Mayor Beery called the meeting to order at 8:00 p.m, an d asked the Clerk
to call the roll, bhere being a quorum present. Due to a bad cold, Mayor Beery
requested Vice-Mayor Lewis to chair the meeting.
On motion of Councilman Watt, seconded by b4ayor Beery, all members
voting aye, the resignation of Councilman Walter Thomas was ac cepted effective
August 23, 1964.

On motion of Mayor Beery, seconded by Councilman Watt, all members voting
aye, the rules of order were waived to allow Resolution @206 t o be read at this
time.
On motion of Mayor Beery, seconded by Councilman Watt, all members voting
aye, Resolution N206 entitled

The Village Clerk then proceeded to duly swear in Leslie 0. Churchill
as Councilman,
Vice-Mayor Lewis requested the Clerk to read the minutes of August 11,
1964 and August 12, 1964, these being approved as read.
Vice-Mayor Lewis reported that he and other members of the Council and
the Village Manager had appeared before the School Board to present the views
of our residents relating to the transferring of Village children to the new
Allamanda School.
Mr. Tom plegler, representing Burnup and Sims, Inc., presented his
Company's request for a franchise to install a Community Antennae T-V cable in
the Village. The franchise would be for 30 years and would entail their in-
stalling a 200 - 300 foot master antennae and cable so that this would not be
a predecessor to paid T-V nor could these lines be used for such a purpose.
He stated that this would add a taxable inventory to the Village of 8 miles at
$5,000 per mile. The Council stated that it would take the request under con-
sideration.
Mr. Scott Hood, representing the Riviera Beach High School Booster Club,
appeared before the Council to request the Village as well as other surrounding
communities to donate $100, towards the construction of a concession stand at
the football field. He stated that it would be needed before the end of the
football season.
On motion of Mayor Beery, seconded by Councilman Churchill, all members
voting aye, the Village Manager was instructed to put a $100, in the forthcoming
budget for this requested donation, payable in December.
The Clerk read a letter from John Martin, Superintendent of Public Instruct-
ion requesting that in the future the Village aid the School Board in helping
them to provide adequate school sites, especially as the Village expands and
developes in raw areas.
' The Clerk read a letter from the Palm Beach County Health Department
regarding the pending Village Ordinance controlling and prohibiting use of
certain pesticides and insecticides which they recommend adoption of. The Health
Department also recommended that the Village nor approve a license for commercial
lawn spraymen unless an inspection and approval has been made by their office.
The Village Attorney was instructed to review the Health Department's recommend-
ations and to incorporate them and other regulatory provisions into a revised
version of proposed Ordinance X100.
The Clerk read a letter written by the Village Manager to County Commissioner
E. F. Van Kessel Stating the Village's position regarding the access route to the
Allamanda School and the conditions set by the Village. This letter is incorporated

into a Resolution to be considered by the Council later in the meeting. .
The Clerk read a letter from C. H. Block, Executive Vice-President of the First
Marine Bank, stating that the Bank would be glad to lend money to tYie Village at
' a rate of 4%~O' provided the Village maintained an account at this bank. The Village
Manager was authorized on a discretionary basis to utilize and contact as many banks
as possible so as to secure the best interest rate when borrowing and the highest
rate when investing.
The Clerk announced that the Libz•ary would hold an open house at their new facility
on Sunday, August 30th, from 4 P.M. to 6 P.M.

Proposed Ordinance No. 100 was referred to the Village Attorney for review and
• correction in line with discussions and recommendations made earlier in the evening
by the Council and the County Health Department.

On motion of Councilman Watt, seconded by Councilman Churchill, all members
voting aye, Resolution No. 208 entitled

The Council requested the Village Manager to contact Miss Rappaport and ask
if she could be present for the presentation at the next Council meeting.

was adopted.
By secret ballot, the Council unanimously voted to appoint Mr. James Moore to
the Planning and Zoning Advisory Board to fill the vacancy caused by the resigna-
tion of Mr. Wallace Saltzstein. The Village Attorney was instructed to prepare
the appropriate resolution for consideration at the next regular meeting.
The Village Manager was instructed to pursue the request of the Village to get
pedestrian walkways across the Earman River on U. S. #1 and on Prosperity Farms
Road, since the Village had not received any reply to their inquiries.
The Council authorized the Village Manager to secure proposals from private refuse
collection firms to ascertain whether or not these firms could provide the same
service at a much lower cost. A letter from Municipal Refuse Service, Inc.,
signed by Albin Olson, was then read, expressing an interest in presenting a
proposal.
The Village Manager was instructed to have a survey of all speed requirements
in the Village undertaken by the Police Department and that the Village Attorney
be prepared to adopt these recommendations into the proper o~•¢Iinance form for
consideration by the Council at the next meeting 'and to modify the Model Traffic
Code.

The Village Manager was instructed to contact the County TB Association to
get their X-Ray schedule for this area again for the benefit of our residents.
There being no further business to come before the Council, on motion of Mayor
Beery, seconded by Councilman Watt, all members voting aye, the meeting was
adjourned at 10 P.M.

MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF
NORTH PALM BEACH, FLORIDA, HELD SEPTEMBER 8, 1964
Present: Mayor Harold Beery, Vice-Mayor Thomas F. Lewis, Councilmen Thomas R. Bell,
Leslie 0. Churchill, Herbert A. Watt, and Village Attorney Herbert Gildan and Village
Manager Frank R. Spence (also Village Clerk).
' Mayor Beery called the meeting to order at 8 P. M. and asked the G~rk to call the
roll, all members being present. Mayor Heery then personally presented to Miss Mimi
Rappaport a framed Copy of Resolution No. 208, which cited Miss Rappaport for her
heroism. ---
The Village Clerk then read the minutes of a meeting held August 25, 1964, these
being approved as read.
The Village Treasurer read the fiscal reports for the General Fund for the month
of August 1964 and stated that the fiscal report would be ready for the Country
Club at the next meeting.
On motion of Vice-Mayor Lewis, seconded by Councilman Watt, all members voting aye,

The Village Manager was instructed to get the recommendation of the Chief of Fblice
on the matter of requiring off-street parking on the streets of the Village. The
M~neger was also instructed to determine if the Village has complete authority to
set the speed limits on Prosperity Farms Road.

The Village Manager announced that the official dedication of the
Post Office would be held Saturday, September 11, 1964 at 2:00 P. M. f
The Village Manager was instructed to determine what the best time
would be for the Village to send Resolutions to the State Road Department and
the County. In the meantime the Village Attorney was instructed to draw up the
appropriate Resolra~ ions.
The Mayor announced that the Village Council would hold workshop meetings
to discuss the forthcoming Budget next week on September 15, 16 and 17, at 7:30
• P.M. at the Village Hall and that these meetings would be open to the public.
There being no further business to come before the Council, the meeting
was adjourned at 9:45 P.M. to reconvene September 22, 1964, at 8 P. M.
