Final Plan and Estimate of Probable Cost

Enclosed for your review is a reduced version of the Final Master Plan for the Village
Center Complex. This final version of the Master Plan addresses all of the Council's
suggestions and comments that were expressed with general agreement at the December
and November 2001 meetings and reflects the general consensus conveyed at previous
meetings and workshops with the project's stakeholders in the following regards.
The plan:
• Utilizes the preferred plaza /green area design
• Leans toward a solution that does not require acquiring adjacent properties
• Does not place parking on South Anchorage Drive t
• Relates to the new Council Chamber entrances and the remodeled Village Hall
• Provides employee and accessible parking to the South of Village Hall
• Maintains the traditional entrance to the Village onto South Anchorage Drive from
US Highway One by keeping the large landscape median and mature ficus trees
while providing parking to the South of the Library.
• Incorporates hardscape and an interactive water feature, resembling the Villages
logo, as a focal point to the Village Center and a linking element to the surrounding
civic buildings.
In general, the plan provides a safe, aesthetically pleasing, campus -like environment and
multi - purpose gathering place for the residents of the Village of North Palm Beach. We
hope to see it grow into the heart of the Village.
Also enclosed with the reduced copies of the master plan is the projects final estimate of
probable construction costs. We look forward to reviewing the estimate and the final plan
with you at the March 14th Council Meeting.
We look forward to continuing this design process and thank you for your assistance.

proposals, bids or the construction cost will not vary from our opinions of probable costs. If the Owner wishes greater assurances as to the construction cost, we recommend the employment of an independent cost estimator.

CLERK TO ENTER INTO A PROFESSIONAL CONSULTING AGREEMENT WITH HR
MANAGEMENT PARTNERS, INC., ATTACHED AS EXHIBIT "A", WHICH AGREEMENT'
PROVIDES FOR A COMPREHENSIVE CLASSIFICATION, COMPENSATION AND
BENEFITS STUDY FOR THE VILLAGE; AND, PROVIDING FOR AN EFFECTIVE DATE

BUDGET TKANSFER APPROVED FOR COMPENSATION STUDY
Councilman O'Meilia moved to approve a budget transfer in the amount of $5,200.00 from
A4904-1 1 300 (Part-time Pay) to A4902-33189 (Professional Services) to complete funding of
the compensation study by HRMP, Inc. Councilman Noel seconded the motion, and all present
voted aye.

President Pro Tem Tringali moved to accept the final Village Center Master Plan, as submitted
by BEA International, ]nc. and Glatting, Jackson et al. Vice Mayor Noel seconded the motion.
lluring discussion, Tim Hullihan of BEA International, Inc. provided the Council with a revised
estimate of probable cost totaling $1,322,517.00.
Thereafter, the motion passed 4-1, with President Pro Tem Tringali, Vice Mayor Noel,
Councilman Norris and Mayor Eissey voting aye, and Councilman O'Meilia voting nay.
AllJOLIRNMENT
With no further business to come before the Council, the meeting adjourned at 8:20 p.m.
