08-28-2008 VC WS-M • • MINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA AUGUST 28, 2008 Present: William Manuel, Mayor David B. Norris, Vice Mayor Edwazd M. Eissey, Ph.D. Councilman T.R. Hemacki, P.E., Councilman Jimmy Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Manuel called the meeting to order at 8:00 p.m. All members of Council were present. All members of staff were present. TENNIS FACILITY CONCEPTUAL PLAN Architect Brian Idle of Peacock + Lewis distributed drawings to the Council and gave a presentation on the proposed conceptual plan for the Village Tennis Facility. Mr. Idle proposed a building designed to reflect the Anglo-Cazibbean style of the Village Hall, Public Safety Complex and other Village buildings. Mr. Idle reviewed a conceptual rendering ofthe facade, as well as the concept elevation, site plan, and floor plan details. Mr. Idle introduced Shawn Anderson of Woodwazd Enterprises, who gave a presentation on the cold form steel system of building. Discussion ensued regazding possible construction time, if cold form steel is utilized, and concerns with this type ofbuilding method. Mr. Knight reported that the building contains 1712 squaze feet of air-conditioned space and 1128 square feet of covered patio space. Mr. Knight noted that the floor plan provides for future expansion on the west and north sides of the building. Mr. Knight reviewed possible cost savings measures including eliminating the covered patio on the north side (262 square feet), and changing the proposed clipped-hip roof design to a standard hip roof. Mr. Knight briefly discussed slate the roofing versus metal roofing. Mr. Knight reported that approximately $350,000 is budgeted for construction. Discussion ensued on cost of construction. Discussion took place on bathrooms. Mr. Idle noted that there aze two and a half bathrooms, and of the two bathrooms with showers, one is a handicapped suite. It was suggested that one shower could be eliminated. Consensus of Council was that bid documents be prepared for a conventional wnstruction design; however, a cold form steel frame construction system could be submitted as an alternate bid. Council was in favor of the clipped-hip (gable) style roof. It was requested that the bid documents reflect a smooth stucco soffit, with outriggers as an option.
