02-13-1968 VC REG-M I MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY„ FEBRUARY 13, 1968 Present: Thomas F. Lewis, Mayor Thomas R. Be11, Vice-Mayor David C. Clark, Councilman Allan V. Everard, Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Lewis called the Regular Meeting to order a.t 8:05 p.m. and asked the Village Clerk to cai11 the roll, all members being present except Councilman Everard, who arrived a.t 8:15 p.m. On motion of Councilman Watt, seconded by Councilman Clark, all present voting a,ye, the minutes of Regular Meeting held January 23, 1968 were approved as written. On motion of Vice-Mayor Bell, seconded by Councilman Watt, all present voting a.ye, the minutes of Special Session held February 6, 1968 were approved as read. Mayor Lewis stated that he and Councilman Everard presented an Award of Recognition from the Village to Riviera. Beach Elks Lodge No. 2069 on the occasion of the Elks` 100th Birthday. On motion of Councilman Watt, seconded by Vice-Mayor Bell, all present voting a.ye, the minutes of Board of Governors meeting held December 6, 1967; minutes of Beautification Committee meeting held January 9, 1968; minutes of Beautification Committee meeting held January 29, 1968; and minutes of Recreation Advisory Board meeting held January 15, 1968 were accepted by Council. On motion of Councilman Watt, seconded by Councilman Everard, all present voting a.ye, the minutes of Planning & Zoning Advisory Board meeting held February 5, 1968 were a.ecepted by Council. On motion of Vice-Mayor Bell, seconded by Councilman Everard, all present voting aye, Bill No. 45 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE N0. 20, PAS HERETOFORE AMENDED, THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY REZONING THE LOTS, TRACTS AND PROPERTY DESCRIBED ON THE PLAT OF PALM BEACH-LAKE WORTH ESTATES AS LOTS 79 THROUGH 94, INCLUSIVE, TOGETHER WITH TRACT A SHOWN THEREON FROM ZONING DISTRICT C-lA TO ZONING DISTRICT R-3, AND BY REZONING THE LOTS DESCRIBED ON THE ' PLAT OF PALM BEACH-LAKE WORTH ESTATES AS LOTS 60 THROUGH 78, INCLUSIVE, FROM ZONING DISTRICT R-1 TO ZONING DISTRICT R-2 was placed on second reading and read by title only. On motion of Vice-Mayor Be11, seconded by Councilman Everard, that Bill No. 45 be adopted as read. On motion of Vice-Mayor Be11, seconded by Councilman Everard, all present voting aye, Bi11 No. 45 was amended to exclude lots 90 through 9~F from the C-lA classification and be put into C-A zoning district. Lewis, Mayor Thomas R. Be11, Vice-Mayor David C. Clark, Councilman ' Herbert A. Watt, Councilman - Herbert L. Gildan, Vi1la.ge Attorney Lawrence S. Robbins, Village Manager Dolores R. Walker, Vi1la.ge Clerk Absent: A11an V. Everard, Councilman _ Mayor Lewis called the Public Hearing to order at 7:30 p.m. ROLL CALL -- and asked the Village Clerk to call the roll, all members being present except Councilman Everard. Mayor Lewis stated that the purpose of the Public Hearing was to hear the pros and cons on Council's request to the Planning and Zoning Advisory Board for rezoning of a, certain portion of Palm Beach-Lake Worth Estates, also known as Village East. The Planning-and Zoning Advisory Board concurred with Council's request and recommended that this particular area be rezoned with the first finger R-3; second finger R-2; Lots 90-94 from C-1A to C-A. No opposition was expressed to the proposed rezoning. ' On motion of Councilman Watt, seconded by Vice-Mayor Bell, all present voting a.ye, Bill No. 45 was placed on tonight's Regular Meeting agenda, for second reading. Village Clerk read Legal Notice on this Public Hearing which was dated January 29, 1968 and published in the Palm Beach Post-Times January 31, 1968.
