ROLL CALL
Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present,
except Councilman Norris, who was out of town. All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Gebbia gave the invocation. The Pledge of Allegiance was led by Mayor Aubrey.
APPROVAL OF MINUTES
The Minutes of the Regular Session held July 10, 2014 were approved as written.
SECOND READING OF ORDINANCE 2014 -06 — ZONING CODE AMENDMENT —
PARKING SPACE REQUIREMENTS
A motion was made by Councilman Manuel and seconded by Vice Mayor Gebbia to adopt and
enact on second reading Ordinance 2014 -06 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA AMENDING APPENDIX C (CHAPTER 45), "ZONING," OF THE
VILLAGE CODE OF ORDINANCES BY AMENDING ARTICLE III, "DISTRICT
REGULATIONS," TO REDUCE THE MINIMUM SIZE FOR OFF - STREET PARKING
SPACES; AMENDING SECTION 45 -27, "R -1 SINGLE- FAMILY DWELLING DISTRICT,"
SECTION 45 -28, "R -2 MULTIPLE - FAMILY DWELLING DISTRICT," SECTION 45 -30, "R -3
APARTMENT DWELLING DISTRICT," SECTION 45 -31, "C -A COMMERCIAL DISTRICT,"
SECTION 45 -31.1, "CB COMMERCIAL DISTRICT," AND SECTION 45 -32, "C -lA
LIMITED COMMERCIAL DISTRICT," PROVIDING FOR CODIFICATION; PROVIDING
FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Kelly reported the proposed ordinance was revised to reflect that off - street parking may be
enclosed in the dwelling (i.e., in a garage), in an accessory building (i.e., in a detached garage or
carport), or in an unenclosed area or a driveway.

Mayor Aubrey opened the public hearing. There being no comments from the public, Mayor Aubrey
closed the public hearing.
Thereafter, the motion to adopt and enact Ordinance 2014 -06 on second reading passed unanimously.

FIRST READING OF ORDINANCE 2014 -07 — CODE AMENDMENT PROHIBTING
RETAIL SALE OF DOGS AND CATS
A motion was made by Councilman Manuel and seconded by Councilman Bush to adopt on first
reading Ordinance 2014 -07 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA AMENDING CHAPTER 4, "ANIMALS AND FOWL," OF THE
VILLAGE CODE OF ORDINANCES TO PROHIBIT THE RETAIL SALE OF DOGS AND
CATS AND REGULATE BREEDING ACTIVITIES WITHIN THE VILLAGE; AMENDING
SECTION 4 -1, "DEFINITIONS;" CREATING A NEW SECTION 4 -13, "BREEDING AND
RETAIL SALE OF DOGS AND CATS;" PROVIDING FOR CODIFICATION; PROVIDING
FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Kelly reviewed the provisions of the proposed ordinance and detailed the exemptions
contained in the ordinance.
Discussion took place concerning regulation of pet sales, definition of reputable breeder, and zoning.
Thereafter, the motion to adopt Ordinance 2014 -07 on first reading passed unanimously.
CONSENT AGENDA APPROVED
A motion was made by Vice Mayor Gebbia, seconded by Councilman Manuel, and passed
unanimously to approve the consent agenda. The following items were approved:
Receive for file Minutes of the Library Advisory Board meeting held 6/24/14
Receive for file Minutes of the Recreation Advisory Board meeting held 7/8/14
RESOLUTION 2014 -46 — TENTATIVE MILLAGE RATE
A motion was made by Councilman Manuel and seconded by Vice Mayor Gebbia to adopt
Resolution 2014 -46 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ADOPTING A TENTATIVE MILLAGE RATE OF 7.6000 MILS FOR
FISCAL YEAR 2014 -2015; ESTABLISHING A DATE, TIME AND PLACE FOR THE FIRST
HEARING ON THE TENTATIVE BUDGET AND PROPOSED MILLAGE RATE;
AUTHORIZING THE VILLAGE MANAGER TO SUBMIT THE REQUIRED FORMS TO
THE PALM BEACH COUNTY PROPERTY APPRAISER; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Kelly recommended a tentative millage rate of 7.6000 mils, which is 15.90% above the
rolled -back rate of 6.5574 mils. Mr. Kelly noted the tentative millage rate establishes the maximum
millage rate the Village may consider and the rate may always be reduced. The first public
hearing on the tentative budget and proposed millage rate will be September 11, 2014 at 7:30 p.m.
Thereafter, the motion to adopt Resolution 2014 -46 passed unanimously.

RESOLUTION 2014 -47 — FIREFIGHTER PROTECTIVE CLOTHING PURCHASE
A motion was made by Councilman Manuel and seconded by Vice Mayor Gebbia to adopt
Resolution 2014 -47 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA APPROVING AND AUTHORIZING THE PURCHASE OF
FIREFIGHTER PROTECTIVE CLOTHING (BUNKER GEAR) FROM BENNETT FIRE
PRODUCTS COMPANY, INC. PURSUANT TO PRICING ESTABLISHED BY AN
EXISTING FIRE EQUIPMENT AND SUPPLIES CONTRACT WITH LAKE COUNTY; AND
PROVIDING FOR AN EFFECTIVE DATE.
Mr. Kelly and Fire Chief J.D. Armstrong reviewed the request to purchase five sets of bunker
gear from Bennett Fire Products Company, Inc. at a total cost of $6,499.75.
Thereafter, the motion to adopt Resolution 2014 -47 passed unanimously.
MAYOR AND COUNCIL MATTER/REPORTS
Councilman Manuel reported on the Palm Beach County League of Cities meeting held July 23, 2014.
VILLAGE MANAGER MATTERS /REPORTS
Mr. Kelly requested Council direction regarding a request for a resolution of support for
reauthorization of the Children's Services Council. The Council preferred to discuss the matter
at a Workshop Session before any resolution is brought forward for its action.
Mr. Kelly distributed information on the upcoming referendum for continuation of 0.25 mil tax
levy funding certain Palm Beach County School District teachers. Mr. Kelly requested Council
direction regarding support. By consensus, Council directed that an informational article on both
issues (Children's Services Council and School District 0.25 mil tax levy) be published in an
upcoming edition of the Village Newsletter prior to the November 4, 2014 referendums.
Chief of Police Richard Jenkins presented the semi - annual police department report.
Chief Jenkins announced National Night Out Against Crime would be held August 5, 2014 from
6:00 p.m. to 9:00 p.m. at Anchorage Park.
