pay the costs associated with removal. Remember, any person, group of persons, corporation or other entity paid a fee to perform tree trimming or landscape maintenance shall be required to remove all yard waste generated by such activities . No property owner shall generate yard waste for collection once any portion of the Village has been placed under a hurricane or tropical storm watch or warning by the National Oceanic and Atmospheric Association (NOAA). Police/Recreation In the past weeks multiple Palm Beach county residents have reported “reverse 911” calls on their cell phones, from people claiming to be from the Palm Beach County Sheriff's Office. The caller states that the citizens owe money to the Sheriff’s Office, and are going to be arrested within the hour if they do not comply and remit payment to prevent their arrest. They are being instructed to obtain a money order and send the funds. They are provided a phone num- ber to call and the person that answers claims to be “The District Attorney’s Office”. If you receive a phone call of a similar nature, do not confirm personal information or provide them with the information that they request. This is a scam that needs to be reported to law enforcement. POLICE NEWS—Reverse 911 Scam News and Events Red, White & Boom! July 4th Celebration – mark your calendars to join us at the NPB Country Club on Saturday, July 4th for food, drink, games, and fireworks! Live concert with “Old School Entertainment” from 7-10. Fireworks at approximately 9:00 pm or dark. Anchorage Aweigh Fishing Tournament - The annual Anchorage Aweigh Fishing Tournament will be held on Saturday, Aug. 15th. We invite you, your family, and friends to participate! Registration for a boat with 4 anglers is $150/ boat if registered before Aug. 12. Businesses can participate by being a sponsor or by donating merchandise/gift certificates for the popular raffle. An awards picnic will be held at Anchorage Park afterwards for all anglers and their families/friends. Call the Recreation Dept. at 561- 841-3386 for details. Chess Camp - The popular chess camp returns for a 2nd summer! Participants will cover the basics, strate- gy, chess notation, and some game winning chess moves. At the end of the week, campers will be able to play chess or join their school's chess club. Campers are required to bring a chess set with notation and a snack to camp each day. This camp will be held at An- chorage Park Activities Bldg. The first session will be June 15-19 and another camp June 22-26 from 9:00 am – noon for ages 7-12 yrs. Fee: $85/$80(RDF). Parks & Recreation 561-841-3380 Pg. 4—Parks & Recreation Summer Day Camp & Teen Adventure Camp Openings may remain in the Summer Camp and the Teen Adventure Camp programs. This summer camp program is for youth 7-12 yrs and Teen Adventure Camp is for youth 13-15 yrs (age as of June 1, 2015). All Camps are held at the North Palm Beach Communi- ty Center, 1200 Prosperity Farms Rd, starting June 8th running for 8 weeks. Call 561-841-3386 for availability. Fishing Camp – This half-day educational/entertaining camp is held at Anchorage Park. Presented by Building Up Sports Academy, an organization who offers one of the biggest youth fishing programs in the state of Flori- da. Participants will learn all aspects of fishing from identifying different species of fish, feeding habits, cast- ing techniques and conservation. They will also learn different fishing knots and water safety. Kids will fish each day, practicing what they have learned. All fishing equipment provided, including rods, bait, etc. This is a Catch & Release program. Camp sessions: 9:00 am – noon, $120/$115(RDF). July 13- 17, 2015 Au- gust 3-7, 2015 Soccer Shots - Soccer Shots is an introductory soccer program for youth 2-8 yrs. that meets on Fridays at the Com Ctr starting June 12 and Saturdays at Anchorage Park starting June 13! It offers high energy, fun, and age appropriate curriculum. Soccer Shots coaches are energetic and enthusiastic, great teachers, and love working with children. Children will not only gain soccer skills, but also work on improving balance, coordination, and agility. Soccer Shots also teaches children im- portant concepts such as teamwork, sharing, and re- spect. Fee: $109/104(RDF)/8wk. This high- energy program introduces children to fundamental soc- cer principles, such as using your feet, dribbling, and the basic rules of the game. Through fun games, songs, and positive reinforcement, children will begin to experience the joy of playing soccer and being active. Parent in- volvement is encouraged. Soccer Shots 3-5 yr: F-10:45, S-10:00 am. Using cre- ative and imaginative games, weekly sessions focus on basic soccer skills like dribbling, passing, and shooting. A positive character trait is highlighted each session such as respect, teamwork, and appreciation. Soccer Shots 6-8 yr: F-11:30, S-10:45 am. This advanced program is for Kindergarten and 1st grades. We utilize an age- specific curriculum that develops skills and progresses with competitive play. Each session provides an opportunity for children to be challenged. Table Tennis for Beginners - With years of training in Germany, Markus Urban comes to NPB offering Table Tennis lessons at Osborne Park for all ages! Classes will be held on Fridays from 6:30 – 8:00 pm. Class will include; professional warm-up, supervised group training with individual approach and coaching, game/stroke analysis, individualized drills, multiball training, practice play and tournament play. Fee: $65/60(RDF)/month. Pre-registration required. Mango Madness – Oh, what to do with all those mangos on the tree in the back yard…… We can help! Shelly Kahn is offering a workshop on Saturday, June 13 from 11-1 at the Anchorage Park Activities Bldg. You will learn how to make mango jam, mango chutney, mango salsa, pickled mangos, upside-down mango cake, and more!! You will take home a jar of mango jam and lots of recipes so you can use up all those backyard mangos! Fee: $30/$25(RDF). Kids Fishing Derby – This will be held from the shores of Anchorage Park on Aug. 15th at 2:00 pm. No pre-registration required. Catch & release. Award for largest fish caught. Senior Piano - A recent AARP survey stated that 93% of people 35+ yrs consider maintaining brain health a top priority. The hippocampus part of the brain, which is associated mostly with memory, in 50 yrs + shrinks at a rate of .5% per year. Most Health authorities agree that in addition to regular physical exercise, and a healthy diet, it is important that the brain receive constant stimulation and challenges. Vivian Sera Dale, a local piano teacher in North Palm Beach, will be teaching Piano for Seniors at Anchor- age Park. Wednesdays, 10:00 $50/5 wk starting 6/10, limit 10/cls. Requirements: electronic key- board equipped with batteries, earplugs/earphones. Books will be extra, however, an assessment will be made on the first day of the lesson so as to ascertain which book will be the most appropriate. There will be several handouts during the series.
