06-14-1966 VC REG-MPAGE 32 MINUTES OF REGULAR OF THE VILLAGE COUNCIL OF NORTH HELD TUESDAY, JUNE 14, Present: MEETING PALM BEACH, FLORIDA 1966 Thomas F. Lewis, Mayor Thomas R. Bell, Vice-Mayor David C. Clark, Councilman Allan V. Everard, Councilman Herbert L. Gildan, Village Attorney Joe J. Eassa Jr., Village Clerk and Village Manager Dolores R. Walker, Village Manager's Secretary Absent: Herbert A. Watt, Councilman Mayor Lewis called the meeting to order at 8:45 p.m. and ROLL CALL asked the Village Clerk to call the roll, all members of the Council being present except Herbert A. Watt. On motion of Vice-Mayor Bell, seconded by Councilman Everard, all present voting aye, the minutes of the Regu- lar Meeting of May 24, 1966 were approved. On motion of Councilman Everard, seconded by Vice-Mayor Bell, all present voting aye, the minutes of Special Meeting No. 1 held Tuesday, June 7, 1966, were approved. Due to a discrepancy on the Village East Development Plat, Council asked Village Clerk Eassa to table minutes of Special Meeting No. 2 held on Tuesday, June 7, 1966 until Regular Session to be held Tuesday, June 28, 1966 so as to provide an opportunity for Mr. Eassa to check these min- utes and correct them if necessary. Mayor Lewis stated that he had given a letter to the NPBYAA challenging this association to a baseball game ' on July 1, 1966. The Mayor asked Vice-Mayor Bell to organize the Village's team, consisting of Councilmen and Board Members. Village Clerk Eassa read Building Official's Statistical Data Report for May 1966 to Council. Village Clerk Eassa read minutes of North Palm Beach Country Club meeting held May 16, 1966 which were accepted by Council. Village Clerk Eassa read memorandum from Building Official W. G. Carver, dated June 9, 1966 relative to liquor license locations. Village Attorney Gildan is to put this in ordi- nance form, with distance requirement to remain blank, for June 21 work shop session of the Council. Village Clerk Eassa read minutes of Recreation Advisory Board meeting held May 23, 1966 which were accepted by Council. On motion of Councilman Clark, seconded by Vice-Mayor Bell, all present voting aye, Proposed Resolution No. 273-66 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBER TO THE BEAUTIFICATION COMMITTEE was read in full and adopted as Resolution No. 274-66. Proposed Resolution No. 275-66 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AP- POINTING VILLAGE TREASURER, TAX ASSESSOR AND TAX COLLECTOR n was tabled by Council until regular session, Tuesday, June 28, 1966. Proposed Resolution No. 276-66 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AP- POINTING MEMBER TO THE BOARD OF GOVERNORS OF THE NORTH PALM BEACH COUNTRY CLUB OF THE VILLAGE OF NORTH PALM BEACH was tabled by Council until the work shop session on July 12, 1966. On motion of Councilman Clark, seconded by Vice-Mayor Bell, all present voting aye, except Councilman Everard who was opposed, Proposed Resolution No. 277-66 entitled A RESOLUTION OF THE VILLAGE C.oUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOP- TING THE PERMANENT REGISTRATION SYSTEM OF PALM BEACH COUNTY AS THE REGISTRATION SYS- TEM FOR THE ELECTIONS OF THE VILLAGE OF NORTH PALM BEACH IN PLACE OF A SEPARATE REGISTRATION FOR THE ELECTORS OF NORTH PALM BEACH was tabled by Council £or one year.. Proposed Resolution No. 278-66 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SET- TING FORTH THOSE PERSONS WHO SHALL SIGN AND COUNTER-SIGN CHECKS ON ALL DEPOSITORIES OF FUNDS OF THE VILLAGE OF NORTH PALM BEACH was tabled by Council until the regular session on June 28, 1966. PROPOSED RESOLUTION N0. 271-66 ADOPTED AS RESOLUTION NO. 273-b6 PROPOSED RESOLUTION NO. 273-66 ADOPTED AS RESOLUTION N0. 274-66 PROPOSED RESOLUTION NO. 275-66 TABLED UNTIL 6/28/66 PROPOSED RESOLUTION NO. 276-66 TABLED UNTIL 7/12/66 FROPOSED RESOLUTION NO. 277-66 TABLED FOR ONE YEAR PROPOSED RESOLUTION N0. 278-66 TABLED UNTIL 6/28/66 r~ U FAGS 34 JUNE 14, 1966 PAGE -3- On motion of Vice-Mayor Bell, seconded by Councilman Everard, all present voting aye, Proposed Ordinance No. 126-65 entitled ' AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE NO. 20 AS HERETOFORE AMENDED, THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY CREATING A ZONING DISTRICT C-1B CENTRAL COMMERCIAL ZONE CLASSIFICATION BY SETTING FORTH THE AREA TO BE INCLUDED IN DISTRICT C-1B AND BY DIRECT7:NG THE VILLAGE CLERK TO BRING THE OFFICSAL ZONING MAP UP-TO-DATE BY PROVIDING FOR THE REPEAL OF ORDINANCES IN CON- ' FLICT HEREWITH AND FOR OTHER PURPOSES was abandoned with instruction to the Village Manager to secure recommendations from Building Official and Planning and Zoning Advisory Board with respect to a comprehensive zoning ordinance to further refine the existing zoning ordinance. On motion of Councilman Everard, seconded by Vice-Mayor Bell, all present voting aye, Council approved disburse- ment in the amount of $776.82 to Florida Power and Light Company from Village Contingent Account. On motion of Councilman Clark, seconded by Vice-Mayor Bell, all present voting aye, Council approved dis- bursement in the amount of $1,179.00 from Village Contingent Account for payment of Surety Bonds. n U Mr. Richard M. Gruenwald appeared before Council in connection with a contribution for the PGA proposed for Palm Beach Gardens, Florida. Mayor Lewis advised Mr. Gruenwald that the Village does not have provisions in its Charter for this contribution, but that he would be most happy to pledge organizational help and that if Mr. Gruenwald so desired, we would draft our Pro Manager Mr. H. F. Shuster, to head a committee for this purpose. With no further business to come before the Council, on motion of Councilman Clark, seconded by Vice-Mayor Bell, all present voting aye, the meeting was adjourned at 11:35 p.m. PROPOSED ORDINANCE NO. 126-65 ABANDONED DISBURSEMENT OF $776.82 TO FLORIDA POWER & LIGHT CO.
