05-05-1964 VC REG-M. MINUTES OF AN ADJOURNED MEETING of the VILALGE COUNCIL OF NORTH PALM BEACH held May 5, 1964 ' Present: Harold W. Beery, Mayor Thomas F. Lewis, Vice-Mayor . Thomas R. Bell, Councilman Herbert M. Gibson, Councilman Walter E. Thomas, Councilman ' Herbert Gildan, Village Attorney Frank R. Spence, Village Manager and Clerk Mayor Beery called the meeting to order at 8:00 p.m. and asked the Clerk to call the roll, all members being present. Mayor Beery stated that the purpose of this meeting was to consider certain items tabled or referred for study at the last meeting. • On motion of Councilman Thomas seconded by Councilman Gibson, all members voting aye, except Vice-Mayor Lewis, who voted nay, proposed Ordinance X91 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, CREATING THE NORTH PALM BEACH COUNTRY CLUB BOARI) OF GOVERNORS; PROVIDING FOR THE NOM- INATION, APPOINTMENT AND QUALIFICATION OF THE MEMBERS THEREOF; PRESCRIBING ITS POWERS, DUTIES, AND FUNCTIONS; REPEALING ORDINANCES IN CONFLICT; AND FOR OTHER PURPOSES. was placed on first reading. There was much discussion about the ordinance and the Village Attorney was asked to make certain sugl;ested changes and re-submit it for consideration ' before second reading while it pursues its regular course. The Village Attorney informed the Council that an Ordinance cannot come up for second reading in less than ten (10) days after its initial reading unless all five Councilmen agree to waive the rules and vote for it. Councilman Thomas moved that the swimming pool be removed from proposed Ordinance N91, but the motion died for a lack of a second. On motion of Councilman Thomas, seconded by Councilman Gibson, all members voting aye, the date of appointing the Board of Governors annually was changed form May 1st to June 1st and the budget submittal date of the Board of Governors to the Village Manager was changed from July 1 to August 1. There was some discussion on the need for a preamble or statement of policy on behalf of the Vi11aI;e Council with regard to the creation of a Country Club Board of Governors, and that such a statement should be incorporated into proposed Ordinance #91. • On motion of Councilman Gibson, seconded by Councilman Thomas, all members voting aye except Councilman Bell, who voted nay, the follotoing general statement of intent was to be drawn up in the £orm of a resolution stating to the Board of Governors of the Country Club that it was to be the policy and intent of the present Council in creating such a Board of Governors that it should operate the North Palm Beach Country Club as near as possible in such a manner so as not to put an undue burden or hardship on the Village taxpayers, but ' wherever possible to make it available to as many residents as feasible as a community recreation facility. Mayor Beery instructed the Clerk to ask the proposed Board of Governors to attend the next regular meeting so that this policy could be discussed. On motion of members voting aye, meeting.
