07-02-1963 VC SP-Mr~ ~~ MINUTES OF A SPECIAL MEETING of the VILLAGE COUNCIL OF NORTH PALM BEACH held ' July 2, 1963 Present: Warren P. T.atoul, Mayor Louis J. Aiello, Vice-Mayor Harold W. Beery, Councilman Thomas R. Bell, Councilman Frank J. Hahn, Councilman Albin R. Olson, Village Manager ' and Clerk Absent: C. Robert B-urns, Village Attorney At the call of Mayor Tatoul, a special meeting of the Village Council was ~ held at its regular meeting place at 5:00 p.m. on July 2, 1963, for the purpose of considering proposed Ordinance #80 providing for the collection of certain cigarette taxes recently authorized by the State Legislature, proposed Resolution #163 providing for the transfer of £uhds from the General Fund Contingency account to the Country Club account, and proposed Resolution #164 authorising the borrowing of funds in anticipation of taxes. On motion of Councilman Be11, seconded by Councilman Hahn, all members voting aye, proposed Ordinance #SO entitled AN ORDIAiANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, RELATING TO TAX ON CIGARETTES; FIXING RATE5, PROVIDING FOR COLL£CT'ION AND USE OF PROCEEDS; AND OTHERWISE PEATAINIIVG TO THE LEVY OF SUCH TAX. was placed on first reading and. read in full. On motion of Vice-Mayor Aiello, seconded by Councilman Bell, all members ' voting aye, the rules were waived, and proposed Ordinance- #80 was placed on second reading and read by title only. On motion of Vice-Mayor Aiello, seconded by Councilman Be11, all members voting aye, proposed Ordinance #80 was enacted. On motion of Councilman Hahn, seconded by CounciLnan Beery, alI members voting aye, proposed Reso-lution #163 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE 1962-1963 BUDGET.. was adopted. On motion of Vice-Mayor Aiello, seconded by Councilman Hahn, all members voting aye, proposed Resolution #164 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE VILLAGE TO BORROW THE SUM OF SIXTEEN THOUSAND SEVEN HUNDRED DOLLARS ($16.,700.} IN ANTICIPATION OF RECEIPT OF TAXES TO BE LEVIED FOA THE CALENDAR YEAR ' 1963. was adopted. Country Club Advisory Board Chairman Nichols and Greens Committee Chairman Lange appeared before the Village Council for the purpose o£ discussing the matter of having a recognized agronomist examine the golf course and rendering a written report o£ his findings and recommendation. On motion of Councilman Beery, seconded by Councilman Hahn, all members voting aye, Chairman Nichols was authorized to contact Dr. G. C. Horn of the University of Florida and hire his services for two days at a cost not to exceed $100. per day plus expenses. The Village Council reviewed the applications received for the position of Village Manager and placed the matter in abeyance for further discussion at a future meeting. • The meeting was adjourned at 11:45 p.m. on motion of Councilman Beery, all members voting aye. ~"~~ .
