VILLAGE COUNCIL OF NORTH PALM BEACH
held
August 8, 1961

Mayor Thomas called the meeting to order at 8:00 p.m. and requested
the Clerk call the roll.
Mayor Thomas requested the Clerk read the minutes of a regular meeting
of the Village Council held July 11, 1961; the minutes of an adjourned meeting
of the Village Council held July 19, 1961; the minutes of an adjourned of the
Village Council held July 21, 1961; the minutes of an adjourned meeting of
the Village Council held July 24, 1961; and the minutes of an adjourned
meeting of the Village Council held July 26, 1961. The minutes of these
meetings were approved as read.
The Village Clerk read a letter signed by the majority of the property
owners located on Oyster Road requesting the melaleuca trees planted in the
parkway be removed and replaced with a ficus benjamina type tree.
The Village Manager was instructed to advise the property owners request-
ing the tree replacement that the trees could be replaced provided the cost
of replacement was borne by the property owners and that the type of tree
planted was approved by the Village Manager.
The Village Clerk read a-'-letter from Paty and Downey, Attorneys, re-
presenting the Catholic Diocese of Miami, requesting the Village release a
section of the canal aria located on the north side of Plat #4 for the purpose
' of providing an access road to a proposed churchto be located in the area.
The Village Manager was instructed to refer the matter to the Village
' Engineer and the Village Attorney for their recommendations.
The Village Clerk read a letter from bLc George Rue;.736 Jacana Way,
pertaining to the proposed administration of the North Palm Beach Country
Club facilities. The Village Council acknowledged the letter and requested
the Village Manager express the Council's appreciation to Mr. Rue.
A public hearing-was held concerning a requested rezoning of Loth 22
through 37 inclusive, Block 40, Plat No. 6, Village of North Palm Beach, from
R-2 Multiple Family Di-strict to R-1 Single Family District.
On motion of Councilman Aiello, seconded by Councilman Bowman, all
members voting aye, proposed Ordinance No. 68 entitled
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM
• BEACH COUNTY, FLORIDA, AMENDING ORDINANCE N0. 20, BEING
THE COMPREHENSIVE ZONING ORDINANCE OF THE VILLAGE BY
REMOVING CERTAIN PROPERTY FROM THE A-2 MULTIPLE FAMILY
DWELLING DISTRICT AND RECLASSIFYING SAID PROPERTY AS
R-1 SINGLE FAMILY DWELLING DISTRICT; BY DIRECTING THE
VILLAGE CLERK TO BRING THE OFFICIAL ZONING MAP UP TO DATE;
BY PROVIDING FOR THE REPEAL OF ORDINANCES IN CONFLICT
HEREWITH AND FOR OTHER PURPOSES.

On motion of Vice-Mayor Newell, seconded by Councilman Bowman, all
members voting aye, proposed Ordinance No. 66 entitled
AN ORDINANCE ASSUMING JURISDICTION OVER THE APPREHENSION,
' TRIAL, HEARING AND DISPOSITION OF OFFENSES COMMITTED BY
PERSONS UNDER SEVENTEEN YEARS OF AGE IN VIOLATION OF
ORDINANCES RELATING TO THE REGULATION OF TRAFFIC AND THE
OPERATION OF MOTOR VEHICLES; PROVIDING FOR CONDITIONS UNDER
WHICH SUCH OFFENDERS SHOULD BE HEARD AND FOR THE IMPOSITION
OF PENALTIES IN CONNECTION THEREWITH, INCLUDING THE SUSPEN-
S~ON OF DRIVER'S LICENSES; AND PROVIDING FURTHER THAT WHEN IT
IS DEEMED PROPER TO PLACE ANY SUCH OFFENDER IN CONFINEMENT,
THE CASE SHALL BE TRANSFERED TO THE JURISDICTION OF THE
JUVENILLE COURT OF PALM BEACH COUNTY, FLORIDA, AND FOR ALL

' On motion of-Vice-Mayor Newell, seconded by Councilman Bowman, all
members voting aye, proposed Ordinance No. 67 was enacted.
The Village Council discussed the matter of installing a bulkhead
section in the dedicated park area located in the Yacht Club Addition plat.
The Village Manager was instructed to contact the Latham Construction Company
to determine the cost and the time work could commence.

On motion of Vice-Mayor Newell, seconded by Councilman BDWman, all
members voting aye, the list of accounts payable was approved for payment.
