REQUEST FOR COUNCIL ACTION
SUBJECT: Voluntary Annexation Date: March 18, 2004
Alternate A -1 -A Property WORKSHOP
Orientation of Issue: The Owner of the property located at 9275 Alternate A -1 -A has submitted
application for voluntary annexation to the Village. The site is the previous Honda dealership on Alternate A-
1 -A encompassing 3.06 Acres of land.
The property is under contract with Ed Roby who is planning to convert the existing building into self storage
units plus build a new building that will have self storage units along with the required amount of retail
development and a quick oil change on site. The site plan for the development has received Preliminary Site
Plan approval from the Planning Commission in February 2004. The developer has indicated that he will be
going before the Planning Commission for Final Site plan approval in the next two months.
Programmatic or Policy Impact: There are four (4) individual items that the Council will need to act on for
the annexation and development of the property. A complete package containing information on all four of the
following items is attached.
1. Voluntary annexation of 9275 Alternate A -1 -A from Palm Beach County to North Palm Beach.
2. The annexation requires a Small Scale Amendment to the Comprehensive Plan to designate a future
land use for property at 9275 Alternate A -1 -A.
3. The applicant is requesting to re -zone the property at 9275 Alternate A -1 -A from CG /SE (County)
to C -2 Automotive Commercial District (Village).
4. In order for the applicant to develop the property as shown on his site plan he is requesting to amend
various Subsections of Section 45 -34 C -2 Automotive Commercial District, of Article III, District
Regulations, of Appendix C, Zoning, of the Code of Ordinances of the Village; amending
Subsection A, uses permitted, of Section 45 -34 by adding Limited Access Self- Storage Facilities
as a permitted uses; amending Subsection B, Development Standards of Section 45 -34 by adding
conditions of approval for Limited Access Self- Storage Facilities and amending Subsection C Off -
Street Parking for Limited Access Self - Storage Facilities. (The amendments to the Code are
basically the same as the text amendments to the C -1 District that were approved for the Self
Storage facility on Northlake Boulevard with the exception of the building height requirement has
been changed to allow 3 stories instead of just 2 within this zoning only and the requirement for a
CPUD have been eliminated.)

Recommendation: The Planning Commission held a Public Hearing on March 2, 2004 and were
also presented the applications for each of the above items as they have been submitted to Council.
Planning Commission voted 5 -0 to recommend that the Village Council approve the proposed
Voluntary Annexation, Small Scale Comp Plan Amendment, Re- zoning and Code Text
Amendments. (See attached Planning Commission voting summary.) Staff also recommends
approval of all items as submitted.
