MINUTES OF REGULAR MEETING
OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
HELD
TUESDAY, MARCH 26, 1968
Present: Thomas F. Lewis, Mayor
Thomas R. Bell, Vice-Mayor
David C. Clark, Councilman
Allan V. Evera.rd, Councilman
Herbert A. Watt, Councilman
Herbert L. Gildan, Village Attorney
Lawrence J. Robbins, Village Manager
Dolores R. Walker, Village Clerk
Mayor Lewis called the Regular Meeting to order at 8:10 p.m.
and asked the Village Clerk to call the roll, all members
being present.
On motion of Councilman Watt, seconded by Vice-Mayor Bell, all
present voting a.ye, the minutes of the Regular Meeting held
Tuesday, March 12, 1968 were approved as written.
On motion of Councilman Watt, seconded by Vice-Mayor Be11, all
present voting aye, the minutes of Special Meeting held Wednesday,
March 20, 1968 were approved a.s 'written.
Mayor Lewis informed
the Charter Board on
Village Ha11.
Mayor Lewis referred
addressed to Council
ladders on the Villa,
Council that there would be a meeting with
Wednesday, March 2.7, at 8:00 p.m. in the
to letter received from W. Linton Getz
relative to the installation of safety ladders
on the Village waterways.
Mayor Lewis referred to correspondence received from Sunshine
Centers, Inc: re rezoning of Lots 34 and 35, Block 40, Plat 6
for a day nursery. This matter ha.s been referred to the Planning
and Zoning Advisory Board.
Mayor Lewis referred to letter-of March 19, 1968 from Mr. 01e
Nissen in which Mr. Nissen expressed his desire to serve on
the Village Library Board when a vacancy on this Board occurs.
Mayor Lewis stated that he had received numerous complaints from
Village residents relative to the odor emanating from North
Palm Beach Utilities, Inc. The Mayor wrote a. letter to these
persons informing them of what a.etion the Village is taking
to correct this situation.
Mayor Lewis informed Council that he had a copy of the minutes
of the National Legislation Committee of Florida. League of
Municipalities meeting held in Ja.eksonville on February 25,
1968 if they were interested in reading them.
On motion of Councilman Clark, seconded by Councilman Watt, all
present voting aye, Bill No. 49 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING ORDINANCE N0, 4, AS AMENDED, WHICH IMPOSED AN
EXCISE TAX UPON THE SALE, RECEIPT, PURCHASE, ETC, OF
CIGARETTES WITHIN THE LIMITS OF THE VILLAGE OF NORTH
PALM BEACH, BY AMENDING SECTION 1 THEREOF TO CONFORM
WITH SECTION 210.02 (1) (a.) (b) (c) , FLORIDA STATUTES
was placed on second reading and read by title only.
Councilman Watt made a motion that Bi11 No. 49 be adopted as
read. Motion seconded by Councilman Clark.
On motion of Councilman Clark, seconded by Councilman Watt, all
present voting a.ye, Bi11 No. 49 was amended to include Sections
2, 3 and 4 as read by the Village Clerk.
