Dear Residents, As I write this, I am in my 6th week on the job as your new manager. I already have met a number of residents who have shared their concerns and visions for the Village of North Palm Beach with me. I welcome all suggestions and ideas regarding how the Village can improve our services, amenities, appearance and businesses while maintaining our “sense of community”. One area of concern for a lot of folks is the future of the Country Club. We have a great golf course, tennis courts, and an Olympic-size pool, but the current club- house is not the appropriate type of facility to allow diverse uses by our residents. Therefore, in September, I will be seeking volunteers to serve on a committee to help me determine the potential array of services that may be provided to our resi- dents at a clubhouse. If you are interested in being on this fact-finding committee, please contact my assistant Joanna Sharp at jsharp@village-npb.org or 561-904- 2122. In the meantime, I will be out and about in our community, and I look forward to meeting more residents and business owners every day! Sincerely, Jim Kelly Village Manager SCHOOL DISTRICT OF PALM BEACH COUNTY CONTINUATION OF .25 MILL – REFERENDUM FACTS ● The School District has placed a Referendum on the November 4, 2014 Ballot for continuation of an existing 0.25 mill tax levy that funds more than 500 fine arts, PE and Choice/Magnet teachers in non-charter District schools. ● If approved, this levy will impact more than 90,000 students in over 120 non-charter District schools. Two teachers will be at the new Conservatory School of North Palm Beach ● A property owner in Palm Beach County will continue to pay $25 dollars for each $100,000 of assessed value. Residents with a homestead exemption will pay less. ● All funds collected from the tax levy will be overseen by an independent oversight committee of citizens and experts. They will monitor that the money collected will be spent properly for the designated purpose. ● If the referendum is passed, the tax will continue to be collected in 2015 and end in June 2019. Without voter approval, the tax will automatically expire in four years . Community News The Village of North Palm Beach has four lightning prediction systems that consist of sensors measuring elec- trostatic charges at ground level and in the atmosphere. These electrostatic charges, invisible to the naked eye, build prior to lightning occurrences. When conditions indicate that a lightning occurrence is probable, a signal is sent to alarm horns and strobe lights located at the North Palm Beach Community Center, Osborne Park, An- chorage Park and the North Palm Beach Country Club Pool. The systems are operational during park hours. The following procedures are to be followed when potentially dangerous weather exists: Warning Signal A Warning Signal (one long 15 second horn blast) will sound and strobe lights will activate when a potentially dangerous weather situation is approaching. The strobe lights are mounted on the Community Center, Osborne Concession Building, Anchorage Park restrooms and the NPB Country Club Restaurant. A potentially danger- ous weather situation exists. Procedures All activities in the park will end immediately and patrons must leave the park. It is recommended that park pa- trons seek shelter in their cars or a building. Patrons should avoid areas that are higher than the surrounding landscape, they should not use a tree for shelter, and they should keep away from metal objects such as bicy- cles, golf clubs, umbrellas, etc. All park patrons must wait until the Lightning Prediction System performs an All Clear Signal before returning to the park. All Clear Signal The All Clear Signal (three short horn blasts, two seconds apart) will sound, and the strobe lights will deacti- vate. After the All Clear Signal sounds and the strobe lights deactivate, park patrons may resume their activi- ties. Caution Neither the signal nor the system is intended to guarantee that conditions are safe. If the weather is threatening and no warning signal is heard or seen, use good judgment and clear the field. Do not wait for the warning sig- nal to activate, as the system can malfunction. Do You Know what the Lightning Detection Device Sounds Mean? A 2010 state law requires the Children’s Services Council to go before the voters of Palm Beach County for reauthorization in a general election by 2016. Reauthorization by voters simply allows Children’s Services Council to continue operating in Palm Beach County, as it has for 27 years. When will the reauthorization vote take place? Reauthorization will be on the general election ballot on Nov. 4, 2014. The state law gives the Council the option to request the vote in 2014 or 2016. The Council recommended 2014 at its regular meeting in early December 2013, and the Palm Beach Board of County Commissioners approved placement on the 2014 ballot at its regular meeting in early February 2014. What does the Children’s Services Council do? The work of Children’s Services Council has been a part of Palm Beach County for nearly three decades. From pregnancy to the teen years, raising healthy, safe and strong children is difficult for any family. The Children’s Services Council fund programs and services for pregnant women, families with infants and children under 6 – as well as afterschool services for school-age children and special programs for teens. The Solid Waste Authority (SWA) of Palm Beach County and the Village of North Palm Beach (NPB) are partnering to give you the chance to recycle more at home. Coming soon, your blue recycling bin will be getting a little bigger (25 gallons) and have a different shape. This will only be available for residents who are currently using these 18 gallon blue and yellow recycling bins. North Palm Beach was selected because of the great job that you are al- ready doing with recycling. This pilot program is to test if having a larger blue recycling bin increases recycling recovery and participation, and makes it easier for you, the residents. The SWA is providing all of the new larger recycling bins at no cost to residents or the Village. You’ll still use your current yellow recycling bin for all of your paper material. We expect the new blues will be delivered sometime in October, along with a reminder of what to put in each bin and contact information if you’d rather not participate. You can expect more information as we get closer to bin distribution. But to learn more about the pilot program, please email SWA at Recycle@SWA.org. Thanks for recycling, and keep up the good work! The North Palm Beach Police Department completed the second 3 year advanced re-accreditation process from April 13 - April 16, 2014. A team of CALEA (Commission on Accreditation for Law Enforcement Agencies) assessors arrived at the department and completed a full examination to include; department policy and procedure, management, operations and support services. The CALEA team completed the full review ending with a final report that was presented to Commissioners on July26, 2014. The Commission reviewed the on-site report and concluded that the department continued to meet all of the required accreditation standards and granted the department an Advanced Accreditation award for the next three years. This on-site re-assessment looked at standards that apply to patrol, investigations, administration, crime pre- vention, property and evidence, the Reserves, the Explorers programs, and all areas of Police Departments’ operations. This re-accreditation is a voluntary process where we “open our books” for outside scrutiny to insure that we meet the most rigorous set of standards designed for law enforcement in the United States. We agreed to meet all the standards applicable to the largest size agency defined by CALEA, and to prove compliance with those standards on a continual basis through docu- mentation and inspection. Inspections occur both internally and once every three years by a team of law enforcement professionals chosen by CALEA from non-bordering jurisdictions. In remembrance of the signing of the Constitution and in recogni- tion of the Americans who strive to uphold the duties and responsibilities of citizenship, the Congress, by joint resolution of February 29, 1952 (36 U.S.C. 106), designated September 17 as “Constitution Day and Citizen- ship Day,” and by joint resolution of August 2, 1956 (36 U.S.C. 108), re- quested that the President proclaim the week beginning September 17 and ending September 23 of each year as “Constitution Week.” The Constitution is the supreme law and landmark legal document of the United States of America. It establishes the three branches of the federal government and specifies the powers and duties of each branch. The United States Constitution is the oldest written constitution still in use and was framed by a convention of delegates from twelve of the thirteen original states in Philadelphia, Pennsylvania in May 1787 (Rhode Island failed to send a del- egate.) The Constitution was adopted on September 17, 1787 by the Constitutional Convention in Philadelphia. In 1791, a list of rights was added to the Constitution; the first ten amendments became known as the Bill of Rights. Mayor Darryl Aubrey has proclaimed September 17 as Constitution Day and Citizenship Day and the week of September 17-23 as Constitution Week in the Village of North Palm Beach.
