Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk being present. Mayor Lewis called the Regular Meeting to order at 8:05-p.m and asked the Village Clerk to call the roll; all members Mayor Lewis referred`to his letter of to all Village Board and Committee Ch these chairmen that all meetings held boards and/or committees must be open accordance with the State "Government law. On motion of Vice-Mayor Bell, seconded by Councilman Watt, all present voting aye, the minutes of 'Regular Meet- ing held Thursday, February 13, 1969 were approved as written. February 25, 1969 3irmen,',advising by Council appointed to the ,public in in the~,Sunshine" Mayor Lewis gave a report on the MYCON formational meet- ing held Monday, February 24. He stated that there were sixty persons in attendance at this meeting. There will be a MYCON Action Committee meeting on March l0 and an Aduht Advisory Committee meeting on March 24: -Both of these meetings will be held in the Village Iial1. -- Mayor Lewis referred to letter he had received from. Vincent D. Patton of the Florida Air & Ia1ater~Pollution Control Commission dated February 19, 1969 relative to the odor emanating from North Palm Beach Utilities, Inc. Mr. Patton stated that his Commission cvas in agree- ment with the points outlined in Mr. Larry Lukin's letter of January 15, 1969 addressed to Mayor Lewis:, Mayor Lewis stated that the Council is very proud this evening. The Village entered the National Clean-Up Contest, which was nationwide, and we were fortunate in having been awarded the Distinguished Achievement Award. He attributed the credit for our qualification for this particular award to various individuals and organizations in the .Village for their outstanding contributions and work ,performed during our Clean-Up Campaign.' This campaign was spearheaded by Mrs. Peggy Enders: of the Village Beautification Committee, the Garden'C1ub and Councilman Herbert A. Watt, Clean-Up Chairman. The "'- Mayor stated that a great deal of the actual 'work was performed by North Palm Beach Girl Scout Troop No. 329. Councilman Watt, Clean-Up Chairman, made a trip to Wash- ington, D. PATTON'S LETTER OF FEB: 19 TO MAYOR LEWIS RE ODOR FROM NPB UTILITIES VILLAGE RECEIVES "DISTINGUISHED ACHIEVEMENT ------- AWARD" fi Minutes of Regular Meeting I held Thursday, Feb. 27, 1969 Page Two ~, The Distinguished Achievement Award was presented to Mayor Lewis for the Village of North Palm Beach by Mrs. Peggy Enders of the Village Beautification Committee. Also present were Mrs. Arnold Noble, President of the Garden Club, and Mrs. E. W. Winters, Senior Troop Leader of Girl Scout Troop No. 329. Members of Girl Scout Troop No. 329 were~,present in the audience. Mayor Lewis accepted the award on behalf of the Village Council. He stated that we are extremely proud of this award and that the placque will be placed~in the Village Hall. Councilman Watt stated that it was quite an honor for him to go to Washington, D. C. to accept this award for the Committee. He said it was an interesting experience to meet with the people from various sections of the country, who are all ded- icated to beautification and civic improvement. On motion of Councilman Watt, seconded by Vicel~Mayor Bell, all present voting aye, the minutes of Board of Governors m€eting held Tuesday, February 4, 1969 were accepted. Mayor Lewis referred to letters from Southern Be11 Tele - phone Company and Palm Beach Cable Television Company relative to franchise payment to the Village from these two companies for 1968. ~ On motion of Vice-Mayor Be11, seconded by Councilman Watt, all present voting aye, proposed Resolution No. 381-69 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND THE VILLAGE CLERK TO ENTER INTO AN ARCHITECTURAL CONTRACT WITH ROBERT WATSON, A. I. A,, FOR THE CONSTRUCTION OF A SENIOR CITIZENS RECREATION BUILDING AND SEWER SERVICE TO THE BUILDING was read in full and adopted as read as Resolution No. 381-69. Village Manager read highlights of North Palm Beach Country Club financial statement for the period ending January 31, 1969. On motion of Councilman Watt, seconded by Councilman Everard, all present voting aye,~'this report was accepted by Council and a true copy will be attached to the minutes of this meeting. I On motion of Vice-Mayor Bell, seconded by Councilman Everard, all present voting aye, Council tabled the request for the 60-day extension on the library construction com- pletion date for 30 days.
