02-14-1967 VC REG-Ms MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, FEBRUARY 14, 1967 Present: Thomas F, Lewis, Mayor Thomas R, Bell, Vice-Mayor David C, Clark, Councilman (Arrived at 8:25 p.m.) Allan V, Everard, Councilman Herbert A. Watt, Councilman Thomas J, Yeager, Village Attorney Joe J, Eassa, Jr„ Village Clerk and Village Manager Dolores R, Walker, Village Manager+s Secretary n Mayor Lewis called the meeting to order at 8:10 p,m. and asked the Village Clerk to call the roll, all members being present, Councilman Clark arrived at 8:25 p.m, On motion of Councilman Watt, seconded by Vice-Mayor Bell, all present voting aye, the minutes of the Regular Meeting held Tuesday, January 24, 1967 were approved as written. Mayor Lewis advised Council that the feasibility report being prepared by Barcus, Kindred & Company relative to the Village purchasing North Palm Beach Utilities was 90% completed. The Mayor asked For a closed session at 7:30 p.m, Monday, February 20, to discuss the matter in detail. Mr, Jerome Wedekind, President of the Golf Course Homeowners Association called Council+s attention to certain things in their area they would like to have rectified; namely, regular cleanup of golf course perimeter areas and ponds, including elimination of weeds, rodents and snakes, especially at the 17th tee and 16th green; removal of algae from lagoons on a regular basis; mowing of vacant lots on a regular basis and more beautification in the area. Council agreed to take steps to correct these complaints. On motion of Vice Mayor Bell, seconded by Councilman Watt, all present BILL N0. 16 PLACED ' voting aye, Bill No. 16 entitled: ON IST READING AND READ IN FULL AN ORDINANCE OF TBE VILLAGE OF NORTH PALM BEACH, FLORIDA, ASSESSING AND IMPOSING A ONE (1) PER GENT EXCISE TAX ON CASUALTY INSURANCE PREMIUMS FOR PAYMENT TO MUNICIPAL POLICE OFFICERS RETIREMENT TRUST FUND was placed on first reading and read in full. • On motion of Councilman Clark, seconded by Councilman Watt, all present PROPOSED RESOLUTION voting aye, proposed Resolution No. 291-67 entitled: ADOPTED AS AMENDED AS RESOLUTION N0. 291-67 A RESOLUTION OF THE VILLAGE COUNCIL, NORTH PALM HEACH, FLORIDA, AUTHORIZING THE MAYOR AND THE VILLAGE CLERK TO ENTER INTO A CONTRACT WITH HUNNICUTT & ASSOCIATES FOR APPRAISAL SERVICES FOR THE 1967 TAX ASSESSMENT ROLL was read in full and adopted as amended as Resolution No. 291-67. On motion of Councilman Clark, seconded by Vice-Mayor Bell, all present PROPOSEII RESOLUTION voting aye, proposed Resolution No. 292-67 entitled: ADOPTED AS AMENDED AS RESOLUTION N0. 292-67 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, DIRECTING THE VILLAGE CLERK TO PUBLISH NOTICE OF THE GENERAL ELECTION TY1 BE HELD ON MARCH 21, 1967; NAMING ' THE TIME AND PLACE WHERE SUCH ELECTION SHALL BE HELD; APPOINTING THE ELECTION OFFICIALS FOR THE GENERAL ELECTION AND RUN-OFF ELECTION; DECLARIATG THE OFFICES TO BE FILLED AT SUCH ELECTION was read in full and adopted as amended as Resolution No. 292-67 this 14th day of February, 1967.
