04-16-1968 VC REG-Mn u ' MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, APRIL 16, 1968 Present: Thomas F. Lewis, Mayor Thomas R. Bell, Vice-Mayor David C. Clark, Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney ' Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Absent: Allan V. Everard, Councilman Mayor Lewis called the Regular Meeting to order at 8:10 p.m. and asked the Village Clerk to call the roll, a.ll members being present except Councilman Everard. • On motion of Councilman Watt, seconded by Vice-Mayor Be11, all present voting a.ye, the minutes of Regular Meeting held Tuesday, March 26, 1968 were approved as written. On motion of Vice-Mayor Bell, seconded by Councilman Watt, all present voting a.ye, the minutes of Charter Board Organizational Meeting held Wednesday, March 27, 1965; and the minutes of Re- organizational Meeting of the Village Council held Monday, April 1, 1968 were approved as written. Village Clerk read minutes of Special Session held Tuesday, April 2, 1968. On motion of Councilman Watt, seconded by Vice- Ma.yor Be11, all present voting a.ye, these minutes were approved a.s corrected. ' Mayor Lewis read letter from Mrs. Osborne and daughter, Arlene, thanking Council for the flowers and their kind expression of sympathy upon the sudden death of Mr. Osborne. They also again thanked Council for their splendid tribute in dedicating Osborne Park in memory of the Osborne~s son, Ronald. Mayor Lewis informed Council that on Monday, April 22, 1968 the Village will be awarded a citation from the Department of Defense at the Rotary Club meeting which will be held at the Bonanza restaurant a.t 6:00 p.m. The Mayor stated that this award was in recognition of Village assistance to the Army in various services, particularly the dedication of Ronald Osborne Park, Mayor Lewis presented Certificates of Appreciation to .those persons present at the Council Meeting who worked so diligent- 1y on the Village Golf Tournament which was held at the North • Palm Beach Country Club on March 17, 1968'. Mayor Lewis referred to letters received from Mr. Jones and Mrs. Hilker, indicating that they could not be present a.t the Council Meeting to receive their Certificates of Appreciation. Mayor Lewis informed Council that Mr. Fred Englehardt, our Post- ' Times reporter, would be leaving the Post-Times on Friday, April 26, 1965 to accept the position of editor for the Lake Worth Herald. Mayor Lewis read letter from Thomas A. Hogan, Cubmaster, Cub Paek 150, .thanking the Village for the help supplied them in their most successful paper drive held in the Village on Satur- day, March 23, 1968. ' Mayor Lewis dated April program and April 21, 1' Opening Day referred to letter received from "Pete" Helser 16, 1968 relative to the annual Little League Parade, opening baseball game which will be held Sunday, 368. The Village officials will participate in this Program. MEETING; LE/1/68 minutes of Planning and Zoning Advisory Board Meeting held MINUTES OF REC. AD. Wednesday, April 3, 1968 were accepted by Council. BD. MEETING & 4/3/68 MINUTES OF P & Z AD. BD. MEETING ACCEPTED On motion of Councilman Watt, seconded by Councilman Clark, all BILL NO. 51 PLACED present voting aye, Bill No. 51 entitled: ON 1ST READING & _ READ IN FULL AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING PORTIONS OF ORDINANCE N0. 164-67, CONCHRNING DETAILED APPROPRIATIONS FOR THE FISCAL YEAR 1967-68 was placed on first reading and read in full. Mayor Lewis stated that the next Regular Meeting of the Council DATE OF NEXT REGULAR will be held Tuesday, May 14, 1968. The Mayor also stated that MEETING OF COUNCIL & final action will be taken on Bi11 No. 51 on May 14, 1968 at DATE FINAL ACTION 7:LF5 p.m. in the Village Hall. WILL BE TAKEN ON BILL NO. 51 A copy of Bill No. 51 and a notice stating the time and place when final action will be taken on this bill will be posted on the bulletin board outside Village Hall, the bulletin board inside ' Village Hall, and the bulletin board at the North Palm Beach Country Club. On motion of Councilman Watt, seconded by Councilman Clark, all PROPOSED RES.READ IN present voting a,ye, proposed Resolution No. 345-68 entitled: FULL & ADOPTED AS READ AS RES. N0. A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, 345-68 FLORIDA, AUTHORIZING THE MAYOR AND THE VILLAGE CLERK TO ENTER INTO A CONTRACT WITH MC I4ERCHAR & WALLACE, ARCHITECTS AND ENGINEERS, FOR SERVICES TO BE RENDERED TO CONSTRUCT TWO WING ADDITIONS TO THE EXISTING VILLAGE HALL AND TO MAKE ALTERATIONS TO THE EXISTING BUILDING WITH A FIXED LIMIT OF PROJECT CONSTRUCTION COST OF $30,000.00 " was read in full and adopted as read as Resolution No. 345-68.
