Your Village Budget Process in Action The budget is a
policy-driven financial plan to provide a full range of municipal services
including Police, Fire Rescue, Sanitation, Parks & Recreation, Library,
Streets/Roads Maintenance, Public Improvements, Planning, Zoning &
Building, and General Administrative Services to our residents. It is the
legal authorization to expend Village funds during the fiscal year
(October 1 through September 30).
Through the budget process, an annual budget is developed that
integrates priorities and short and long-term goals as established by
Council to meet the needs of the Village and establish annual resource
allocations. These decisions address desired quality of service; staffing
levels; technology needs, equipment and capital improvements; and
programs considered by Council to be priorities.
The Village’s budget process relies on a timetable of tasks, steps, and meetings that must be met in order to
comply with state requirements for Truth in Millage (TRIM) as well as internal requirements for sound planning
and fiscal responsibility. The purpose of the Truth in Millage law is to require full disclosure by taxing
authorities to the taxpayers and public of the rates and amount of taxes, prior to levying the taxes.
In July, the Village Manager presents a proposed budget to the Village Council for consideration and further
input. This proposal includes all personnel, operating, and capital expenses, along with the revenues required
to finance the expenditures. State law requires the Village to advise the County Property Appraiser of our
tentative millage rate and the date of our first September millage and budget hearing. The tentative millage
rate is the maximum millage rate the Village may consider. Once the tentative millage rate is adopted, it can
be lowered but can’t be increased (without an additional notice to each taxpayer). The Property Appraiser
mails each property owner the “TRIM Notice” of proposed property taxes and the date of the first public hearing
on the budget. The TRIM Notice includes this information for every taxing authority, not just North Palm
Beach.
Council reviews the budget and conducts budget workshops at which Village administration offers additional
information. Changes are made to the budget per Council direction during budget workshops and the
proposed budget is revised to incorporate the changes. Budget workshop meetings are open to the public, and
two budget public hearings are held in September to ensure residents have an opportunity to be heard before
final action is taken to approve the budget.

Dear Residents,
I am writing this letter to you after having been on the job for
one week. Even in this short time with you, I am convinced
that the Village of North Palm Beach is “The Best Place to Live
Under the Sun!”
Please let me give you a little background about myself. I
moved to Palm Beach County in 1973, and I am still thankful to
be able to enjoy the sunshine and beauty of Florida everyday.
On a personal note, I have been married to my wife Vicki, for 37
years (38 in October). We have three children, and eight grand-
children.
Professionally, I attended the Police Academy in 1975, and
began my career in law enforcement as a Palm Beach County
Park Ranger. In 1978, I was hired by the Palm Beach County
School District as one if its first four school-based police
officers. In 1979, I received my B.A. degree in criminal justice
from Florida Atlantic University. By 1982, I was the assistant
chief when I decided to attend law school. In 1985, I was
admitted to the Florida Bar, and practiced as a Personal Injury
Defense Attorney. In 1989, I became the Chief of the Palm
Beach County School District Police Department.
During my 23 years as the Chief of Police I was able to expand
and hone my skills as a leader, communicator, facilitator and
consensus builder. I believe that these skills will help me to
ensure that you, the residents of the Village of North Palm
Beach, are provided with the highest quality of service,
traditions and amenities.
I look forward to getting to know you and the community in the
coming months.

Fishing Camp – Building Up Sports Academy is offering a
kids Fishing Camp at Anchorage Park this summer. This
program is for youth 6-13 yrs., is August 4-8, 2014 and runs
from 9:00 am – noon. Campers will learn to tie different
knots, bait a hook, learn water safety and be able to identify
different Florida freshwater/saltwater fish. Fishing
equipment, rods, bait, etc. are provided. This camp is limited
to a specific number of campers, so please sign up ASAP!
Join us for a great week of fishing and a chance to catch a
trophy fish! (All caught fish are released!), $115/$110(RDF)
Fall Co-Ed Soccer Registration
Late Registration for the fall soccer leagues continues at

Volunteers for Fishing Tournament
We are looking for anglers who will not be participating in the
Anchorage Aweigh Fishing tournament to help with the Kids
Fishing Derby and the Fishing Tournament on Saturday,
August 16. Please contact the Recreation Dept. to volunteer
your time. It will be greatly appreciated!

