• Mayor Lewis called the Public Hearing to order a,t 7:45 p.m. and ROLL CALL
asked the Village Clerk to call the roll, all members being present
except Messrs. Everard and Gildan.
Mayor Lewis stated that the purpose of this Public Hearing wa.s to
consider a. request for amendment to Comprehensive Zoning Ordinance
No. 20 by permitting a.dditiona.l use in Zoning District C-1 for a.
certain type of dry cleaning establishment in that classification.
Village Clerk read Legal Notice re this Public Hearing which wa.s
dated October 11, 1967 and published in the Palm Beach Post October
15, 1967.
On motion of Councilman Watt, seconded by Vice-Mayor Bell, all
present voting a.ye, Bill No. 39 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
' AMENDING ORDINANCE N0. 20 OF THE VILLAGE OF NORTH PALM
BEACH, BY PERMITTING ADDITIONAL USE IN ZONING DISTRICT

was placed on the agenda, for the Regular Meeting of November 14,
1967 for consideration of second reading.
On motion of Vice-Mayor Bell, seconded by Councilman Watt, all
present voting a.ye, the Public Hearing wa.s adjourned at 7:55 p.m.

Mayor Lewis called the meeting to order a.t 8:05 p.m. and asked the ROLL CALL

Mayor Lewis read letter dated November 4, 1967 from Mrs. Louise
Nash, Secretary of the Board of Directors, Lake Colony Apts. One,
Inc. 1a.uding the Council, Village officials and employees and
Village Attorney for the very fine job each is doing and extending
thanks from the 81 families of Lake Colony Apts. One, Inc. who are
happy with and proud of the Village.
Mayor Lewis read letter from Superintendent of Security for J. M.
Fields commending Sgt. John McGuire of the Public Safety Department
for the excellent job he did during the opening of J. M. Fields on
Sunday, November 5, 1967.
On motion of Councilman Clark, seconded by Councilman Watt, all
present voting aye, Council accepted the following minutes of the
North Palm Beach Country Club Board of Governors meetings:
Monday, October 2, 1967; Wednesday, October 11, 1967; Thursday,
October 12, 1967; and Wednesday, November 1, 1967.
On motion of Vice-Mayor Bell, seconded by Councilman Watt, all
present voting a.ye, the minutes of the Special Meeting of the
Planning and Zoning Advisory Board held Wednesday, October 18,
1967 and the minutes of the Regular Meeting of the Planning and
Zoning Advisory Board held Wednesday, November 1, 1967 were
accepted by Council.
Members of Cadet Girl Scout Troop No. 329 attended the Council
Meeting a,nd asked the following questions:
Gay Cox asked: "Why were membership rates a.t the
North Palm Beach Country Club raised?"
Nancy Seline asked: "Does any of the Village money go for
education?"
Debby Curtis asked: '*How do you decide how much money a
person will have left?"

REQUIRING FENCING AROUND ALh SWIMMING POOLS AND REQUIRING
SAFETY GATES ATTACHED THERETO, DECLARING THE VIOLATION OF --
THIS ORDINANCE A hfISDEMEANOR, AND SETTING FORTH AN EFFECTIVE

was amended as .follows: -
Section 3. The fence shall be a, minimum of four feet high, and
of such design, type a.nd location as approved by the Building
Official. The screen enclosure shall completely enclose the
swimming pool. _ -
Section 5. The Village Council ma.y make modification in individual
cases, upon written petition. making a showing of good cause with
respect to the height, nature or location of the fence,-wall,
gates or latches, or the necessity therefor, or may permit other
protective devices or structures in lieu thereof. In making said
modifications or special exceptions, the Village Council shall be
governed by the following standards: The purpose of the fencing --
requirement herein is to prevent small children from inadvertently
wandering into family swimming pools. The Council realizes that
there are locations within the Village where an unfenced family
pool would not create an obvious hazard. In these areas where, - _
due to the nonexistence of a. substantial number of small children, - _
no obvious hazard exists, th.e Village Council may grant modifications
or special exceptions and may even dispense with the requirement
for fencing. A11 such decisions shall be conditional and subject to _
revocation in the event circumstances or conditions change in the
particular location,
