Walker, Village Clerk Mayor Lewis called the meeting to order a.t 8:05 p.m. and asked the Village Clerk to call the roll, all members being present. On motion of Councilman Clark, seconded by Councilman Everard, all present voting a.ye, the minutes of the Regular Meeting held Tuesday, September 12, 1967 were approved as written. On motion of Councilman Clark, seconded by Councilman Watt, all present voting a.ye, the minutes of the Public Hearing held Tuesday, September 12, 1967 were approved a.s written. On motion of Vice-Mayor Bell, seconded by Councilman Clark, all present voting a.ye, the minutes of the Special Session-held Tuesday, September 19, 1967 and the minutes of the Special Session held Thursday, September 21, 1967 were approved a.s rea.d. Mayor Lewis read letter of August 1.8, 1967 from Ira, Hotchkiss, CORRESPONDENCE BETWEEN President of H G Enterprises, addressed to the Mayor inviting him, MAYOR LEWIS & IRA the councilmen and their wives to have dinner with Mr. Hotchkiss HOTCHKISS RE IDINNER during the Florida League of Municipalities Convention which is INVIT$TION FOR MAYOR to be held in Hollywood, Florida. in October of this year. Mayor AND COUNCIL ~ Lewis also read his letter of reply to Mr. Hotchkiss dated _ September 18, 1967, declining Mr. I-[otchkiss' invitation for the Council in total; and the letter of reply from Mr. Hotchkiss, in- _ dicating that he understood the declination and stating that perhaps another time would be more apropos. Mayor Lewis stated that during the past few weeks, Councilmen MAYOR'S COti11~1ENTS RE have received a, tremendous amount of harassment, abuse a.nd criti- CRITICISM ON BILL cism relative to Bill No. 29 - the bill on the proposed Paradise N0. 29 Harbour complex. The Mayor felt th.a.t these a.etions were unwarranted and most assuredly unnecessary. Bath the character and integrity of some of the Councilmen have been. questioned, which is certainly • untrue and unfair. The Mayor stated that this Council has a.lwa.ys ha.d, and always will have, the interests of the entire Vi1la,ge first _ at hand prior to making any decision that affects the overall cha.raeter, _ aesthe-tics, economics and cultural environment of the community. September 26, 1967 Page two On motion of Councilman Clark, seconded by Councilman Watt, all present voting aye, the minutes of the Board of Governors meeting held Wednesday, September 13, 1967 were approved 'as written. Letter of September 25, 1967 addressed to Council from E. L. Brawdy of Chick Inn, Inc., requesting-that Council make an exception to our present liquor ordinance in order to grant him a. beer license for his business was read by Village Manager. On motion of Councilman Watt,. seconded by Councilman Evera.rd, all present voting a.ye, Council agreed that the requester be advised that the Council remains firm with the original intent of the ordinance and with its previous decision. Mayor Lewis presented Certificate of Appreciation to Lillian Emond for the diligent work she performed at the Library. Mayor Lewis presented Certifica e of Appreciation to Councilman Herbert A. Watt in recognition of his services as Acting Village Manager. Upon checking with Village Attorney Gildan to ascertain if all -the legal instruments for the plat of Paradise Harbour were in order, Mayor Lewis was informed that North Pa.1m Beach Utilities, Inc., Green's Fuel and Florida Power and Light refused to relinquish easements a.s dedica.ted. Therefore, Mayor Lewis advised the Council that they had three alternatives for Bill No. 29 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE N0. 20, AS HERETOFORE AMENDED, THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY REZONING THREE PARCELS OF LAND OF THE PROPOSED PLAT OF PARADISE HARBOUR, VILLAGE OF NORTH PALM BEACH, TO ZONING DISTRICTS C-1, C-lA AND R-3. These a.l~terna.tives are as follows: 1. That Bi11 No. 29 be tabled for future study a.nd a.etion. 2. That Bill No. 29 be placed on second reading. 3. That Bill No. 29 be abolished. On motion of Councilman Clark, seconded by Vice-Mayor Bell, 4 to 1 - Councilma.n Everard opposed - Bill No. 29 wa.s abolished. On motion of Councilman Clark, seconded by Councilman Watt, all present voting a.ye, Bill No. 32 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE N0. 91, WHICH CREATED A BOARD OF GOVERNORS OF THE NORTH PALM BEACH COUNTRY CLUB, BY CHANGING THE REQUIREMENTS FOR AUDITS AND REPORTS FROM EVERY THREE MONTHS TO EVERY SIX MONTHS wa.s placed on second reading and read by title only.