Village and Solid Waste Authority Partner to Recycle More!
The Solid Waste Authority (SWA) of Palm Beach County and the Village of
North Palm Beach (NPB) are partnering to give you the chance to recycle more
at home. Coming soon, your blue recycling bin will be getting a little bigger (25
gallons) and have a different shape. This will only be available for residents
who are currently using these 18 gallon blue and yellow recycling bins.
North Palm Beach was selected because of the great job that you are already
doing with recycling. This pilot program is to test if having a larger blue recy-
cling bin increases recycling recovery and participation, and makes it easier for
you, the residents.
The SWA is providing all of the new larger recycling bins at no cost to residents
or the Village. You’ll still use your current yellow recycling bin for all of your paper material.
We expect the new blues will be delivered sometime in October, along with a reminder of what to put in
each bin and contact information if you’d rather not participate.
You can expect more information as we get closer to bin distribution. But to learn more about the pilot
program, please email SWA at Recycle@SWA.org. Thanks for recycling, and keep up the good work!
Back to School Safety Tips from the NPB Police Department
The North Palm Beach Police Department encourages all drivers to be cautious
as students return to school in August. The beginning of the school year is a
time when children are at increased risk of transportation-related injuries from
pedestrian, bicycle, school bus and motor vehicle crashes. Remember the
following tips for making back to school safer for motorists and students:
Slow down and obey all traffic laws and speed limits
Be Alert for reduced speed limits in designated school zones
Watch for stopped school buses as these indicate loading and unloading
children
Remain aware of children riding their bicycles
Watch for children gathering near bus stops as they are sometimes distracted
by friends and do not pay attention to traffic
When backing out of a driveway or leaving a garage, watch for children going
to school

Check this out! NPB has a new app called MYPD! The Village of
NPB recently launched the MYPD smartphone application. This ap-
plication has made local news headlines for its powerful reporting
features. The application is fully customized to our Police Depart-
ment and allows Village Residents to submit anonymous tips , com-
mend our officer’s, and find pertinent information related to our de-
partment. The application is free to download via the app store or
GooglePlay for android users.

fun area with bounce houses.
Don’t forget we will have plenty of food, games and
prizes with a guest appearance by McGruff the crime
dog. National Night Out is designed to heighten crime
and drug prevention awareness; generate support and
participation in local anti-crime efforts; and strengthen
neighborhood spirit and police community relations.

REMINDER: NATIONAL NIGHT OUT 2014
Millions of Americans are only a step away from
becoming victims of the leading cause of unintentional
home injuries - falls.
According to The State of Home Safety in America™
conducted by the Home Safety Council, falls are by far
the leading cause of unintentional home injury death.
Falls account for an average of 5.1 million injuries and
nearly 6,000 deaths each year. The vast majority of fall
deaths occur among people age 65 and older and fall
death rates are higher for males.
In an effort to reduce injuries among people of all
ages, the Home Safety Council encourages families to
identify and correct potential falling hazards in and
around the home.
Home Safety "Walk-Through"
Walk through your home to identify and remedy
potential falling hazards. What to look for:
• Have handrails on both sides of stairs and steps.
Make sure handrails go from the top to the bottom of
stairs.
Have lots of lights at the top and bottom of the
stairs.
• It is easy to trip on small rugs. Tape them to the floor
or do not use them at all.
• Keep the stairs clear.
• Have nightlights in the bedroom, hall and bathroom.
• Have a mat or non-slip strips in the tub and shower.
• Have a bath mat with a non-skid bottom on the bath-
room floor.
• Have grab bars in the tub and shower.
• Wipe up spills when they happen.
Protect Young Children
• Always watch young children.
• Use safety gates at the top and bottom of stairs..
• Window guards can keep a child from falling out the
window. Have window guards on upstairs windows.
• Cover the ground under playground equipment with a
thick layer (9-12 inches) of mulch, wood chips or other
safety material.
Outdoors
• Put bright lights over all porches and walkways.
• Have handrails on both sides of the stairs.
• Put ladders away after using them. Store ladders on
their sides, in a shed or garage.
• Keep sidewalks and paths clear, so you don’t trip.
• Fix broken or chipped steps and walkways as soon
as possible

