09-03-1969 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD WEDNESDAY, SEPTEMBER 3, 1969 1 0 Present: Thomas F. Lewis, Mayor --- Thomas R. Be11, Vice-Mayor A11an V. Everard, Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Lawrence J. Robbins, Village Manager Acting as Deputy Village Clerk Mayor Lewis called the Public Hearing to order at 8:00 p.m. ROLL CALL and asked the Deputy Village Clerk to call the roll, all members being present. Mayor Lewis stated that the purpose of the Public Hearing PURPOSE OF -- was to advise the residents of the Village of North Palm PUBLIC HEARING Beach as to the items that will appear on the ballot for _ _ the Special Election on September 16, 1969, and for the purpose of discussion and answering of questions posed by the residents. Deputy Village Clerk read legal notice of Public Hearing LEGAL NOTICE which was published in the Palm Beach Post on August 17, READ 1969 and posted as required by Village Charter. The Mayor and Council explained the purposes of House HOllSE BILL _ Bill No. 2698. N0. 2698 The Mayor then called for questions from the public in attendance. Several questions were raised by various residents of the Village, which were answered by the Mayor and Village Council. The next item of discussion was a straw ballot item; namely: Which method do you .favor for the financing to_ fill the drainage ditch that parallels Cinnamon Road and Alamanda Drive in Plat 4? 1_ Appropriation From the General Fund. QUESTIONS £ROM PUBLIC IN ATTENDANCE STRAW BALLOT ITEM - FINANCING FOR __ .FILLING OF DRAINAGE DITCH IN PLAT 4 2. Property assessments for those individuals whose.. property abuts the drainage ditch. 3. A Village-wide special utility tax. 1 Questions that were raised were answered by the Mayor and Council, with those facts and figures that have been worked up on the costs of special assessment and special utility tax. The next item of discussion was a straw ballot item; namely: In your opinion do you feel that the .filling of submerged lands in Lake Worth is detrimental to the public's interest? STRAW BALLOT ITEM - FILLING OF SUBMERGED LANDS IN LAKE WORTH Several questions were posed by Village residents;-with responses from the Village Council. _-_ Minutes of Public Hearing _ _ Held September 3, 1969 Page 2 A't this point Mr. Clair Andersen representing Bankers Life and Casualty Company, and Mr. Ronald Sales, Attorney for-- ' Bankers, requested permission to address the Council and present Bankers Life and Casualty Company's thinking and opinion reference dredging, filling and bulkheading in Lake Worth. Upon conclusion of Mr. Andersen's dissertation, Mr. Ronald Sales addressed the Council with some verb-brief remarks concerning a law suit which had been filed against_ the community. The next item that was discussed was the 4.15 acres of Village-owned land: 1. I am in favor of the sale of the 4.15 acres of Village-owned land adjacent to the Country Club. 2. I am in favor of retaining the _4.15 acres of Village-owned land for public use: - n ~~ A few questions were raised-by the residents and were. answered by the Mayor and Council. There being no further business to come before the Public Hearing, on motion of Vice-Mayor Be11, seconded by Council- man Watt, all present voting aye, the Public Hearing was adjourned at 10:00 p.m. Minutes recorded by: Lawrence J.
