05-14-1968 VC REG-M4 MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, MAY l~E, 1968 Present: Thomas F. Lewis, Mayor Thomas R. Bell, Vice-Mayor David C. Clark, Councilman Allan V. Everard, Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Lewis called the Regular Meeting to order at 8:12 p.m. ROLL CALL and asked the Village Clerk to call the roll, all members being present. , On motion of Vice-Mayor Bell, seconded by Councilman Watt, all present voting aye, the minutes of the Regular Meeting held Tuesday, April 23, 1968 were approved as written. Mayor Lewis read let-ter from Robert C. Stuke., Treasurer of Palm Beach Fin Divers, which was addressed to Governor Kirk. This letter is relative to Village Resolution No. 3~F6-68 on shark control measures. Mayor Lewis stated that our.Resolu- tion wa.s adopted by six other Councils to date. Mayor Lewis read 1@'tter from Governor Claude Kirk dated Ma.y 3, 1968 re a. "Drive for Safety" beginning on May 1, 1968, out- lining the details of this Drive and-requesting that Council appoint a chairman for this Drive to work with the Governor's Highway Safety Commission. Mayor Lewis stated that Council- man Clark was appointed chairman of the Drive for the Vi1la.ge. On motion of Councilman Wa.-Lt, seconded by Councilman Clark, all present voting aye, the approved minutes of Board of . Governors meeting held March 27, 1968 were accepted by Council. On motion of Councilman Watt, seconded by Councilman Everard, all present voting aye, Bill No. 51 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING PORTIONS OF ORDINANCE N0. 164-67, CONCERNING DETAILED APPROPRIATIONS FOR THE FISCAL YEAR 1967-1968 was placed on second reading and read by title only. On motion of Councilman Everard, seconded by Councilman Watt, all present voting aye, Bi11 No. 51 was adopted as Ordinance No. 176-68. On motion of Councilman Clark, seconded by Councilman Everard, 4 'to 1 - Councilman Watt opposed - Bill No. 52 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA AMENDING ORDINANCE N0. 20 AS HERETOFORE AMENDED, THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY REMOVING CERTAIN PROPERTY FROM THE R-2 MULTIPLE FAMILY DWELLING DISTRICT AND RECLASSIFYING SAID PROPERTY AS R-3 APARTMENT DWELLING DISTRICT; BY DIRECTING THE VILLAGE CLERK TO BRING THE OFFICIAL ZONING MAP UP TO DATE 4/23/68 MINUTES APPROVED LETTER TO GOV. KIRK FROM PALM BEACH FIN DIVERS u GOVERNOR'S "DRIVE FOR SAFETY" 3/27/68 MINUTES OF BD. OF GOVERNORS MEETING ACCEPTED BILL N0. 51 PLACED ON 2ND READING & READ BY TITLE ONLY BILL N0. 51 ADOPTED AS ORD, N0. 176-68 B1ZL N0. 52 PLACED ON 1ST READING & READ IN FULL was placed on first reading and read in full. Watt, all present voting aye, proposed Resolution No. READ IN FULL & 347-68 entitled: ADOPTED AS READ AS RES. NO. 3~F7-68 A RESOLUTION PROVIDING FOR ThCE ACQUISITION AND CONSTRUCTION OF CAPITAL IMPROVEMENTS IN THE VILLAGE OF NORTH PALM BEACH, FLORIDA; PROVIDING FOR THE ISSUANCE OF $325,000.00 IMPROVEMENT REVENUE BONDS OF SUCH VILLAGE TO PAY THE COST OF SUCH IMPROVEMENTS; PROVIDING FOR THE RIGHTS OF THE HOLDERS OF SUCH BONDS; PROVIDING FOR THE PAYMENT THEREOF; AND MAKING CERTAIN OTHER COVENANTS AND AGREEMENTS IN CONNECTION WITH THE ISSUANCE AND SALE OF SUCH BONDS was read in full and adopted as read as Resolution No. 347-68. On motion of Councilman Watt, seconded by Vice-Mayor Be11, PROPOSED RES. all present voting aye, proposed Resolution No. 348-68 READ.. IN FULL & entitled: ADOPTED AS READ AS RES. N0. 348-68 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO SIGN THAT CERTAIN AGREEMENT WITH PALM BEACH COUNTY REGARDING MEMBERSHIP IN THE PALM BEACH COUNTY LIBRARY SYSTEM, PROCURING A SUM EQUAL TO 15% OF MONEYS SPENT ON THE LIBRARY TO BE PAID TO THE VILLAGE OF NORTH PALM BEACH FROM PALM BEACH COUNTY IN RETURN FOR OPENING THE MUNICIPAL LIBRARY TO ALL b1EMBERS OF THE COUNTY LIBRARY SYSTEM UNDER THE SAME TERMS AND CONDITIONS AS THEY ARE OPEN TO RESIDENTS OF THE VILLAGE OF NORTH PALM BEACH On motion of Councilman Clark, seconded by Councilman COUNCIL AWARDS BID Aia.tt, all present voting a.ye, Council awarded bid to Rubin TO RUBIN CONSTRUCTION Construction Company -(low bidder) in-the amount of CO. FOR PAVING OF $5,782.00 for the asphalt paving - Lighthouse Drive and LIGHTHOUSE DRIVE Anchorage Lane. & ANCHORAGE LANE was read in full and adopted as read as Resolution No. 348-68. Village Manager read highlights of monthly report from Director of Public Safety for April 1968 and this report wa.s accepted by Council.
