Be11, Vice-Mayor Mayor Lewis called the Regular Meeting to order at 8:00 p.m and asked the Clerk .to call the roll, all members. being present except Vice-Mayor Bell, who was excused. On motion of Councilman Privett, seconded by Councilman Everard, all present voting aye, the minutes of Regular Meeting held Thursday, May 22; 1969; minutes of Public Hearing concerning Bi11 No. 66 held Thursday,.-June 5, 1969; and minutes of Public Hearing concerning Bi11 No. 67 held Thursday, June 5, 1969 were approved as written ROLL_CALL 5/22/69 MINUTES OF REG. MEET_I_NG; MINUTES OF 2 PUBLIC HEARINGS HELD 6/5/69 APPROVED Mayor Lewis referred to letter from H. A. Ross, North LETTER FROM H. Palm Beach Utilities, Inc. dated June 4, 1969. In_this _.. A. ROSS, NPB letter Mr. Ross advised that it would be necessary to UTILITIES, INC. remove a small portion of the digester co ver to remove DATED 6/4/69 ' and clean a screen on Tuesday, June 10, a nd that this. - would result in some objectionable odors. for a_period of _ several hours. Mayor Lewis read a letter from Senator Skip Bafals dated June 5, 1969, thanking the Mayor for his letter of May 16 and copy of House Bill No. 2698, the special legislative bill that the Village submitted to the Florida-State Legis- lature allowing this community the right of eminent domain. This bill passed the House and the Senate but at the present time we do not know whether or not the Governor has signed it. Mayor Lewis referred to letter he had received from Mrs Arthur Lynch, Yacht Club Point Association, dated May 27, 1969- relative to the median strips. The Mayor also referred to letter dated May 27, 1969 from Mrs. Lynch relative to recommendation for Lakeside Park. Mayor Lewis read letter from Carlton Meade, Principal of Allamanda School, advising the Village that there would be _ double sessions at Allamanda starting in September. ' Councilman Watt read letter from Mr. R. H. Hackendahl,- Director, National Clean Up-Paint Up-Fix Up Bureau. Mr. Hackendahl stated in his letter that he will be in Miami. on July 10 and would like to meet with Councilman Watt _ and the members of the Beautification Committee on this date. On motion of Councilman Watt, seconded by Councilman Everard, all present voting aye, that the Council author- ize Councilman Watt to invite the members of the Beauti- fication Committee to attend the meeting with Mr. Hacken- dahl in Miami on July 10, and that the Village incur any expenses for their trip. On motion of Councilman Privett, seconded bey Councilman Watt, all present voting aye, that Section 1 of Bill No. 66 under definition of Pharmacy be amended to read as follows: "A Pharmacy is an establishment engaged_in the preparation of prescription drugs and the sale of drugs, prosthetic supplies, surgical instruments and supplies, and sale and/or rental of aids for invalids." BILL NO. 66 AMENDED On motion of Councilman Privett, seconded by Councilman BILL N0. 66 Watt, all present voting aye, that Section 2 of Bill No. FURTHER AMENDED 66 be amen ded as follows: Take out the word ''laundries" and add "l aundry pickup stations and self-ser vice laundries." On motion of Councilman Privett, seconded by Councilman BILL N0. 66 Watt, all present voting aye, Bi11 No. 66 was adopted as ADOPTED AS amended as - Ordinance No. 189-fig. AMENDED AS ORD. N0. 189-69 On motion of Councilman Everard, seconded by Councilman Watt, all present voting aye, Bill No. 67 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE N0. 20, THE SAME BEING TI{E COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY EXCLUDING CARNIVALS, FAIRS, AMUSEMENT PARKS AND CIRCUSES FROM ALL RESIDENTIAL-AND COMMERCIAli ZONING DISTRICTS OF THE VILLAGE OF NORTH PALM BEACH was placed on second reading and read by title only. BANKERS LIFE & CASUALTY Council recessed at 9:20 p.m. and was called back into COUNCIL RECESS session at 9:25 p.m. After discussion on the motion, on the call for the MOTION ON FLA. question, Councilman Privett voted aye, Mayor Lewis, BD. OF CONSERVA- Councilman-Everard and Councilman Watt voted .nay; there-_ TION RECOMMEND[ fore, motion was defeated three to one. TIONS RE LAND FILL, BANKERS LIFE & CASUALTY, DEFEATED Councilman Watt made a motion that the permit be granted. PERMIT GRANTED Motion was seconded by Councilman Everard. Mayor Lewis, TO BANKERS LIFE Councilman Everard and Councilman Watt voted aye, Council- ,.& CASUALTY man Privett voted nay; therefore, motion passed three to one. Councilman Privett made a motion that consideration of the request of Landings South and Bimini Key for exception to Ordinance No. 165-67 be postponed until next Regular Meeting when we_haye a full council. Mayor Lewis passed -- the gavel to Councilman Watt, who acted as President Pro Tem, and seconded the motion. A11 present voted aye;; therefore, motion passed unanimously. Councilman-Watt returned the gavel to Mayor Lewis. REQUEST OF LANDINGS S0. & BIMINI-KEY FOR EXCEPTION TO ORD. 165-b7 POSTPONED On motion of Councilman Watt, seconded by Councilman COUNCIL AUTHORIZED Privett, all present voting aye, Council accepted Manager`s PURCHA~'E OF_LAWN recommendation to procure lawn-mowing equipment from MOWING EQUIPMENT Smitty's Service Shop in an amount not to exceed $999.45, which is low quotation. _ Councilman Privett made a motion that for the remainder MOTION RE of June, and during July and August, that we hold a-work- WORKSHOP.MEETINGS , shop on second and £ourth Thursdays after. the regular meeting, and that we hold a wdrkshop on Thursday, June _ 19. Motion was seconded by Councilman Watt.
