Mayor Lewis called the Regular Meeting to order at 8:09 _ _ROLL CALL
p.m. and asked the Clerk to call the roll, all members
being present.
On motion of Councilman Watt, seconded by Vice-Mayor 6/26/69 MINUTES
Bell, all present voting aye, the minutes of Regular OF .REG. MEETING
_
Meeting held Thursday, June 26, 1969 were approved as _
APPROVED
written.
Mr. Fred W. Speaker, Chairman of the Planning and Zoning ANNUAL REPORT
Advisory Board, presented the Annual Report of the Board. OF P & Z AD. BD.
Mr. Robert Slater, 782 Lakeside Drive, was the spokesman DISSERTATION
for the Concerned Citizens Committee, for the Proper OF R. SLATER,
Planning of North Palm Beach, protesting the action taken SPOKESMAN FOR
'
by the Council at their June 12, 1969 meeting; namely, CONCERNED CITIZENS
-
the issuance of a dredge and fill permit to Bankers Life COMM. FOR PROPER
and Casualty Company. After a lengthy dissertation, Mr. PLANNING OF NPB
Slater stated that he would relinquish the floor with the
hope that he would hear a motion by the Village Council..
to rescind Bankers Life and Casualty Company's dredge
and fill permit.
Councilman Everard made a motion to rescind the former COUNCIL RES-
action of the Village Council in granting the permit CINDS PERMIT
on June 12, 1969 to Bankers Life and Casualty Company. TO BANKERS
Motion was seconded by Councilman Privett. Mayor Lewis LIFE &. CASUALTY
asked the Clerk to poll the Council on the vote and the
results are as follows: __ _

Vice-Mayor Bell Aye
Councilman Everard .Aye. __
Councilman Watt Nay
Councilman Privett .Aye
Therefore, motion passed three to two.
Mr. Clair Andersen, representing Bankers Life and DISSERTATION
Casualty Company, asked for recognition by the Chair 0£_C. ANDERSEN,
'
and sharply criticized the Council for voting on the BANKERS LIFE &
issue before he had had an opportunity to reply to Mr. CASUALTY CO.
Slaters remarks. He emphatically stated that Mr.
Slater's facts were distorted and that he, Mr. Andersen,
had with him all the correct facts and figures. He
informed the public and Council that this information
would be revealed at another time and another place.

Mr. C. Richard Tillis, Director of Pine Jog Conservation DISSERTATION
Education Center and Adjunct Professor of Biology at OF C. R. TILLIS,
Florida Atlantic University, was recognized by the .Chair. PINE JOG CON-
He stated that Mr. Slaters dissertation had covered the SERVATION EDU-
issue so well that there was little left for him to say,
and that his prime purpose was to point out the biological CATION CENTER
' aspects of the matter at hand. He submitted some docu-
mentary information for the Council`s perusal.
Mayor Lewis passed the gavel to Vice-Mayor Bell and MOTION OF MAYOR
made the following motion: LEWIS RE DREDGE
FILL PERMIT
To rescind previous motion on denying dredge and FOR BANKERS
fill permit to Bankers Life and Casualty and LIFE & CASUALTY
authorize the Mayor to advise the Chairman of _
the Trustees of the Internal Improvement Fund by
letter to hold-the-existing dredge and fill permit
approved by the North Palm Beach Village Council on -
June 12, 1969 in abeyance.
And that on Wednesday, September 10, 1969, at 7:30 p.m.
a public hearing be held at the Village Hall iz1-North
Palm Beach to-hear all Village residents for and against
dredging and filling to the existing bulkhead line --
established in 195-8 by Village Ordinance No. 31. And
that at said public. hearing the Mayor`s Ad Hoc Committee
report on their study and recommendations to the Village
Council as to their findings.
And, in addition, that during a Special Election to be _ _-_
' held on September 16, 1969, concerning a certain
Village Charter Amendment that an additional item be
applied to the ballot -- that additional item-being
a "Yes" or "No" vote by the residents of the Village
of North Palm Beach during-this special .referendum to
determine whether or not they are in favor of dredging _ _
and filling to the bulkhead.,line established in 1958
by Village Ordinance No. 31. _ I
This motion was seconded by Councilman Watt.
Councilman Privett made a motion that the motion made by COUNCILMAN
Mayor Lewis be amended to strike the first paragraph. PRIVETT`S
Motion died for lack of a second. _ __ _ MOTION DIES

Councilman Privett requested a brief recess for a RECESS -..-
discussion with the Village Attorney. Meeting recessed
at 9;09 p.m. and reconvened at 9:11 p.m.
Councilman Privett stated that previous motion made by COUNCILMAN
Mayor Lewis was out of order and challenged it. PRIVETT CHALLEN-

MOTION
' Council recessed at 9:15 p.m. for the purpose of ob- RECESS
' taming a book of "Robert`s Rules of Order." Meeting - _ ._
was reconvened at 9;30 p.m.
Village Attorney Gildan rendered an opinion as to Robert`s MAYOR LEWIS`
Rules of Order and he stated that Mayor Lewis` motion was MOTION OUT OF
out of order. ORDER

Vice-Mayor Bell returned the gavel to Mayor Lewis.
The meeting was recessed at 9:35 p.m. to allow those of RECESS
the public who wanted to leave to do so, and was called
back into session at 9;55 p.m. _-

Meeting of Recreation Advisory Board held Tuesday,,June BD. MEETING &
17, 1969; and the minutes of Planning and Zoning Advisory 6/18/69 MINUTES
Board meeting held Wednesday,-June 18, 1969 were .accepted OF P & Z AD. BD.
by Council. MEETING ACCEPTED
Mayor Lewis asked the Clerk to read the following letters:
Letter of July 8, 1969 from Roy H. Barto, objecting
to the dredging and bulkheading of certain areas
of North Palm Beach.
Open letter to Dr. John D. Bacon, dated July 9,
1969, from John MacArthur in reply to Dr. Ba.con's
leaflet labeled "Progress or Disaster in North Palm
Beach."
Letter of July 8, 1969 from Tom Adams, Secretary
of State, to Councilman Herbert A. Watt, advising
Councilman Watt that the information he requested on
bulkhead lines would be furnished to him by Mr. Ney
Landrum, Executive Director of the Board of Trustees
of the Internal Improvement Fund.
Letter of July 9, 1969 to Mr. L. J. Robbins, enclosing
check in the amount of $30,000 from the Florida State
Library Division.
On-motion of Councilman Privett, seconded by Vice-Mayor
Bell, all present voting aye, Bill No. 69 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ORDINANCE N0. 187-69 BY PRO-
HIBITING THE INHALATION OF FUMES FROM ANY VOLATILE
SOLVENTS USED AND CONTAINED IN "MODEL GLUE" OR ANY
OTHER SOLVENT, MATERIAL, SUBSTANCE, CHEMICAL OR COM-
BINATION THEREOF, HAVING THE PROPERTY. OF RELEASING
TOXIC VAPORS
was placed on second reading and read by title only.
