NORTH PALM BEACH HELD
July 24, 1961
Present: Walter E. Thomas, Mayor

Mayor Thomas called the meeting. to order at 8:00 p.m. and requested
. the Clerk call the roll.
Mayor Thomas stated the purpose of the meeting was to continue
discussion of a proposad agreement between William W. Blakeslee, Trustee,
and the Village of North Palm Beach.
Entering into discussion on the matter were Mr. William W. Blakeslee,
Trustee; Mr. John A. Schwencke, representing North Palm Beach Country Club,
Inc., and Mr. John J. Flowers, representing Brockway, Weber and Brockway,
village engineers.
Following a discussion of the proposed agreement item by item, on
motion of Councilman Aiello, seconded by Vice-Mayor Newell, all members
voting aye, proposed Resolution # 116 entitled

was adopted.
The meeting was-recessed at 10:20 p.m. on motion of Councilman Hahn,
seconded by Councilman Bowman, all members voting aye, to meet again on
Wednesday, July 26, at 8:00 p.m.

' The Village Council of the Village of North Palm Beach Village, Palm
Beach County, Florida, met in adjourned regular session at the regular
meeting place of the C ouncil in the Village Hall in the Village of North
Palm Beach Village at 8 o"clock P.M. on July 26, 1961 with Mayor Walter
E. Thomas present and presiding. The Village Cl erk called the roll, with
the Following results:
Present: Emerv J. Newell Vice--Mayor
' Louis J. Aiello, Jr. Councilman
Charles M. Bowman Councilman
Absent: Frank J. Hahn Councilman
There was also present Albin R. Olson, Village Clerk.
After the minutes of the preceding meeting had been read and approved,
and the poll books and certificates of the inspectors and clerks of the
special election held in the Village of North Palm Beach Village on July 25,
1961, having been presented and duly examined by the Council, the Council
proceded to canvass the returns of said election.
The following resolution was introduced in written form by Vice-Mayor
Emery J. Newell, was read in full, and discussed.
Thereupon, pursuant to motion made by Councilman Aiello and seconded.
by Vice-Mayor Emery J. Newell, the resolution was adopted by the following
vote:

Nay: None.
The resolution was thereupon approved and signed by the Mayor, was
attested by the Village Clerk, was ordered recorded, and is as follows:
RESOLUTION NO. 117
A RESOLUTION Cf:4~IVASSING THE RETURNS AND DECLARING THE RESULT OF A
SPECIAL ELECTION HELD IN THE VILLAGE OF NORTH PALM BEACH VILLAGE, PALM
BEACH COUNTY, FLORIDA, ON THE PROPOSITION OF ISSUING $1,430,000.00
' RECREATIONAL FACILITIES BONDS OF SAID VILLAGE.

WHEREAS, pursuant to Ordinance Number 65 adopted on June 24, 1961,
by the Village Council o£ the Village of North Palm Beach Village, Palm
Beach County, Florida, a special election was duly called and held in said
' pillage, whereat there was submitted to the freeholders who were qualified
electors residing in said village, the following proposition:
PROPOSITION
PROPOSITION OF THE ISSUANCE OF THE BONDS
' OF THE VILLAGE OF NORTH PALM BEACH IN THE
AMOUNT OF $1,430,000.00 BEARING INTEREST
AT NOT TO EXCEED FOUR AND THREE QUARTER
PERCENT (4 3/4%) PER_ANNUM, AND TO MATURE
IN NOT MORE THAN THIRTY (30) YEARS FROM THE
DATE THEREON, FOR THE PURPOSE OF PAYING THE
COST OF ACQUIRING THROUGH PURCHASE AND CON-
STRUCTION A BUILDING, FACILITIES, EQUIPMENT
AND GROUNDS FOR PUBLSC RECREATIONAL PURPOSES,
• INCLUDING GOLF AND SWIMMING, WHICH BONDS
SHALL CONSTITUTE FULL GENERAL OBLIGATIONS OF
THE VILLAGE AND BE PAYABLE FROM TAXES LEVIED
ON ALL TAXABLE PROPERTY IN THE VILLAGE.
and
WHEREAS, said election was duly called and held on said date and
the inspectors and clerks of said election have filed their returns,
which have been duly examined and verified and are as follows:

NOW, THEREFORE, Be It Resolved by the Village Council o£ the Village
of North Palm Beach, Florida, as follows:
• Section 1. That upon being duly advised in the premises, it is hereby
found and declared that for the special bond election referred to in the
preamble hereto, there were 983 qualified resident electors of said village
who were freeholders and qualified to vote at said election, that at said
election, that at said election there were cast on the proposition hereinabove
set out, a total of 685 votes, of which 601 votes were cast "For Bonds!' and
80 votes were cast "Against Bonds; and 4 ballots were mutilated and were nod
counted, and therefore, it is hereby declared that said proposition submitted
' at said election-has been approved by a Majority of the freeholders who were
r~ualified electors residing in said village anal participating in said election,
that a majority o£ the freeholders of said village qualified to vote at said
election did vote at said election, and that the Council of the Village o£
• North Palm Beach Village is thereby authorized to do any and all things

necessary to provide for the issuance, sale and delivery of the
Recreation Facilities Bonds so authorized.
Section 2. That this resolution shall take immediate effect upon
' its adoption. The Village Clerk is hereby authorized and directed to have
a certified copy of this resolution recorded in the minutes of the Board
of Commissioners of Palm Beach County, Florida, and any certified copy of
this resolution shall be deemed a certificate of the declaration of the
results of the aforementioned bond election of July 25, 1961.
