08-01-1966 VC SP-MPAGE 44 • MINUTES OF TAX EQUALIZATION BOARD THE VILLAGE I)F NORTH PALM BEACH, FLORIDA HELD MONDAY, AUGIIST 1, 1966 ' Present: Thomas F, Lewis, Mayor David C, Clark, Councilman A11an V, Everard, Councilman Herbert A, Watt, Councilman Joe J, Eassa, Jr „ Village Clerk and Village Manager Dolores R, Walker, Village Managers ' Secretary Frances Fox, Tax Assessor John Grant, Hunnicutt & Associates, Inc, Absent: Thomas R, Bell, Vice Mayor Herbert L, Gildan; Village Attorney • Mayor Lewis called the meeting to order at 7:20 p,m, and asked the ROLL CALL Village Clerk to call the roll, all members being present except Vice-Mayor Bell and Village Attorney Gildan, Mayor Lewis explained the purpose of the Tax Equalization Board, He PURPOSE OF stated that the Board convened as a Tax Equalization Board for the BOARD purpose of equalizing tax assessments for those persons who £elt they were not fairly assessed, Village Clerk Eassa read the Notice to Taxpayers as follows: NOTICE TD TAXPAYERS, TOTAL YOU ARE HEREBY NOTIFIED THAT THE COUNCIL OF THE VILLAGE OF EXEMPT VALUATION NORTH PALM BEACH, FLORIDA WILL MEET A3 A TAX EQIIALIZING BOARD AND NET ASSESSED LN THE VILLAGE COUNCIL CHAMBER AREA IN THE VILLAGE .HALL AT VALUATION READ BY 7:00 P,M, ON MONDAY, AUGUST 1, 1966 FOR THE PURPOSE OF HEARING VILLAGE CLERK COMPLAINTS AND RECEIVING TESTIMONY AS TO THE VALUE OF ANY PROPERTY AS FIXED BY THE TAX ASSESSOR, AND MAY CONTINUE IN SESSION FOR THAT PURPOSE FROM DA5'. TO DAY AS LONG AS SHALL BE NECESSARY, ALL COMPLAINTS MUST BE IN WRITING, AND ALL PERSONS DESIRING TO HAVE CORRECTIONS MADE IN THE VILLAGE ASSESSMENT ROLL SHALL FILE WITH THE VILLAGE CLERK ON Ok BEFORE FRIDAY, JULY 29, 1966 THEIR PETITION SETTING FORTH THEIR OBJECTIONS TO'SUCH ASSESS- MENT AND THE CORRECTIONS WHICH THEY DESIRE TO HAVE MADE TOGETi~R WITH A DESCRIPTION OF TIC PROPERTY-INVOLVED AND THE NAME AND ADDRESS OF THE OWNER INVOLVED, JOE J, EASSA, JR, VILLAGE CLERK PUB; JULY 12, 1966 • Village Clerk Eassa also read the Affidavit to Tax Roll and the Gross Assessed Valuation 056,939,721), Total Exempt Valuation 09,619,501) and the Net Assessed Valuation ($48,320,220), On motion of Counci]man Watt, seconded by Councilman Clark, all present voting aye, the assessed valuation of Lot 20, Block 7, Plat 1 (Antonio Silva, Jr,) was reduced from $24,140 to X21,600 as recommended by our ' appraiser, On motion of Councilman Watt, seconded by Councilman Everard, all present voting aye, the assessed valuation of Lot 22, Block 38, Plat 3 (Ignatius Roxas) remained as originally assessed at $170,740, On motion of Councilman Everard, seconded by Councilman Watt, all present votin aye, the assessed valuation of Lot 4, Block F, Plat 4 ~ (Frank Husvar remained as originally assessed at X12,690, ' On motion of Councilman Watt, seconded by Councilman Everard, the assessed val uation of Lot 25, Block E, Plat 4 (Milton Morrill) was reduced from $17,160 to ~1b,160 due to a mathematical error on the part of the Village. The Board voted three to one - Councilman Clark opposed - to have the assessment remain at $16,160, LOT 20, BLOCK 7, PLAT 1, ASSESSMENT REDUCED TO $21,600 LOT 22, BLOCK 38, PLAT 3, ASSESSMENT REMAINED AT $170,740 LOT 4, BLOCK F, PLAT 4 ASSESSMENT REMAINED AT $~12, 690 LOT.25, BLCCK E, PLAT 4 ASSESSMENT CHANGED FROM $17,160 TO $16,160 DUE TO MATHEMATICAL ERROR AND REMAINED AT X16, 160 Page -45- • August 1, 1966 Page -2- Relative to Lot 2$, Block 46, Plat 6 (John Ramsay) it was the Boards decision LOT 28, BLOCK 46, to have Mr. John Grant of Hunnicutt Associates, Inc. check with W, G, Carver, PLAT 6 TO BE FUR- Building Official, to ascertain what portion of his home was completed as of THER INVESTIGATED January 1, 1966. The Board will reconvene Tuesday, August 2, at 8:00 p,m. to resolve this assessment. Relative to the assessment of X30,820 on Lot 7, Golf Course Addition (Joseph LOT 7, GOLF COURSE Tulino) Mr, Grant of Hunnicutt Associates, Inc, will check the prints in the ADDITION, ASSESSMENT Building Officials office to determine if this is e.fair assessment. The TO ~ FURTHER Board will decide upon this assessment when it reconvenes Tuesday, Au gust 2, INVESTIGATED at 8:00 p,m, Relative to Lot 18, Block 62, Yacht Club Addition (Robert Bice} Mr, Grant of Hunnicutt Associates, Inc, will review the assessment of X27,060 and give his recommendation to the Board when it reconvenes Tuesday, August 2, at 8:00 p,m. LOT 18, BLOCK 62, YACHT CLUB ADDITION TO BE REVIEWED BY JOHN GRANT OF HUNNICUTT • Relative to Lot 17, Block 62 Yacht Club Addition (Mr, Bosse) Mr, Grant of Hunnicutt Associates, Inc, will review the assessment o£ X26,940 and give his recommendation when the Board reconvenes Tuesday, August 2, at_ 8:00 p,m. On motion of Councilman Watt seconded by Councilman Everard, all present voting aye, the assessed valuation of Lot 7, Block H, Plat 4 (F, Brady) remained as originally assessed at X15,910, LOT 17, BLOCK 62, YACHT CLUB ADDITION TO HE REVIEWED BY JOHN GRANT OF HUNNICUTT LOT 7, BLOCK H PLAT 4 ASSESSMENT TO REMAIN AT X15,910 Mr. Antonio Silva, Jr „ representing Bankers Life Insurance Company, com- LIMITS OF OWNER- plained of assessment for Munyon Island and lake front and rights to fill SHIP - MUNYON to the bulkhead line. This was a question regarding limits of ownership.
