04-11-1961 VC REG-Mn .~ MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD April 11, 1961 Presents Walter E. Thomas, Mayor Emery J. Newell, Vice-Mayor Louis J. Aiello, Councilman Charles M. Bowman, Councilman Frank J. Hahn, Councilman John Farrell for C. Robert Burns Village Attorney Albin R. Olson, Village Clerk ' and Village Manager Mayor Thomas called the meeting to order at 8:00 p.m. and requested the Clerk to call the roll. Mayor Thomas requested the Clerk to read the minutes of a regular meeting of the Village Council held March 14 , the minutes of a special meeting of the • Village Council held March 22, and of a special meeting of the Village Council held April 3, 1961. The minutes were approved as read. The Village Clerk read a letter addressed to the Council from Mr. Leonard V. Fairman, Director of Civil Defense, Riviera Beach, requesting the Village participate in sharing the cost with other ad3acent municipalities for the purchase of a Civil Defense Rescue Vehicle. The Village Manager was instructed to advise Mr. Fairman that the current village budget precludes any expenditures of this type at this time and the matter would be reconsidered when the budget for next year is being prepared. On motion of Councilman Aiello, seconded by Vice-Mayor Newell, all members voting aye, proposed Resolution #106 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE VIIJ,AGE TO BORROW THE SUM OF SEVENTY-FIVE HUNDRED DOLLARS 07,500.00) IN ANTICIPA- TION OF RECEIPT OF TARES TO BE LEVLD FOR THE CALENDAR YEAR 1961. was adopted. On motion of Vice-Mayor Newell, seconded by Councilman Bowman, all members voting aye, proposed Resolution #107 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, PALM. BEACH COUNTY, FIARIDA, CONCERNING COUNTY PRECINCT BOUNDARIES. was adopted. On motion of Councilman Hahn, seconded by Councilman Aiello, all members voting aye, proposed Resolution #108 entitled A RESOLUTION OF THE VILLAGE COUPdCII, OF THE VILLAGE OF NORTH PRIM BEACH, PALM BEACH COIINTY, FLORIDA, REQUESTING THE COUNTY COMMISSSON OF PALM BEACH, E'LORIDA, TO CONSIDER THE THE ESTABLISHMENT, OPERATION, AND MAINTENANCE OF ADDITIONAL PUBLIC RECREATION AREAS INCLUDING ADDITIONAL BEACH AREAS FOR OCEAN BATHING AND FISHING IN THE COASTAL AREAS OF PALM BEACH COUNTY AND FOR OTHER PUP,POSES. was adopted. ' On motion of Vice-Mayor Newell, seconded by Councilman Aiello, all members voting aye, proposed Ordinance #62 entitled AN QRDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, AMENDING ORDINANCE NO. 20, AS HERETOFORE AMENDID, THE SAFE BEING THE COMPREHENSIVE ZORrING ORDINANCE OF SAID VILLAGE, BY REMOVING CERTAIN PROPERTY FROM THE R-1 SINGLE FAMILY DWELLING DISTRICT AND RECLASSIFYING SAID ' PROPERTY R-2 MULTIPLE FAMILY DWELLING DISTRICT; BY AMENDING THE FLOOR AREA REGULATIONS FOR R-2 MULTIPLE FAMILY DWELLING DISTRICT; BY AMENDING OFF-STREET PARKING REGULATIONS FOR R-2 MULTTPTF FAMILY DWELLING DISTRICTS; BY AMENDING THE BUILDING HEIGHT REGULATIONS PERTAINING TO ZONING CLASSIFI- CATION R-? APARTMENT DWELLING DISTRICT; BY REMOVING CERTAIN PROPERTY FROM THE R-1 SINGLE FAMILY DWELLING DISTRICT AND RE-CLASSIFYING SAID PROPERTY C1A LIMITED COMMERCIAL DISTRICT; BY DIRECTING THE VILLAGE CLERK TO BRING THE OFFICIAL ZONING MAP IrITO CONFORMANCE HEREWITH; BY PROVIDING FOR THE REPEAL OF -1- ORDINANCES HEREWITH; AND FOR OTHER PURPOSES. was amended by deleting sub-section 1 of Section 1 pertaining to the re-zoning of Lots 9, 10 and 11, Block 50, Plat #6, Village of North Palm Beach. ' On motion of Vice-Mayor Newell, seconded by Councilman Hahn, all members voting aye, proposed Ordinance #62 as amended was placed on second reading and read in full. On motion of Counci]man Aiello, seconded by Vice-Mayor Newell, all members voting aye, proposed Ordinance #62 as amem7ed was enacted. The Village Manager was instructed to inspect the Federal government surplus property depot at Starke, Florida, for the purpose of ascertaining 3f any materials needed by the Village were available. The Vi17.age Manager requested permission to attend the Florida City Managers Short Course to be held at Winter Park, Florida, on April 23 - 26. The request was granted. The statistical Data Report for the month of March was distributed to the Council. • On motion of Vice Mayor Newell, seconded by Councilman Hahn, all members voting aye, the list of accounts payable was approved Yor payment.
