04-11-1967 VC REG-M MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESLiAY, APRIL 11, 1967 Present: Thomas F. Lewis, Mayor Thomas R. Bell, Vice-Mayor David C. Clark, Councilman A11a.n V. Evera.rd, Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Joe J. Eassa., Jr., Village Clerk and Village Manager Dolores R. Walker, Vi1la.ge Mana.ger's Secretary Mayor Lewis called the meeting to order at 8:10 p.m. and asked the Village Clerk to call the roll, all members being present. On motion of Councilman Watt, seconded by Vice-Mayor Bell, all present voting a.ye, the minutes of the Regular Meeting held Tuesday, March 28, 1967 were approved as written. On motion of Vice-Mayor Bell, seconded by Councilman Everard, all present voting aye, the minutes of the Reorganiza:tional Meeting held Monday, April 3, 1967 were approved as read. On motion of Councilman Clark, seconded by Councilman Everard, a.ll present voting a.ye, the minutes of the Special Session held Tuesday, April 4, 1967 were approved a.s rea.d. Mayor Lewis read the following proclamations: ' 1. National Library Week - April 16-22, 1967 2. Museum of Ocean Sciences, Inc. 3. Young Women's Christian Association Week - April 16-22, 1967 Mayor Lewis read letter from William E. Young, NPBFAA, dated April 8, 1967 re Little League opening da.y program. Mayor Lewis read letter from Senator Jerry Thomas dated April 7, 1967 relative to Village Resolution No. 295-67 re Daylight Sawing Time. Mayor Lewis read letter from Fountain of Youth Swimming Pools dated April 8, 1967 lauding Building Official, W. G. Carver, for the excellent job he i.s doing. Mayor Lewis read letter from Jerome V. Kelly, Kelly Brothers, Inc., dated April 7, 1967, relative to Mr. Kelly's client, Peter Makris' • intention to erect a restaurant known as ?'The Flame" with a, seating ca.pa.city in excess of 200 an Lot 1, Marina. Addition, in the Village. Mayor Lewis made an announcement relative to his and Councilman Wa.tt's trip to Tallahassee on Monday, April 10, 1967, re the water and sewerage rate increase. The Mayor complimented a.nd highly lauded the Palm Beach County Delegation for the interest and co- operation shown to him and Councilman Watt regarding this matter. On motion of Councilman Everard, seconded by Councilman Clark, ' a.11 present voting a.ye, Bill No. 18 entitled• AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE N0. 46,PROVIDING FOR A CONTRACTORS EXAMINING BOARD BY INCREASING THE NUMBER OF MEMBERS OF SAID BOARD TO FIVE (5); SPECIFYING THAT ONE MEMBER SHALL BE AN ELECTRICAL CONTRACTOR, ONE MEMBER SHALL BE A PLUMBING CONTRACTOR; SETTING FORTH REQUIREMENTS FOR PLUMBING CONTRACTOR EXAMINATIONS AND ELECTRICAL CONTRACTOR EXAtiI- INATIONS, AND DETERMINING A QUORUM FOR THE BOARD was placed on first reading and read in full. ' On motion of Councilman Clark, seconded by Councilman Everard, a.ll present voting a,ye, Council a.greed_tha.t the Village Attorney take all proper and necessary steps to have the Village comply with the conditions precedent to recovery on the Surety Bond given in connection with the plat of Village East because of the default of the principals' performance of their agreements relating to the plat.
