Mayor Aubrey called the meeting to order at 9:17 p.m. All members of Council were present,
except Councilman Bush, who had a work conflict. All members of staff were present.
RIGHT OF WAY ASSET DATA COLLECTION AND ASSET MANAGEMENT
Discussion took place concerning a piggyback contract with Data Transfer Solutions, LLC (DTS) for
right -of -way asset data collection and asset management system development at a cost not to
exceed $37,400.
Mr. Kelly explained the purpose is to identify and evaluate the condition of Village infrastructure
assets and develop a cost - effective management plan to minimize and normalize annual operating
and capital maintenance costs.
Public Works Director Brian Moree explained that DTS would provide an assessment of the
condition of all roadways (including striping and markings), alleyways, facility parking lots,
curbing, and sidewalks; and assessment and GPS location information on all street signs and
street lights. Mr. Moree stated that Engenuity has been approached regarding a service agreement
for the storm drains, as DTS does not provide that service. Mr. Moree addressed questions regarding
the alley walls. Discussion ensued on standards for road resurfacing and repaving. Mr. Moree
described how the condition information is gathered and how the VUEWorks Asset Management
Software would be developed and used. Mr. Moree discussed the state contract for IT services.
Mr. Kelly advised that this technology would provide a starting point in developing a projection
of future needs for streets, signs, and lighting, as well as identify the number and location of
assets for hurricane recovery purposes.
Council requested a detailed list of all the infrastructure items to be covered, and the uses and
benefits of the analysis. Council expressed interest in viewing a demo of the product and /or an
evaluation of the benefits and cost effectiveness of the system from other cities that use it.

PLANNING CONSULTANT SERVICES FOR PREPARATION OF UNIFIED LAND
DEVELOPMENT CODE
Mr. Kelly reported that eight proposals were received in response to the Village's Request for
Proposals (RFP) for planning services to assist in the development and preparation of a Unified
Land Development Code (ULDC). Mr. Kelly advised that staff recommended accepting the
proposal submitted by Calvin, Giordano & Associates.
Michael Redd, of Michael Redd and Associates, and William Whiteford, of Team Plan, Inc.
addressed the Council concerning the RFP.
Community Development Director Chuck Huff and Village Planner Jodi Nentwick discussed
how the RFP and Scope of Work were developed.
Shelley Eichner, Principal, Calvin, Giordano & Associates, addressed the Council concerning the
proposal submitted by the firm.
This item was forwarded to the next Regular Session agenda.

With no further business to come before the Council, the meeting was adjourned at 10:30 p.m.
