The following data represents the results of our annexation study, per our Agreement
dated April 15, 2002. Published, prepared, and mapped data has been organized and compiled
within a notebook for convenient use as a reference volume when addressing the issue of
annexation in the Lost Tree Village area, including Portage Landing and Hidden Key.
Data is organized in such a manner that individual subdivisions or plats can be analyzed,
as well as the study area as a whole. This will facilitate the analysis, if only a portion of the
study area is the subject of an annexation action.
It is our conclusion that approximately 31.14% of the study area land area is represented
by registered electors. (NOTE: It is assumed, for the purposes of this study, that condominium
properties are included within the 68.86% portion of the study area not represented by registered
voters since it cannot be shown that 100% of the unit owners are registered electors.)
A detailed description of the methodology used to complete the study (Ref: Exhibit 1), a
map of the study area (Ref: Map 1: "Study Area "), and a summary of our findings (Ref:
Table 1: "Study Area Summary Table ") are presented in the pages immediately following this
memorandum. Aggregated data for Hidden Key, Portage Landing, and Lost Tree Village are
presented in Table 2. Data collected and prepared during the study are enclosed in the seven
attachments (Ref: Table 3: "List of Attachments ").

Area: The stud area as determined b the Scope of Services, is to consist of the

following developments: Lost Tree Village (i.e. Old Port Village, Plats 1, 1A, 2, 3, 4, and 4A);
Portage Landing (north and south); and Hidden Key (north and south).
In addition, the study area is expanded to include the following: The State Road A -1 -A
right -of -way; condominium developments within the vicinity; water bodies; and other
unincorporated areas within the vicinity. These areas are added in order to allow the Village the
maximum flexibility when analyzing potential annexation alternatives within the vicinity of the
study area.
Study Purpose: Pursuant to the requirements of Section 171.0413(5), Florida Statutes, the
purpose of the study is to determine if more than 70% of the land within the study area is owned
by individuals, corporations, or legal entities which are not registered electors in Palm Beach
County.
Study Description: The following tasks were performed in order to complete the study:
Task 1: Obtain Palm Beach County Property Appraiser parcel maps of the study area.
Outline the study area thereon. Also, separately outline the area of each recorded subdivision
and condominium project. Obtain copies of plats recorded for subdivisions within the study
area.
Task 2: Obtain a list of property owner names and addresses within the study area from
the Palm Beach County Property Appraiser.
Task 3: Prepare a base map, of workable size, encompassing the study area.
Task 4: Using a separate base map along with Property Appraiser's data, identify the
street addresses of the lots and parcels within the study area.
Task 5: Create a list of address ranges, by street, encompassing all of the lots and parcels
within the study area.
Task 6: Using data prepared in Task 5, procure lists of registered electors from the Palm
Beach County Supervisor of Elections, by street, within the study area.
Task 7: On a separate base map, plot the locations of all properties within the study area
where at least one registered elector currently resides. Also, separately plot properties, including
vacant lots, owned by a registered elector residing elsewhere in the study area.

- -- Task 8: Obtain- data - regarding the size (i.e. in square feet or acres) of all parcels of land__
within the study area, including rights -of -way, buffer areas, recreation areas, and other non-
residential uses). Also, obtain data regarding the size of water bodies designated on the Property
Appraiser's maps and/or plat maps. Sources for this task include: Property Appraiser's data;
land development approval files, including plats; and geographic information system (GIS) maps
and data provided by Seacoast Utilities Authority.
Task 9: On a separate base map, plot the acreage for each parcel of land within the study
area. Parcel size data from sources provided by Seacoast Utilities Authority (i.e. expressed in
square feet) are converted to acres and rounded to two decimal places.
Task 10: Using the address map (Task 4), registered voter map (Task 7), and acreage
map (Task 9), create a table, by subdivision, containing the following data for each lot, parcel, or
tract of land therein: Street address; size (acres); registered elector present; and "voter acres"
(i.e. acres to be counted toward meeting the requirements of Section 171.0413, Florida Statutes).
Task 11: Using the data prepared in Tasks 9 and 10, prepare a summary table, by plat,
condominium, and non - platted parcel (i.e. rights -of -way, buffer area, and recreation area, etc.)
Indicating the "voter acres" and "non -voter acres" within the study area.
