VILLAGE OF NORTH PALM BEACH COMMUNITY DEVELOPMENT TO: Planning Commission FROM: Jodi Nentwick, Village Planner DATE: May 15, 2012 SUBJECT: RECOMMENDATION -- Small -Scale Comprehensive Plan Amendment to request a Special Policy to increase the FAR for North Palm Beach Elementary School The Village Administration has received an application from The School District of Palm Beach County requesting a special policy to amend the Village's Comprehensive Plan to increase the Maximum Floor- Area -Ratio (FAR) from 0.15 to 0.35 Educational Uses. The subject property consists of approximately ten acres and is located at 401 Anchorage Drive. The School District of Palm Beach County is proposing to modernize the existing North Palm Beach Elementary School. The school demolition is anticipated to commence in November 2012 and construction to commence in spring 2013. The new school will be occupied in August 2014. The Village adopted its first Comprehensive Plan in 1989 as part of the Growth Management Act. At that time, the maximum 0.15 FAR for Education Uses was established based on the existing land use. This amendment is necessary to increase the Maximum Floor - Area -Ratio (FAR) from 0.15 (current) to 0.35 (requested) specifically for North Palm Beach Elementary School. North Palm Beach Elementary School has been approved for modernization by the School Board and is included in its current budget. The modernization is scheduled to be completed in August 2014. The FAR of 0.15 in the current Comp Plan was established in the 1980s. In order to accommodate today's typical public schools, with its amenities inclusive of modern technology, arts programs, and state of the art facilities, it is necessary to raise the FAR from 0.15 to 0.35. Please note that the Village's current Comprehensive Plan allows a .30 FAR for Public Facilities Uses. Section 2.0 consists of a brief summary and analysis of proposed amendment NPBCP Amendment 12 -2 to Special Policy 1.A.4.e.3. Section 3.0 presents an analysis of the cumulative impacts of the proposed amendment to the Village of North Palm Beach Comprehensive Plan. Section 4.0 contains an assessment of proposed amendment 12 -2, in terms of the Regional Policy Plan and State Comprehensive Plan. SCA 12 -2 Policy 1.A.4.e.3 —Comp Plan Amendment North Palm Beach Elementary School 2.0 ANALYSIS OF SMALL -SCALE COMPREHENSIVE PLAN AMENDMENT - SPECIAL POLICY TO POLICY 1.A.4.e.3 A. Name or Designation: North Palm Beach Elementary School B. Parcel Description of Location: The 9.9 acre parcel is located at 401 Anchorage Drive in the Village of North Palm Beach. It was originally built in 1958 with a permanent capacity at that time of 834. The property is more or less rectangular in shape. It is adjacent to residential on three sides, and to public use on the other side. C. Existing Future Land Use and Zoning Designation: The current Future Land Use designation is "Educational" and the current zoning designation is "Public Use." The applicant is not proposing to change the future land use or the zoning designations. D. Abutting Land Use Summary: The property is adjacent to residential use on the north, south and west sides and to public use on the east side. E. Subject Property Development Potential: The School District plan is to keep North Palm Beach Elementary School functioning as a public elementary school. The proposed amendment is to amend the Special Policy to increase the FAR from .15 to .35 to accommodate the new design of the modernized school. F. Infrastructure Impacts: Since the proposed amendment is to change a special policy to increase the FAR for the subject property to allow the modernization of North Palm Beach Elementary School the infrastructure needs will not increase. G. Consistency with the Comprehensive Plan: the proposed amendment to the policy is consistent with the comprehensive plan goals, objectives and policies. The use will remain the same. The Village's design standards will be adhered to and the Village will have updated public elementary schools with first class amenities. Density Residential This section examines the consistency of the policy amendment with the Village's Comprehensive Plan. 3.1: DATA AND ANALYSIS: 0 SCA 12 -2 Policy 1.A.4.e.3— Comp Plan Amendment North Palm Beach Elementary School Justification: The applicant must provide adequate justification that the proposed amendment is compatible and will not create negate impacts. Chapter 163, FS was substantially revised and Rule 9.15 was repealed. The statutes however continue to require that the local governments' future land use plans be based on a number of factors including population projections, land use and availability of public services. This analysis addresses those issues. Proposed amendment 12 -2 to the policy to increase FAR to accommodate North Palm Beach Elementary School is considered a small scale amendment. Due to the nature of the proposed amendment, it is determined that there are no associated land use impacts. North Palm Beach Elementary school has existed on its current site since 1958. It was designed at that time with a capacity of 834. It continuously functioned as a public elementary school. The School Board made a commitment to the local governments in 2000 not to just build new schools to accommodate the growing student population, but also to modernize existing school on the east side of the County in order to provide equitable state of the art facilities to all students of Palm Beach County. North Palm Beach Elementary school was ranked for modernization and therefore budgeted in this year's capital plan. Through the years, through class size reduction, the State Department of Education decreased the capacity of the School to 676. There are also 3 portables on site. The plan is to modernize the entire campus with updated facilities, remove the three portables. In accordance with the Department of Education requirements buildings 8 and 9 will remain since they were built in 1995 and are generally in good condition. The existing FAR is .22 not including the 3 portables. The Comprehensive Plan which includes the .15 FAR for Education uses was adopted in the 1980's after the school was constructed. It is concluded that the proposed amendment to the subject policy to increase the FAR for Educational uses from .15 to .35 is consistent with the requirements of the comprehensive plan. The land use pattern will remain the same with a modernized public elementary school. 