A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, APPROVING THE EMERGENCY PURCHASE
OF TWO SUZUKI OUTBOARD BOAT ENGINES FROM NICK'S CREATIVE
MARINE, INC.; AUTHORIZING AND DIRECTING THE MAYOR AND
VILLAGE CLERK TO AMEND THE CAPITAL PROJECTS FUND BUDGET TO
TRANSFER $22,500.00 FROM THE CAPITAL RESERVE ACCOUNT TO THE
POLICE — MACHINERY AND EQUIPMENT CAPITAL ACCOUNT; WAIVING
THE PURCHASING RULES AND REGULATIONS; DECLARING THE EXISTING
ENGINES AS SURPLUS PROPERTY; PROVIDING FOR CONFLICTS; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, due to a catastrophic failure of the existing boat engines for the Police Boat, Village
Administration is seeking approval of the purchase of two Suzuki outboard engines; and
WHEREAS, due to the emergency nature of this purchase, Village Administration is recommending
waiving the purchasing policy's sealed bid requirement for purchases in excess of $25,000 and to
purchase the engines based on three written quotes (one of which was for a different brand of
engine) from Nick's Creative Marine, Inc. at a total net cost of $22,500, inclusive of the trade in
allowance for the existing engines; and
WHEREAS, the Village Council seeks to amend the current capital projects fund budget to transfer
$22,500.00 from the Capital Reserve Account to the Police — Machinery and Equipment Capital
Account to fund this purchase; and
WHEREAS, the Village Council hereby determines that the adoption of this Resolution and the
waiver of the purchasing rules and regulations are in the best interests of the residents and citizens
of the Village of North Palm Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, as follows:
Section 1. The foregoing "whereas" clauses are hereby ratified and incorporated herein.
Section 2. The Village Council hereby approves the purchase of two Suzuki 200 horsepower
boat engines, inclusive of installation, rigging and associated hardware, from Nick's Creative Marine, Inc.
at a total net cost after trade -in of $22,500, with funds expended from Account No. K5711 -66490
(Police — Machinery and Equipment).
Section 3. In order to fund this expenditure, the Village Council hereby approves a budget
amendment for the transfer of funds as indicated below:

Section 4. The Mayor and Village Clerk are hereby authorized and directed to execute the
budget amendment for and on behalf of the Village of North Palm Beach.
Section 5. The Village Council hereby declares the two existing Suzuki engines (Serial Nos.
881766 and 880243) as surplus property and authorizes their disposal through a trade -in on the
purchase of the new engines.
Section 6. All resolutions in conflict with this resolution are hereby repealed to the extent of
such conflict.
Section 7. This resolution shall take effect immediately upon its adoption.