Thrift Store Frenzy
We will run the North Thrift Store Frenzy again
on Aug. 29th. This series of stops will hit 8
thrift stores in the Stuart/Hobe Sound area.
Bus departs at 9:00 am and returns by 5:00
pm. Fee: $13. Lunch is on your own at the
Pig & Cattle Company. Be sure to bring some
cash as a few of the stores do not accept
credit cards. Reserve your seat early!
International Coastal Cleanup
The Village of North Palm Beach is participating in
the International Coastal Cleanup 2014,
sponsored by Keep Palm Beach County Beautiful,
on Saturday, Sept. 20 from 8:00 am until noon.
We are encouraging residents to join the efforts to
clean our public areas. You can organize a group
to do your street, a park or the waterfront areas by
boat or by land! We are looking for volunteers!

The date for the Fall Garage Sale is Sept. 6th from
7:30-noon at the NPB Community Center.

BOATS/CARS/PARKING
Sec. 5-33. Designated; use restricted.
No person shall bring into, launch or operate any ves-
sel (as defined in F.S. § 327.02) upon any park proper-
ty, including designated swimming areas, except as
such places as are or may be designated for such use or purposes by the North Palm Beach Village
Council. Such operation or use shall be in accordance with such rules and regulations as are now or may
hereafter be adopted by the village council. All vehicles using the boat ramps of Anchorage Park or park-
ing with a trailer at Anchorage Park must have a village launch ramp sticker permanently affixed to the
vehicle, visible from behind the vehicle.
Sec. 5-34. Repairs prohibited.
No repair work upon boats, boat trailers or other boating equipment shall be permitted at the vil-
lage boat launching area with the exception of minor repairs or adjustments essentially necessary to
make such boat, trailer or equipment operable or transportable to a professional facility devoted to such
repair service.
Sec. 5-35. Vehicle/trailer parking in designated areas; permits required.
(a)
No person shall park a vehicle on park property at any place other than in the regularly designated
facilities provided for that particular type of vehicle unless otherwise directed by a law enforce-
ment officer or village employee or by official signs or markings.
(b)
No boats or boat trailers shall be allowed to remain more than twenty-four (24) hours at the village
boat launching area unless a written permit therefore has been secured from the village manager
or his designee. Such permits shall be issued upon such reasonable regulations and upon such
cost as shall be determined, from time to time, by the village council.
Sec. 5-38. Violation; penalty.
Violation of any provision of section 5-33, Designated; use restricted or section 5-35, Vehicle/
trailer parking in designated areas; permits required, shall result in a civil fine of fifty dollars ($50.00) for a
first offense and one hundred dollars ($100.00) for any subsequent violation

We’ve had a great start to our summer season and would love to share our recent and upcoming club news with
you!
We would like to start by congratulating Judge Roger Colton on his Memorial Day Hole-In-One on May 26th.
Judge Colton made the challenging Hole-In-One from 139 yards on our Par 3 hole #17.
The North Palm Beach Country Club will be hosting two fundraising events this month, the NPB Police
Explorers and the Crohn’s and Colitis Foundation Charity event. Please visit the North Palm Beach Country

foursome today!
We still have a few open spots in our last Junior Golf & Swim Camp for the 2014 summer. Camp dates are
August 5-7th from 8:30am-1:30pm. Juniors 6-15 will have morning golf instruction from 8:30-11:00, lunch from
11:00-11:45, and afternoon swim time from 11:45-1:30. Please call the golf shop at 561-691-3433 for any
inquiries, as space is limited.
For those of you who were not aware, the North Palm Beach Country Club has two Junior Teams who have
been participating in the SFPGA Team Golf Initiative. Our two teams of 13 juniors ages 5-14 have been meeting
twice weekly since early May to practice. They have participated in eight matches with other area courses since
the start of summer, and will be participating in the Team Golf Championship tournament on August 16th. If you
would like more information about this program, or would like to show your support for our teams by attending
the Section Wide Championship as a spectator, please contact Casey Mitchell at 561-691-3421. We would also
like to thank an anonymous donor for their support of the future of our game and our local junior golfers.
We wish all of our North Palm residents safe travels through the summer, and hope to see you at the club soon!