3.1.1: Existing Land use Inventory: NPBCP Amendment 12 -2 will impact a 9.9 acres educational site. The property is currently developed as a public elementary school and the use will remain the same. The site is not listed on the Florida Master Site File or the National Register of Historic Places. There is no impact on the Village existing land uses as a result of the change to this policy contained in this amendment. 3.12: Current Population Estimates: The current population estimate and projected population of the Village are not affected as the site is developed as a public elementary school and will continue to operate as such. The resident population is approximately 12,600 with a peak day seasonal population of an additional 1500 residents. 8 SCA 12 -2 Policy 1.A.4.e.3— Comp Plan Amendment North Palm Beach Elementary School 3.13: Delineation of Village Planning Areas: NPBCP 12 -2 will not affect the corporate limits or the boundaries of the Village. The site is located on Anchorage Road, close to US 1 and the school has been there since 1958. 3.14: Vacant Land Analysis: Not applicable 3.15: Land Use Projections: The site will continue to accommodate an elementary public school. The facilities will completely be upgraded and continue to serve the students residing in the Village and Palm Beach County. The Art program is planned to be expanded and become even more outstanding. The planned capacity for the school is 753 with a projected enrollment of between 400 and 450 students. 3.16 Land use Projections: The land use for this site is not projected to change. The school is just being modernized. The School District has no plans to discontinue using of this site as a School. 3.17 Infrastructure Impacts: The small scale amendment to increase the FAR for educational facilities in order to accommodate the modernization of North Palm Beach Elementary school will have no additional impact on the Village's infrastructure system. The impacts from the school are already accounted for when it was originally built at a capacity of 834 in 1958. Infrastructure improvements were made based on the original planned capacity of the school. However the school district will make necessary improvements if required to comply with the Village's level of service and any other infrastructure requirements. The modernization will comply with the Village's Transportation Element Policy 1.2 regarded the adopted level of service of "D." and Infrastructure Element Policy 1.1 for potable water service from Seacoast Utilities. The School District has employed Simmons and White to conduct necessary traffic studies, Gene Difonte, P.E., civil engineer, has provided the required drainage statement. The amendment to the subject policy will not impact the Capital Improvement Element, since it will not result in any necessary capital improvements to the Village. 3.2 GOALS, OBJECTIVES AND POLICIES NPBCP Amendment 12 -2 is consistent with the Village's Comprehensive Plan. It does not conflict with any of the requirements in the elements. It supports the Public Education Facilities Element. The school location is in accordance with the Village's Future Land Use Map and is proximate to residential uses. 3.3 OTHER PLANNING CONCERNS 0 SCA 12 -2 Policy 1.A.4.e.3— Comp Plan Amendment North Palm Beach Elementary School No additional planning concerns have been identified. Community meetings will be held to keep the residents and neighborhoods informed every step of the way as the school is modernized. 4.0 CONSISTENCY WITH REGIONAL AND STATE PLANS 4.1 REGIONAL POLICY PLAN: No additional impact. SCA is In compliance with the Regional Plan to provide educational facilities to meet the needs of the students. The site has accommodated an existing school since 1958. 4.2 STATE COMPREHENSIVE PLAN: Provides for necessary educational facilities to meet the needs of the students. SCA is In compliance with the State's Comprehensive Plan. 5.0 CONCLUSION AND RECOMMENDATION The following finding and staff recommendation are presented. 5.1 FINDING NPBCP Amendment 12 -2 is consistent with the provisions of the 2020 Village of North Palm Beach Comprehensive Plan. The amendment modifies a policy to increase the FAR to allow for the modernization of North Palm Beach Elementary School which has existed on its current site since 1958. It is consistent with the Future land use Element and Capital Improvement Element. The amendment will not create any negative impact; rather, the campus will be improved with state of the art facilities. We have discussed the drainage portion of the project with the staff at the South Florida Water .Management District (S;FWMD) and the ,general portion of the project with the staff at the School District of Palm Beach County. The existing school campus was constructed in the late 1950's on approximately 10 acres. During the subsequent years, improvements were rnade to the campus to serve the needs of the school's population. The modernized elementary school campus will also be situated on approximately 10 acres. It is located along at the northeast quadrant of the intersection of .Anchorage Drive and Eastwind Drive. lt. lies within SFWMD's Intracoastal Drainage Basin and SFWMD's jurisdictional boundaries. The project proposes to locate the new school buildings along the south and east portion of the site with the dry detention areas along the north and west portions of the campus. A piped drainage overflow connection to an existing adjacent roadway drainage system to the east is planned. The proposed .North Palm Beach Elementary School Modernization improvements include: • An approximate new 70;000 square foot footprint for a two -story elementary school building and improvements to two existing about 32,250 square foot onsite buildings along with ancillary support buildings, recreational fields, drives and parking. areas. The modernized school campus will house about 753 student stations. The proposed water management system includes inlets and culverts that will direct runoff to a proposed approximate 1.0 acre dry detention area with overflow discharge to the surface water management system of the Village of North Palm Beach and ultimately to SFWMD's Intracoastal Basin It is our professional engineering opinion that a drainage system for this site can be designed and implemented to provide service for the anticipated level of development to adhere to the guidelines established for the Village of North Palm Beach and.
