Mayor Beery called the meeting to order at 6:45 P.M. and the roll was called.
By consent of the Council, reading of the minutes of the last meeting was omitted.
The fist item of business was the appointment of a Deputy Village Clerk. A
motion was made by Councilman watt, seconded by Vice-Mayor Lewis, all members
voting aye, that Miss Beulah Samples be appointed Deputy Village Clerk.
On motion made by Councilman Bell, seconded by Vice-Mayor Lewis, all members
voting aye, Ordinance No. 106, entitled

ANNEXING CERTAIN LANDS -
was placed on second reading and read in full.
On motion made by Councilman Bell, seconded by Vice-Mayor Lewis, all members
voting aye, Ordinance No. 106, entitled

was enacted.

On motion of Councilman Bell, seconded by Vice-Mayor Lewis, all members
voting aye, Ordinance No. 107 was placed on second and final reading by
read.-by title only and. approved and subscribed to by all five members of __
the Council.

Cn motion of Vice-Mayor Lewis, seconded by Councilman Churchill, all members
voting aye, Resolution No. 213, entitled _
A RESOLUTION OF THE VILLAGE COUNCIL, NO1~'H PAIl~L BEACH, FLORIDA,
AUTHORIZING THE VILLAGE TO BORROW THE SUM OF TWENTY THOUSAND
7~OLLARS (20,000) IN ANTICIPATION OF TAXES TO BE LEVIED FOR
THE CALENDAR YEAR 1964 --
was adopted.
The Deputy Clerk read a letter from the NPB Youth Activities Ladies Auxiliary,
' requesting desk space in the Village Ha11, for the purpose of ;selling auto-
mobile tags during the renewal period early in the new year. Ori a motion of
Councilman Churchill, seconded by Councilman Watt, all members voting aye,
the Council approved this request with the provision that the space be as
selected by the Village Manager. The Mayor also suggested the group be
requested to begin their renewals earlier than February if possible and
feasible.
Mr. Carver, Building Official, presented to the Council for preliminary
study a proposed replat for a certain portion of the Palm Beach-take Worth
Estates Plat, as planned by the Royal American Realty, Ine. This replat had
been presented previously to the P1ann~ng and .Zoning Advisory Board at its
September 23rd meeting and the Board recommended approval by the Village
Council, on conditions set forth in their minutes, copy of which was given
to members of the Village Council. The Council gave considerable study to
the replat which, if approved, will necessitate rezoning lots along U. S. #1
from C-1A to R-1. Th.e following items were mentioned. for further considera-
tion before the Council could proceed: (a) That all streets and waterways
be dedicated to the public use. (b) That all lots be included and none-
excluded in the replat. (c) That Parcels A, B, and C be dedicated to the
public use. (d) That Protective Covenants be filed with the final plat,
along with full drawings for water, sewer, and drainage installations.
(e) That the name of the Village be placed above the name of the subdivision,
"The Lake Colony." when these details have been cleared, the Council will
again consider the replat for acceptance and then call for any required_
public hearing on rezoning, as requested.
Mr. Carver also presented to the Council a proposed development plan for
construction of apartments in t]ae south end of the Palm Beach-lake worth
Estates Plat, on Lots 147-150, by the H-G Builders, Inc. The builders
request permission to relocate the cul-de-sac of Doolen Court 70 feet westerly,
so as to allow the required off-street parking. This request has been recom-
mended by the Planning and Zoning Advisory Board., provided. (1) the work is
done by the builders according to city specifications and at no cost to the
Village, (2) that adequate arrangements be made for entrance and exit of all
emergency vehicles, (3) that construction of the proposed project commence
within one year from date of Village approval for relocation of the cut-d.e-sac.
After consideration, the Village Council postponed action on this request until
such time that the request is presented by the owner of the land. However, it
was the opinion of the Council that favorable action could be expected.
with no further business to come before the Council, the Mayor adjourned the ---
meeting at 9:50 P. M.
