Mayor Aubrey called the meeting to order at 8:19 p.m. All members of Council were present,
except Councilman Manuel, who was absent due to illness. All members of staff were present.
CODE AMENDMENT — PEDDLERS AND SOLICITORS
Discussion was held regarding a proposed amendment to the Code of Ordinances to regulate
peddling and solicitation within the Village.
Mr. Kelly reported that Village residents have encountered more companies and individuals
going door -to -door in the Village to solicit customers or peddle products, most of which are
unlicensed and unregulated. Mr. Kelly stated the proposed ordinance is intended to protect the
citizens of the Village and their property from unscrupulous business practices and potential
criminal activity. Mr. Kelly detailed the provisions of the ordinance, which may be enforced by
law enforcement or code compliance personnel.
Mr. Rubin explained the ordinance covers peddling of goods door -to -door and soliciting sales of
goods or services. Mr. Rubin advised that religious groups are not included, and the ordinance is
not meant to apply to charitable solicitations.
Questions were raised regarding neighbor -to- neighbor activities, such as Girl Scout cookie sales,
solicitations for charities, or having a lemonade stand. Mr. Rubin will come up with language to
address this issue.
Community Development Director Chuck Huff confirmed that there would be an administrative fee
associated with the peddlers /solicitors permit application, which fee would be approved by Council.
Mr. Huff advised that businesses or individuals who come into the Village to perform services at the
homeowner's request, such as car washing or boat fueling, are registered as a non - domiciled business.
